Mayor Kane stated that this is
the regular monthly meeting of the
City Council for the purpose of act-
ing upon such business as may pro-
perly come before the meeting.
Order of Oscar Anderson, Direct-
or of Budget, in the matter of the ap-
plication of City of Dubuque for ex-
emption from tax reduction law on
Police Pension Fund, setting the
time for public hearing on said ap-
plication as of June 23rd, 1933, pre-
sented and read.

toilet and toilet facilities in the
premises of Frank J. and Norma
Sauer, Lot 72 Burden and Lawther's
Addition, as per Resolution No. 29-
33, by Alfred F. Pape, contractor, in
front of and adjoining the same, a
special tax be and is hereby levied
on the several lots, and parts of
lots, and parcels of real estate here-
inafter named, situated and owned,
for the several amounts set oppo-
site each lot or parcel of real estate,

Resolution No. 42 -33.
WHEREAS, the contract hereto-
fore entered into by the City of Du-
buque for the installation of toilet
facilities hereinafter described, has
been completed and said improve-
ment has been accepted by the City
Council of said City and the City
Engineer has computed the cost and
expense thereof to be $237.00.
AND WHEREAS, public notice as
provided by law, has been published
by the City Clerk stating the inten-
tion of the City Council to issue
bonds to pay the cost of said im-
provement and a public hearing has
been held pursuant thereto, and all
objections filed thereto have been
considered and determined:
NOW, THEREFORE, BE IT RE-
SOLVED by the City Council of the
City of Dubuque that to provide for
the cost of the installation of a
sanitary toilet and toilet facilities

in the premises of Frank J. and Nor-
ma Sauer, Lot 72 Burden and Law -
ther's Addition, as per Resolution
No. 29 -33, there be issued improve-
ment bonds to the amount of $237.00.
Said bonds shall be issued under
the provisions of Chapter 311 of the
Code of Iowa, 1927, which bear in-
terest as of the 3rd day of July,
1933: shall be in the denominations
of $100.00 except that there shall be
one bond in the amount of $37.00.
They shall be numbered from 3329
to 3331 inclusive and shall be di-
vided into three series of which the
bond numbered 3329 shall constitute
the first series and shall be pay-
able the 1st day of April, A. D. 1935;
the bonds numbered 3330 and 3331
shall constitute the second series
and shall be payable the 1st day of
April, A. D. 1939.
Said bonds shall bear interest at
the rate of five per cent per annum
which interest shall be payable
semi - annually, in accordance with
the terms of the coupons thereto at-
tached; and said bonds shall be pay-
able out of the proceeds of the spe-
cial assessment levied for said im-
provement.
Both principal and interest shall
be payable at the office of the City
Treasurer in the City of Dubuque.
Said bonds shall be substantially

The City of Dubuque in the State
of Iowa promises to pay as herein-
after mentioned to the bearer here-
of, on the first day of April, A. D.
193 ; or any time before that date
at the option . of the City, the sum of
One Hundred Dollars ($100.00), with
'interest thereon at the rate of five
per cent per annum, payable on the
presentation and surrender of the
interest coupons hereto attached,
.both interest and principal are pay-
able at the office of the City Treas-
urer in the City of Dubuque in the
State of Iowa. This bond is issued
by the City of Dubuque pursuant
to and by virtue of Chapter 311 of
the Code of Iowa, 1927, and in ac-
cordance with a resolution of the
City Council of said City, duly passed
on the 3rd day of July, 1933. This
bond is one of a series of 3 bonds,
2 for $100.00 numbered from 3329 to
3330 inclusive, and one for $37.00
numbered 3331, all of like tenor and
date, and issued for the purpose of
installing a sanitary toilet and toilet
facilities in the premises of Frank
J. and Norma Sauer, Lot 72 Burden
and Lawther's Addition, as per
Resolution No. 29 -33, and described
July 3rd, 1933 147
in said resolution; which cost is as-
sessable to and levied along said
improvement, and is made by law
a lien on all abutting or adjacent
property, and payable in ten annual
installments, with interest on all
deferred payments at the rate of
five per cent per annum, and this
bond is payable only out of the
money derived from the collection
of said special tax, and said money
can be used for no other purpose.
And it is hereby certified and re-
cited that all the acts and condi-
tions and things required to be done
precedent to and in the issuing of
this series of bonds, have been done,
happened and performed in regular
and due form as required by said
law and resolution; and for the as-
sessments, collections and payment
hereon of said special tax, the faith
and diligence of said City of Du-
buque are hereby irrevocably
pledged.
- In witness whereof, the City of
Dubuque by its City Council has
caused this bond to be signed by its
Mayor and countersigned by its City
Clerk, with the seal of said City af-
fixed this 3rd day of July, 1933, and
has authorized the use of their fac-
simile signature to the interest cou-
pon hereto attached.

