BACKGROUND After meeting with representatives of multiple City departments on November 25, 2019 to explore potential alignment with Bloomberg Philanthropies' newly announced Asphalt Art Initiative funding program, the Office of Arts & Cultural Affairs was encouraged to draft and submit a project proposal in anticipation a December 12, 2019 application deadline. The project proposed is a collaboration the City's Transit Division and Sustainability Office, and builds on the success of the 2019 Storm Drain Mural pilot project. DISCUSSION The Asphalt Art Initiative by Bloomberg Philanthropies sought proposals from US cities with populations of 30,000-500,000 to implement an arts project seeking to incorporate visual interventions in roadways, pedestrian spaces, and/or vertical transportation infrastructure. The project proposed by the Office of Arts and Cultural Affairs in collaboration with the City's Transit Division and Sustainability Office seeks to create a network of painted sidewalk murals under and spilling out of 14 public bus shelters. The theme of the sidewalk mural designs, to be identified through a public call for artists, must be family-friendly, celebrate the users of public transportation, and raise awareness of the importance of environmental stewardship. The final designs will be reviewed and chosen by a panel including representatives from the Arts and Cultural Affairs Advisory Commission, the City of Dubuque's Transit Division, and Green Dubuque. The proposal was developed in connection with all City Council goals in mind and aligns with multiple priorities and strategies Arts and Culture Master Plan including 1) seek philanthropic support for the arts from sources outside of Dubuque, 2) make arts and cultural resources and activities available in every neighborhood in the city and county, 3) make art more visible in all aspects of daily life in Dubuque, and 4) facilitate the presence and participation of arts and culture at non-cultural activities and venues. The project is also in line with goals of Sustainable Dubuque, Imagine Dubuque, and aspects of the Climate Action Plan. If awarded, the project would be implemented beginning in Spring 2020 with the release of a call for artists and conclude in Fall 2020 with a community celebration and unveiling of the sidewalk murals. Funding for the project, estimated at $27,583, will be accounted for through: . $21 ,928 Asphalt Art Initiative grant award . $1 ,000 cash match pledged by the City's Office of Sustainable Communities; . $1 ,000 cash match pledged by from the City's Transit Division; . $2,675 in-kind match of estimated staff time from the City's Office of Arts and Cultural Affairs in project oversight; . $980 in-kind match of estimated staff time from the City's Public Information Office in branding and promotional support of the project BUDGETIMPACT Grant funds will be received and paid out in partnership with Green Dubuque Inc. as the projecYs fiscal agent. Pledges from City departments mentioned above are accounted for in outreach funds in the FY21 Operating Budgets of the respective offices. There are no new costs to the City of Dubuque. If the project does not receive grant funding from Bloomberg Philanthropies, implementation will not proceed as proposed. The goals of our project are to implement public art to 1) celebrate the users of public transportation, 2) draw attention to the City's asset of extensive and accessible public transit system, 3) plant messaging that raises awareness of the City's sustainability focus and encourages environmental stewardship in alignment with the efforts of Sustainable Dubuque and goals of the City's Climate Action Plan, and 4) advances the goals and the priorities of the City's Arts and Culture Master Plan to make arts and cultural resources and activities available in every neighborhood in the city and county, make art more visible in all aspeds of daily life in Dubuque, and facilitate the presence and participation of arts and culture at non-cultural activities and venues. The west side of Dubuque, an area that is considered an art dessert in our community, will receive 5 of the sidewalk murals. A handful of the sites are located at the edges of public parks.The bus shelters are located at high-priority locations which serve 86% of the City's public transit routes. In FY18, the City's public bus system served 507,703 riders, ranging from 30,367 to 47,098 riders monthly. Upon conclusion of the grant cycle, we plan to continue to engage the community through ongoing mural tours, social media campaigns, and multi-month people's choice vote solicitation. A brochure will be created to provide a project overview and map; the brochure will be available at locations throughout the City but most importantly at Travel Dubuque,the City's downtown tourist information center, alongside the City's public art program brochures and the Walking Tour map of our building murals. ♦ Ongoing Maintenance Depending on how long the proposed project is intended to last, briefly describe your plans for maintenance, repair, and/or deinstallation of the project. The sites will be maintained through the year-round general maintenance by the City's Public Works Department. Exterior water-based traffic grade paint,which the City has successfully used in its recent Storm Drain Mural project, will be used for all murals; we do not anticipate touch up of the murals for 3-4 years. The murals will be inspected on a biannual basis. After 3 years, we will fully evaluate the success of the project, the state of the murals, and if touch up is needed and continuation of the project is desired by City Council. 10% contingency has been added to the budget in case of vandalism or unintentional damage due to weather that may require us to hire an artist to restore the mural prior to the end of 2020.
