Leisure Services Manager Marie Ware recommends City Council approval of a $25,000
waste minimization grant application to the Dubuque Metropolitan Area Solid Waste
Agency for the Multicultural Family Center expansion. A minimum 25% match is
required by the grant and the construction project budget covers this match. The grant
request of $25,000 is being matched by $24,800 of the City project funds for items
already in the construction budget related to the kitchen construction.

INTRODUCTION
The purpose of this memorandum is to request approval for the grant application to the
Dubuque Metropolitan Area Solid Waste Agency Waste Minimization Grant for
Multicultural Family Center expansion.
DISCUSSION
This waste minimization grant is to reduce the food, paper and other recycling
components as well as trash waste from the variety of events and programs at the
Multicultural Family Center (MFC). The Center is being expanded in a construction
project currently in progress. A new kitchen is included, and a change order was
instituted to put in a commercial dishwasher as Leisure Services identified waste
minimization and the opportunity to share best practices of minimization within the teen
programs and other cultural events and programming. Currently all events use throw-
aways for the events and activities that have food. There is no food scrap collection as
the current facility does not have places for it to be instituted. 80% of the programs and
activities held are geared toward minorities and gender identities and attendance at
these events and activities is a very diverse set of individuals as well as ages. In the
future there is also going to be an emphasis on added programming for the seniors and
active seniors in the mornings at the expanded Center.
Cultural and other programming most often features serving of food or meals. Meals
and other food is also catered resulting in throw away serving trays, pans and utensils in
addition to all the throw away paper plates, cups, napkins, and plastic silverware.
The MFC has growing teen and tween programs that have about 40 participants each
on two program nights and most of those now coming to the MFC the other three
evenings of the week after school. A Teen Advisory Board has just begun. A meal is
served the two program evenings and snacks and other foods are served other times.
The Summer Teen Empowerment Program has 20 teens plus staff being served lunch
five days a week. Part of the responsibility for the teens in these programs is serving,
clean-up and sometimes food preparations.
The addition of the dishwasher with dinnerware, glass ware, flatware and all serving
wares and utensils will replace use of paper and other throw away products. The
addition cooking wares including pots, pans, utensils and more will allow a reduction in
throw away one-time use catering items. All of these items need areas they will be
stored when not used.
The sorting of waste items will be accommodated through food scrap receptacles, wash
out area, and outdoor storage space until pick up. Recycling and trash containers will
be located throughout the building with appropriate signage to allow all Center visitors to
understand what can be recycled. Casework is also provided for storage of these items.
Increasing recycling of items like napkins, tissues and paper towels will reduce trash
waste in appropriate recycling containers. Bottled water is often used so cups and
pitchers will eliminate the need for the bottles which add to the waste stream.
This grant is for the physical structures and equipment to allow food scrap collection
and waste reduction from the MFC. Education and responsibilities for clean-up will be
integral to the teens served at the MFC. Their current job duties involve clean up after
meals thus new cleanup procedures will be instituted for washing the dishes and
separating food scraps. The waste reduction described will be used also during events
and activities of the Center. This will also allow the opportunity for many more to learn
waste reduction strategies for their own home.
BUDGET IMPACT
A minimum 25% match is required by the grant and the construction project budget
covers this match. The grant request is for $25,000 and it is being matched by $24,800
of the city project funds for items already in the construction budget related to the
kitchen construction.

2. Project Timeline (Space limited to the size of the text box)
March -April of 2020 - Weights and/or documentation of current waste and recycling at the Center
Current to July of 2020 - The renovation of the former Colts building has begun and the contractor at the framing stage. This
renovation includes construction of a new kitchen that will have casework for cooking and serving wares as well as recycling
and trash, the purchase and installation of a three compartment, prep and handwash sink. The kitchen will also have a
commercial dishwasher, double oven and cooktop and hood to accommodate the preparation, cooking and cleanup of the
food.
May and June of 2020 - Purchase of the kitchen equipment including dinnerware, glassware, flatware and serving wares,
cooking wares, storage for pots and pans, trash and recycling receptacles plus signage and other kitchen items needed.
July -August 2020 - Initial education of staff and user groups on separation and use of appropriate containers
September 2020, March 2021, and September 2021 - Weights and/or documentation of current waste, food scraps and
recycling for documentation
3. Who will benefit from your project? (space limited to the size of the text box)
The mission of the Multicultural Family Center is to empower all families and community members of Dubuque to reach their
potential and build unity through diversity, equity and inclusion. Food is unifying across cultures. From the beginning of the
Center's opening most programs have had a food component. "Breaking bread" together allows people to share in the
cultures and most importantly to sit together and visit at the beginning, during or after the programs and events. The Center
is home to numerous groups including but not limited to the Black Men's Coalition, NAACP -Dubuque Chapter, LGBTQ+ youth
and adult support groups, transracial adoption group, Alcoholics Anonymous and Narcotics Anonymous and more. They
have numerous events focused around food and culture. These events are hosted by persons from various cultures that live
in Dubuque. For example events like Afghanistan Cultural Night, Celebrate Africa Celebration, Marshallese Independence
Day and India Cultural Cooking Night feature cooking and sharing information about the culture by a native or descendent of
that country. International Travel Club, Dia De Los Muertos, Hijab It Up and Little Luxuries Girl's Club are examples of
programs again led by persons of varying cultures. They serve snacks and food as a way to have conversations continue.
The Center also offers a once a month food pantry. There are many elderly members of the community that participate in this
pantry. As described above the teen programs will also benefit the most as they meet the most often.