BE IT FURTHER RESOLVED,
that as fast as funds allow, begin-
ning with the second year after the
payment of interest due, these bonds
shall be called and retired in the
same order as numbered.

Meeting called by order of Mayor
Kane and Councilman Thompson.
Mayor Kane read the call and
stated that service thereof had been
duly made and that this meeting is
called for the purpose of approving
the Budget Estimate of Expendi-
tures for the ensuing year and di-
recting the City Clerk to publish no-
tice of date of hearing upon the
same and acting upon any other
business that may properly come
before a regular meeting of the City
Council.
Written opinion of City Solicitor
Czizek advising the City Council
that they have the power to enter
an order directing the Interstate
Power Company to remove the pow-
er pole in the Alley in the rear of
the Montgomery Ward Company
Store, located at the southwest cor-
ner of Main and West Eighth
Streets, presented and read.
Councilman Schuckert moved that
the written opinion of City Solic-
itor Czizek be made a matter of
record. Seconded by Councilman
McEvoy. Carried by the following

Resolution No. 46 -33.
Whereas, it is deemed necessary
by the City Council of the City of
Dubuque that an electric service pole
and appurtenances attached thereto
and now being maintained by the
Interstate Power Company in the
alley at the rear of the premises
located at the southwest corner of
West Eighth and Main Streets,
Montgomery Ward Company lessees,
be removed from its present loca-
tion for the reason that the same as
now located constitutes an interfer-
ence with and an obstruction to the
use of said premises by said Mont-
gomery Ward Company and the al-
ley adjacent thereto. Now, There-
fore:
Be it Resolved by this Council
that said Interstate Power Company
be and it is hereby ordered to re-
move said pole and appurtenances
from its present location so as to
make egress and ingress from and
to said premises possible from the
alley adjacent to the same, said re-
moval to be made within ten days .
from the adoption of this Resolution
at the expense of said Interstate
Power Company.
Be it further Resolved that said
Interstate Power Company be and
it is hereby granted permission to
locate and place said pole with its
appurtenances at a point northerly
of its present location in said alley
so as not to interfere with the use
of said premises by said Montgom-
ery Ward Company such removal
and the placing of said pole and the
appurtenances to be made under the
supervision of the City Electrician.
Be it further Resolved that a copy
of this Resolution be served upon
the Interstate Power Company forth-
with and the same shall constitute

Gentlemen: This is to advise that
considerable damage has been done
to the north end of the City of
Dubuque during the storms on March
30th and July 1st in the particular
area from 30th Street to 22nd Street
and Jackson Street to Pinard Street
due to the fact that the drainage
conditions north of the north city
line are very inadequate and present
a factor that may produce a great
deal of damage to our City if pro-

per precautions are not immediately
taken. It is estimated that the total
cost to the City of Dubuque for
cleaning of mud and debris after
these two storms in the above men-
tioned area is approximately $3,500.
The cause of this new source of
trouble is the fact that the drain-
age ditch from a point near the
Brunswick leading northeastwardly
to the Little Maquoketa River, near
the mouth of the same, has become
blocked at three definite places and
at many other places deepening
should be provided.
Colonel Edgerton, United States
Engineer at Rock Island, has been
advised of this trouble. He has vis-
ited Dubuque, examined personally
the conditions of the drainage ditch
from the Brunswick to the Maquo-
keta River and also viewed the re-
puted stoppage at the mouth of the
Little Maquoketa River. At our
suggegstion, the United States Army
Engineers have taken soundings at
the mouth of the Little Maquoketa
River and have determined that
there is a sand bar forming at this
location. They have made a rather
indefinite promise to clean out this
bar at some future time when their
equipment is in this vicinity.
We have informally suggested to
the Supervisors of Dubuque County
that R. F. C. labor be employed to
remove the stoppage on the drainage
area northwardly from the City. To
date nothing has been accomplished.
We are advised that the Maquo-
keat River is very crooked and is
rapidly filling its bed to such an
extent that a possibility in the very
near future may exist that at flood
times water will flow southwardly
from the Little Maquoketa River to-
ward Dubuque rather than emptying
into the mouth of the Mississippi
River. This matter, together with
the inadequate drainage northwardly
from the Brunswick Plant to the
Maquoketa River had also been
called to the attention of Mr. Mc-
Donald of Ames College, Ames,
Iowa. This man was appointed by
the President and is in charge of
the Iowa Reforestation and Soil
Erosion work. Thus far his prom-
ise that he would come and examine
this condition has not been. fulfilled.
It is suggested that every possible
effort be started by the City Coun-
cil toward getting relief from this
entire trouble that is beyond the
city limits through suggestions to
the Supervisors, the United States
Army Engineers and the department
handling the straightening of
streams designated the Reforestation
and Soil Erosion group. If this con-
dition is allowed to continue, heavy

