and slated that service thereof had

postponed regular monthly meeting
of the Council for the purpose of
acting on any such business as may
properly come before a regular
meeting of the City Council.
Petition of Joseph P. Connolly, re-
ferred to the City Council by the
Board of Supervisors, requesting the
suspension of the 1931 tax on Lot 4
of Fortune's Sub., presented and read.
Councilman Thompson moved to
refer the petition to the City Solic-
itor for investigation and report.
Seconded by Councilman McEvoy.

Gentlemen: A request has been
made that City Council establish a
tentative price for the sale of Lot
2 Postponed Regular Session, January 3rd, 1933
29, O'Neill's Riverview Addition,
fronting 41.4 ft. along the north side
of O'Neill Street and being 100 ft.
deep. This lot, as you remember,
was deeded to the City about March
1, 1931, by Mr. J. F. Stampfer for
taxes and special assessments total-
ling $150.37. Mr. Czizek advises to-
day that he believes it will not be
necessary to advertise this lot for sale.
This is the second inquiry I have
had 011 this lot and I believe the
same can be disposed of if Council
sees fit to establish a price on the
same.
The assessed valuation of this lot
is $140.00.

Mr. George Maddock of the Inter-
state Power Company addressed the
Council relative to the passage of
Ordinance No. 23 -32, said ordinance
regulating the operation of taxi cabs
and fixing the rates and prices to be
charged for the transportation of
passengers.
Ordinance No. 23 -32. An ordin-
ance regulating the operation of taxi
cabs within the City of Dubuque and
fixing the rates and prices to be
charged for the transportation of
passengers from one part of the City
to another and providing a penalty
for violation hereof, having passed
upon first and second readings on
November 28th, 1932, presented and
read a third time.
Ordinance No. 23-32
An Ordinance regulating the oper-
ation of taxi cabs within the City of
Dubuque and fixing the rates and
prices to be charged for the trans -
portation of passengers from one
part of the City to another and pro-
viding a penalty for violation hereof.
Be it Ordained by the City Coun-
cil of the City of Dubuque:
Par. 286. Rates. Section 1. The
following rates and prices for the
transportation of passengers by taxi
cabs are hereby fixed as the rates
and prices to be charged for the ser-
vices to be rendered by the means
above stated, to -wit:
A. For one (1) passenger from
one part of the City of Dubuque to
any other part of said City, includ-
ing such passenger's ordinary lug-
gage, the sum of twenty -five cents
(25c), except as provided in Sub-
division "C" hereof.
B. For two (2) or more passen-
gers up to and including five (5),
from one part of said city to any
other part of said city, including
such passengers' ordinary luggage,
the sum of fifty cents (50c), except
as provided in Subdivision "C" here-
of.
C. To Eagle Point Park or Sunny
Crest, for one passenger, fifty cents
(50c), and twenty -five cents (25) for
each additional passenger.
D. Waiting time may be charged
for on the following terms: thirty
cents (30c) for ten minutes; one dol-
lar ($1.00) for one -half hour; and
two dollars ($2.00) for one hour.
No charge shall be made for waiting
time under ten minutes.
Par. 287. Table of Rates. Section
2. Every vehicle operating as a taxi
cab shall have exposed to view with-
in the passengers' compartment a
printed table of the fixed rates and
prices and it shall be unlawful to
operate or permit to be operated any
such vehicle unless such rates and
prices are posted as herein provided
for.
Par. 288. Soliciting Prohibited.
Section 3. It shall be unlawful for
the operator of any taxi cab to stop,
park, or drive about the streets and
public places of said city, and, by
word, sign or signal solicit passen-
gers for his vehicle; but, nothing
herein shall be construed to prevent
the taking on of passengers any-
where within the city upon the re-
quest of any such person.
Par. 289. Repeal. Section 4. Noth-
ing herein shall be construed to re-
peal, limit, or abrogate the provis-
ions of any other ordinance now in
effect unless such ordinances or
parts of ordinances are in conflict
herewith and only conflicting por-
tions shall be deemed repealed
hereby.
Par. 290. Penalty. Section 5. Any
person, firm or corporation exacting
any rate or price for the transpor-
tation of passengers by taxi cabs
other than that provided for in Sec-
tion 1 hereof, and any person, firm
or corporation violating Sections 2
and 3 hereof shall, upon convicting,
be fined not less than One Dollar
($1.00) nor more than Twenty -five
Dollars (25.00) or be imprisoned un-
til such fine and costs are paid.
Par. 291. Ordinance in Force. Sec-
tion 6. This ordinance shall be in
force and effect ten days from and
after its final passage, adoption and
approval by the City Council and
publication, as provided by law.