Sustainable Community Coordinator Gina Bell
In the future after using items that would be purchased through this grant in the programming especially with our teens and
tweens there will be a grant application for education and a field trip to the DMASWA to assist the teen and tween groups in
further learning regarding source reduction, reuse, recycling, composting and more.
5. Explain how your project will have a long-term effect on source reduction, reuse methods, recycling, composting,
hazardous materials disposal, and/or related education. (Space limited to the size of the text box)
1. Since the Center currently does not separate food waste and the number of programs and people attending the center
continues to grow which increases the use of foods, the long-term effect is very positive in that 100% of what was in the
waste stream before would be reduced to the occasional mistake to 0%. This will be possible by having the appropriate
storage areas both inside and outside the center for the food scraps and washouts which is not possible currently.
2. By purchasing plates, cups, utinsels, serving items, pots, pans and other reusable items for the kitchen the Center will
reduce the amount of trash dramatically as all serving of food is done currently with disposable one -use plates, cups,
silverware, throw away bowls, trays, and more. Water bottles are used many times each week during programs and
activities. These reductions will be significant.
3. By educating and having the appropriate containers for the waste items like napkins and paper towels can be sorted from
the true trash. Center attendees will learn the right containers to put each item that might seem throw away in to. These skills
can transfer to what they can do at home as well.
4. A fully set up kitchen will reduce the amount of catering needed for events. This reduces the one -use serving pans that
get thrown away after the event as well as the one use serving utinsels.
5. The education of persons of various races and cultures is the most exciting part of this project because during programs
and events staff can be sharing and/or teaching about the methods of source reduction, separation and also the celebration
of accomplishments of the Center in waste reduction.
6. How will you track and evaluate the effectiveness of your program (i.e., numbers of people educated, amount of waste
diverted, amount of toxins diverted)? (Space limited to the size of the text box)
We met with City of Dubuque Resource Management Coordinator and Supervisor Anderson Sainci to discuss how to improve
our sustainability and lower our waste. The conversation led us to apply for this grant. Our plan is to work with his Division to
weigh and catalog the current waste as well as recycling produced by the Center. This will give us a baseline to compare to
with the changes proposed in this grant. Sainci will be involved with the Teen and Tween groups that meet weekly at the
Center to assist in the initial measurements, teaching and monitoring the recycling and food scrap program as it is established
throughout the newly renovated former Colts building and the renovated current center. The Teen Advisory Board would be
involved in assisting with the program's success. The square footage footprint of the building will be increasing thus an apples
to apples comparison for weight would not produce comparable results. We will be able to quantify the number of persons
educated. Documenting what is in the contents of current waste and recycling and then a couple months after the newly
renovated expansion opens comparing the waste and recycling contents will determine how we are doing in waste diversion
and what additional education is needed to further reduce waste into recycling. By separating food scraps will be 100%
diversion as currently no food scraps are separated. Measuring the food scraps in after moving into the newly renovated
expansion will be measurable.
6. How will you report your progress to the DMASWA and to the larger community? (Space limited to the size of the text box)
A report of progress on the measurements listed above will be made every 6 months after the Center expansion is dedicated
for a period of the grant. Any education materials, posters or signage developed will be shared with the DMASWA. In the
reports successes of these pieces will be reported. Progress will be reported on one of the moveable room dividers in the
Center and helpful hints that could be used at home will also be posted. During the two year timeframe mention on progress
of the waste reduction efforts would be made in the budget report to the Council for the Center and social media postings. It
is possible that the effort at waste reduction and minimization would be shared in other city publications.

This renovation includes construction of a new kitchen that will have casework for cooking and serving wares as well as

The kitchen equipment will include dinnerware, glassware, and flatware for 100. Dinnerware includes items like plates, bowls,
cups, mugs, silverware, serving bowls and platters (what would be placed on a family dinner table). The serving wares and
cooking wares will accommodate cooking for 100. These include items like pots and pans, pitchers for water, tongs, spatulas,
knives, measuring cups and spoons and all the other items it takes to cook for 100 of your friends.
Trash and recycling receptacles plus signage will be placed not only in the kitchen but throughout the building so that waste
can be separated anywhere you are in the MFC. This contributes to making recycling and sorting a habit. The more we teach
and reinforce the habit the better. There is also storage racking for pots and pans and other items when not in use.