Brothers Company in the alley at
the rear of the premises occupied by
Montgomery Ward Company, located
at the southwest corner of Main and
West Eighth Streets, said conduit
being used to enhouse and enclose
electrical wires and cable capable of
supplying electrical energy of high
voltage; and,
Whereas, said pipe or conduit, as
now located, constitutes an obstruc-
tion in said alley, a dangerous struc-
ture therein, an interference with
the free use of said alley by the
public and abutting property, and
has become and will continue to be
a nuisance and;
Whereas, it is deemed necessary,
for the protection of life and prop-
erty, that said pipe or conduit be
removed and the nuisance caused
thereby be abated; Now, Therefore,
Session, July 19th, 1933
Be It Resolved by the City Council
of the City of Dubuque:
That said Roshek Brothers Com-
pany be and it is hereby ordered to
remove said pipe or conduit from its

Gentlemen: At the Council meet-
ing of July 10th a request from Mr.
H. W. Bartholomew to operate a
skating rink at 76 Main Street was
read to City Council, discussed, and
denied. At the special meeting held
by City Council July 18th this ques-
tion was again reviewed and it was
agreed among the four Councilmen
present that in case satisfactory
toilet facilities for both ladies and
men would be provided by the own-
er, City Council would remove their
objection to the original application.
Mr. Bartholomew is an ex- service
man and desires to take advantage
of the American Legion Convention
and has asked that a permit be
granted to him to conduct this skat-
ing rink.
According to Ordinance No. 4, dat-
ed 1933, a permit can be granted
through the City Manager's office
for a skating rink at the rate of
$2.00 per day, $10.00 per week,
$50.00 per year.
Mr. Bartholomew has today
agreed to erect satisfactory toilet
facilities. Accordingly, I have in-
structed Mr. Sigman to issue a li-
cense for this skating rink.

Gentlemen: At a special meeting
of City Council held Tuesday after-
noon, July 18th, the request of Mr.
Barber, architect for the Federal
Post Office Building on Sixth be-
tween Locust and Bluff Streets, re-
questing that the widening on the
south side of Sixth Street, between
Locust and Bluff, be reduced from
4 feet 5 inches to 4 feet was con-
sidered.
The original agreement between
the Federal authorities and the City
Council was that Sixth Street would
be widened 5 feet on the south side
between Bluff Street and Locust
Street. Due to the roots of certain
trees, it was previously determined
by Council that a space of 4 feet
6 inches should be widened and the
cost borne by the City on the con-
dition that the contractor for the
Federal Post Office would construct,
at his expense, a new curb.
At this time, upon the excavation
for this new curb, it is found that
roots of trees are still being affected
by this 4 foot 6 inch widening pro-
cedure and accordingly the request
of today for reduction to 4 feet was
made verbally by Mr. Barber.
After consideration of the ques-
tion, Council approved of the second
change in the widening of this
street to a new width of 4 feet.