cil Chamber in the City Hall. At
this meeting there will be taken up
for consideration and adoption an
ordinance entitled "Ordinance No.
1 -33. An ordinance amending an or-
dinance entitled "Ordinance No. 2-
32. An ordinance appropriating
money for the various funds and pur-
poses of the City of Dubuque for the
year 1932," by making a revision in

conferred with the City Council rela-
tive to the curtailing of the Dock
Board expenses. Mr. George Mad-
dock of the Interstate Power Com-
pany addressed the Council relative
to street lighting.
January 11, 1933.
To the Honorable Mayor and City
Council, Dubuque, Iowa.
Gentlemen: Attached are two co-
pies of a new lease and agreement
prepared by Mr. Czizek in connec-
tion with the use of the third and
fourth floors of the Armory at 9th
and Iowa Streets. The agreement has

been signed by the Governor's Greys
representatives and is presented
herewith to Council for considera-
tion and possible approval.
The yearly rental has been in-
creased 50% and by the terms of the
new lease the City receives the use
of the gymnasium and shower baths
on the mornings and afternoons of
every day of the week and on the
evenings of Monday, Wednesday and
Friday. The City now agrees to fur-
nish water, gas for the showers and
light free to the Governor's Greys,
all of which three items previously
were paid by the Governor's Greys.

Gentlemen: Since the writer's
recommendation to City Council on
November 7, 1932, in regard to your
consideration of the appointment of
a Dubuque City Safety Committee,
which recommendation was referred
to City Council, please be advised
that, since then, considerable infor-
mation on this question has been
received.
The attached outline is now sug-
gested by me as a possible skeleton
plan for this organization.

proportion of convictions to arrests
is unusually high, as you will note,
and shows that the Police Depart-
ment and the Police Judge have co-
operated in an unusually efficient
manner toward the securing of infor-
mation pertaining to the violation
and the actual conviction of the var-
ious offenses.

Gentlemen: The writer has been
asked to present the following sug-
gestions to the City Council for the
benefit and betterment of conditions
under which milk, cream and other
dairy products are being sold within
the City of Dubuque. It is believed
by the group of men who made these
suggestions that the City should re-
ceive inspection fees from the indi-
vidual owners of cattle supplying
milk and cream to this City to at
least the extent of the present cost
of inspection as is now required.
It has been suggested that the
Council authorize, if possible, that
fees shall be collected as follows:
(a) $5.00 per year from individual
dairymen supplying milk to pas-
teurizing plants whose products
are sold within the City of Du-
buque, such fees to cover two
annual inspections of stables and
premises. There are approximate-
ly 80 such dairymen.
(b) $10.00 per year from each indi-
vidual dairymen supplying raw
milk sold within the City of Du-
buque, such fees to cover four
inspections per year of stables
and premises. There are approx-
imately 250 such dairymen.
It is further suggested that the
Milk Ordinance be revised to pre-
scribe that the labeling of milk such
as Holstein, Guernsey, etc., should
be done only in such cases as 100%
of the herd are of Holstein, Guern-
sey or other individual breeds of
cattle.
It is suggested that present condi-
tions covering one and two cow dai-
ries shall be eliminated from the
Special Session, January 30th, 1933

present ordinance and that one and
two cow dairies shall be subject to
regulations the same as other
dairies.

resolution appearing on Page 67 of
the Council Proceedings for 1926,
there was created the office of In-
spector of Boilers, providing that
fees from said inspection shall pay
for the service rendered. According
to the record on the same page, it
was moved by Councilman Schrempf
that Charles E. Moy be appointed
Municipal Boiler Inspector. At that
time Mr. Robert Humphrey was
Building Inspector of this City.
We understand that the office was
created at the suggestion of Morri-
son Bros. Company who desired to
have a man available at any or all
times at their plant for inspection of
pressure vessels. Mr. Glab has again
made request that inasmuch as Mr.
Moy has died, that the Council ap-
point Mr. Fred J. Homan of 2225
Central Avenue, a former employee
of Morrison Bros. Company and ex-
perienced in this of work.
It is distinctly understood that
Morrison Bros. Company shall com-
pensate Mr. Homan for his services.
