Improvements Project
INTRODUCTION
This memo provides information regarding the platting and acceptance of additional
right of way at the intersection of Pennsylvania Avenue and Radford Road as part of a
future Pennsylvania Avenue and Radford Road Intersection Improvements Project.
BACKGROUND
In 2014, Strand Associates, Inc. was hired by the City to complete a preliminary study
and design for the roundabout concept for the intersection of Pennsylvania Avenue and
Radford Road improvements. In 2015, GHD (Ourston Roundabouts) was hired by the
City to refine the preliminary design to current City standards. City staff has completed
a preliminary study on right of way property needed to accommodate the proposed
roundabout design. Areas proposed for right of way acquisition are shown in light
purple on the attached map.
Recently, developers and property owners have inquired with City Staff regarding the
commercial development of the properties at the northeast and northwest corners of the
intersection. With the impending development of this parcels of property this would be
the perfect time to begin discussions with the three property owners regarding right of
way acquisition/purchase for the proposed roundabout project.
Recently, the City of Dubuque and Widmeier Investments, LLC entered into an
agreement whereby the City would acquire a portion of Lot 2-1-1-1, Block 1, of
Northrange Industrial Park, in the City of Dubuque, lowa, owned by Widmeier
Investments, LLC, needed for the Pennsylvania Avenue and Radford Road Intersection
Improvements Project. As part of that agreement, the City is responsible for the
surveying and platting of the proposed division of the property.
DISCUSSION
In accordance with a Purchase Agreement with Widmeier Investments, LLC the
additional right of way of Pennsylvania Ave. and Radford Rd. needs to be platted. The
platting of this additional area has been coordinated with the owners of the property and
they have signed and consented to the plat.
The City of Dubuque Engineering Department has prepared an acquisition plat to
provide the right of way area. The area being platted will be dedicated to the public for
right of way purposes, included streets and utilities.
BUDGET IMPACT
The anticipated City funded for the advance property acquisitions to accommodate the
future improvements at the Pennsylvania Avenue and Radford Road intersection is
summarized as follows:

Per the executed Purchase Agreement with Widmeier Investments, LLC the City has
compensated the owner in the amount of $2,079.00 for the additional right of way at
Pennsylvania Ave. and Radford Rd.
RECOMMENDATION
I recommend that the City Council approve the Acquisition Plat of Lot 2-1-1-1-A, Block
1, of Northrange Industrial Park, in the City of Dubuque, lowa, which provides additional
right of way needed for the for the future Pennsylvania Avenue and Radford Road
Intersection Improvements Project by the adoption of the attached resolution.
ACTION TO BE TAKEN
I respectfully request approval of the Acquisition Plat of Lot 2-1-1-1-A, Block 1, of
Northrange Industrial Park, in the City of Dubuque, lowa, and acceptance of the
dedication of said lot for Right of Way purposes, through the adoption of the enclosed
resolution.

APPROVING THE ACQUISITION PLAT OF LOT 2-1-1-1-A, BLOCK 1,
NORTHRANGE INDUSTRIAL PARK, IN THE CITY OF DUBUQUE, IOWA
Whereas, there has been presented to the City Council of the City of
Dubuque, Iowa, an Acquisition Plat dated April 3, 2019 prepared by The City of
Dubuque Engineering Department describing Lot 2-1-1-1-A, Block 1, of
Northrange Industrial Park, in the City of Dubuque, Iowa; and
Whereas, said plat conforms to the laws and statutes pertaining thereto; and
Whereas, upon said plat appears Lot 2-1-1-1-A, which Widmeier Investments,
LLC, by said plat have dedicated to the public forever; and
NOW THEREFORE, BE IT RESOLVED BY THE CITY .COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
Section 1. That the plat dated April 3, 2019 prepared by The City of Dubuque
Engineering Department, relative to the real estate hereinabove described be
and the same is hereby approved, and the Mayor and City Clerk be and they are
hereby authorized and directed to execute said plat and on behalf of the City of
Dubuque, Iowa.
Section 2. That the dedication of Lot 2-1-1-1-A, Block 1, of Northrange
Industrial Park, in the City of Dubuque, Iowa, for Right of Way purposes,
including streets and utilities, as it appears on said Acquisition Plat, be and the
same are hereby accepted.
Section 3. That the City Clerk be and is hereby authorized and directed to file
said plat and certified copy of this resolution in the office of the Recorder, in and
for Dubuque County, Iowa.