Meeting called by order of Mayor
Kane and Councilman Thompson.
Mayor Kane read the call and
stated that service thereof had been
duly made and that this meeting is
called for the purpose of acting up-
on petitions requesting the cancel-
lation and suspension of taxes and
upon any other business as may
properly come before a regular
meeting of the City Council.
Councilman Thompson moved to
suspend the rules for the purpose of
allowing any one present in the
Council Chamber, who wishes to do
so, to address the Council. Second-
ed by Councilman McEvoy. Carried
by the following vote:

Mrs. Hay addressed the Council
entering complaint against the Cas-
ey beer tavern located at 1046 Cen-
tral Avenue on account of noise and

who patronize this beer tavern.
Petition of Mrs. Amanda Hoag,
referred to the City Council by the
Board of Supervisors, requesting the
suspension of the 1932 tax on Lot 57
of Finley Addition, presented and
read.
Councilman Schuckert moved to
refer the petition to the City Solic-
itor for investigation and report.

To the Honorable Mayor and City
Council, Dubuque, Iowa.
Gentlemen: In connection with
the parking question for cars that
will be in Dubuque for about four
days in the second week of August,
this is to advise that the Chief of
Police and the writer met with a
committee from the American Le-
gion, consisting of W. T. Donahue
and L. J. Grabow, and viewed cer-
tain sites and have the following
suggestions to offer in order to se-
cure full authority for the Legion to
conduct a properly guarded parking
area for the full day and night
period.
The Legion committee have in
mind and have already secured the
following private property:
1. The lot on the east side of Main
Street between. Mulgrew's and
and the International Harvester
Company.
2. The Molo dump on the west side
of Main Street south of Dodge
Street.
3. The Hurd -Most Sash and Door
Co. lots on the north side of
Dodge Street between Main and
Locust Streets.
4. The Cooper lot at 3rd and Lo-
cust Streets.
5. The Rider- Wallis property at 4th
and Locust Streets.
6. The A. Y. McDonald lots on the
north side of East 12th Street.
7. The Ott property on Southern
Avenue and Valley Street.
In addition to these private stor-
age tracts, in case of emergency, the
Legion Committee request that auth-
ority be given to park cars for a
twenty -four hour period, day and
night, on the following streets:
1. Jones Street from the Illinois
Central tracks to Terminal
Street. Parallel parking on one
side, angular parking on the oth-
er side.
2. Along Terminal Street from the
ice harbor south as far as pos-
sible, with provisions for no
blocking of the entrance to the
river terminal.
3. South Main Street from a point
south of the Witwer Grocery
Company southwardly to Railroad
Street, with angular parking on
the west side and parallel park-
ing on the east side and the use
of the sidewalk space where pos-
s`ble on the west side of said
street for parallel parking. This
sidewalk space has no used side-
walk at present and will not in-
terfere with any pedestrian traf-
fic. Of course where private in-
dustries exist, no blocking will

be allowed. Parking of cars will
not be permitted near the Stan-
dard Oil Company or Inter-
national Harvester Company on
the east side of this section.
4. Railroad Street from Main Street
to South Locust Street, angular
parking on one side, parallel on
the other, with use of the side-
walk space on the south side of
the street, where possible for
parallel parking, with provisions
for no parking at one or two of
the used buildings on this space.
5. Southern Avenue from South Lo-
cust Street southwestwardly to
the first angle at the catch basin
locations, parallel parking on
both sides, with provisions for no
parking at the Milk Depot, or in
front of three homes.
6. South Locust Street from Rail-
road Street northwardly to house
No. 74 south of the Seippel Lum-
ber Company's storage plant.
Parking parallel to curb only on
the east side.
The intention of the Legion Com-
mittee is to keep the parking in the
south end of town if possible, us-
ing the McDonald lots and 12th
Street fill only in case of emergency.
As is understood by the Legion
Committee when Council granted
the use of the Ball Park on 4th
Street, the same grant included the
use of all City owned property on
4th Street east of the railroad
tracks. It is the intention of the
parking committee of the Legion not
to use this location for the dead
parking space that may be needed
for the four days continuously, but
rather to use the 4th Street Ball
Park parking sites for the use of pa-
trons coming to the various events to
be conducted in the mornings, after-
noons and evenings at the Ball Park
by the Legion. Other space that may
have to be used for individual Le-
gion affairs at the 4th Street Ball
Park may include available parking
spaces at Fisher's, Conlin & Kearns,
and The Adams Company.
If possible, the parking will be
confined to private properties, but
in case of an excess of 1,500 cars,
it may be necessary to use the
streets with personal inspection
thereon during day and night. Due
to the fact that parking is prohib-
ited on streets at ordinary times for
day and night, this report is written
to you for your consideration and,
if possible, your approval.
