Mayor Andelfinger stated that this
is the regular monthly meeting of
the City Council for the purpose of
acting upon such business that may
properly come before the meeting.
Councilman Thompson moved that
the matter of ordering Frank A.
Gierens to vacate and remove his
building from Kimball Street be re-
ferred to the City Manager for in-
vestigation and report. Seconded by
Councilman Schuckert. Carried by
the following vote:

Quinn, with attached bill to the

the budget be made payable to the

That in the consideration of $1.00
in hand paid by the City of Dubuque,
Iowa, a municipal corporation, a re-
ceipt of which is hereby acknowl-
edged, and the release of all ease-
ment rights in lot No. 129, Finley,
Waples, and Burton's Addition, in
the City of Dubuque, Iowa, the un-
dersigned being the owner of the
'Wl'y 4 feet of Lot No. 113 in Fin-
ley, Waples, and Burton's Addition,
in the City of Dubuque, Iowa, here-
by grants and conveys to said City
of Dubuque, a perpetual right of
easement, in, over, and across said
Wl'y 4 feet of Lot No. 113, in
Finley, Waples, and Burton's Addi-
tion, for the purpose to construct a
sanitary sewer with the right to go
upon said premises at all reason-
able times for the purpose of in-
specting and repairing the same
when installed; provided, however,
that said City of Dubuque shall re-
place whatever earth, sod, or shub-
bery that may be disturbed in the
installation or repair of said sani-
tary sewer, to as good a condition
as it was before the same was dis-
turbed.
This grant of easement shall be
binding upon he undersigned, his
heirs, executors, administrators, pur-
chasers, and assigns forever.

Whereas, the contract heretofore
entered into by the City of Dubuque
for the construction of a six (6)
inch Tile Sanitary Sewer in Strauss
Street and in Hedley Court, herein-
after described, has been completed
and said improvement has been ac-
cepted by the City Council of said
City and the City Engineer has com-
puted the cost and expense thereof
to be $305.73.
And whereas, public notice as pro-
vided by law, has been published by
the City Clerk stating the intention
of the City Council to issue bonds
to pay the cost of said improvement
and a public hearing has been held
pursuant thereto, and all objections
filed thereto have been considered
and determined:
Now, Therefore, Be It Resolved by
the City Council of the City of Du-
buque that to provide for the cost of
the construction of a six (6) inch
vitrified tile sanitary sewer, man-
holes and Y branches in Strauss
Street from the manhole in Burden
Avenue to Hedley Court, and in Hed-
ley Court from the manhole in
Strauss Street about 175 feet north-
erly, there be issued Sewer Bonds to
the amount of $305.73. Said bonds
shall be issued under the provisions
of Chapter 311 of the Code of Iowa,
1927, which bear date as of the 7th
day of December, 1932; shall be in
denominations of $100.00 except that
there shall be one bond to the
amount of $105.73. They shall be
numbered from 3292 to 3294 inclu-
sive and shall be divided into three
series of which the bond numbered
3292 shall constitute the first series
and shall be payable the 1st day of
April, A. D. 1933; the bond num-
bered 3293 shall constitute the sec-
ond series and shall be payable the
1st day of April, A. D. 1934; the
bond numbered 3294 shall constitute
the third series and shall be payable
the 1st day of April, A. D. 1935. Said
bonds shall bear interest at the rate
of five per cent. per annum which
interest shall be payable semi -annu-
ally, in accordance with the terms
of the coupons thereto attached; and
said bonds shall be payable out of
the proceeds of the special assess-
ment levied for said improvement.
Both principal and interest shall
be payable at the office of the City
Treasurer in the City of Dubuque.

SEWER BONDS
The City of Dubuque in the State
of Iowa promises to pay as herein-
after mentioned to the bearer here-
of, on the first day of April, A. D.
193 ; or any time before that date
at the option of the City, the sum
of One Hundred Dollars ($100.00),
with interest thereon at the rate of
five per cent per annum, payable on
the presentation and surrender of
the interest coupons hereto attached,
both interest and principal are pay -
able at the office of the City Treas-
urer in the City of Dubuque in the
State of Iowa. This bond is issued
by the City of Dubuque pursuant to
and by virtue of Chapter 311 of the
Code of Iowa, 1927, and in accord-
ance with a resolution of the City
Council of said City, duly passed on
the 7th day of November, 1932. This
bond is one of a series of three
bonds, two for $100.00, numbered
from 3292 to 3293 inclusive, and one
for $105.73, numbered 3294, all of
like tenor and date, and issued for
the purliose of the construction of a
six (6) inch vitrified tile sanitary
sewer, manholes and Y branches in
Strauss Street from the manhole in
Burden Avenue to Hedley Court, and
in Hedley Court from the manhole
in Strauss Street about 175 feet
northerly, and described in said reso-
lution; which cost is assessable to
and levied along said improvement,
and is made by law a lien on all
abutting or adjacent property, and
payable in ten annual installments,
with interest on all deferred pay-
ments at the rate of five per cent per
annum, and this bond is payable only
out of the money derived from the
collection of said special tax, and
said money can be used for no other
purpose. And it is hereby certified
and recited that all the acts and con-
ditions and things required to be
done precedent to and in the issuing
of this series of bonds, have been
done, happened and performed in
regular and due form as required by
said law and resolution; and for the
assessments, collections and payment
hereon of said special tax, the faith
and diligence of said City of Du-
buque are hereby irrevocably pledged.
In Witness Whereof, the City of
Dubuque by its City Council has
caused this bond to be signed by its
Mayor and countersigned by its City
Clerk, with the seal of said City af-
fixed this 7th day of November, 1932,
and has authorized the use of their
fac - simile signature to the interest

Gentlemen: Attached is a letter
from the Standard Oil Company re-
questing that, in connection with the
repairs and improvement of their
gas station at the northwest corner
of 2nd and Locust Streets, they be
permitted, at their own expense, to
eliminate 10 feet of the present park-
ing in the middle of 2nd Street im-
mediately west of the intersection
with Locust Street and to provide
new curb and new paving for the 10
feet of present parking which will be
used for general traffic conditions.
The present parking ends within
three feet of the west property line
of Locust Street. According to the
new layout, the parking will be 13
feet from this property line.
In connection with authority of
this improvement, I have learned
that the Park Board was given the
exclusive control of this parking
strip at the time of the paving of
2nd Street. Accordingly, the question
was discussed with the Park Board
today and approval was granted by
said Board. This information is sub-
mitted to you for a record.

Better' results have been obtained
• thus far in total traffic accidents,
traffic deaths and injuries to, pedes-
trians; however, more people have
been injured while riding in cars
this year than last year.
In discussing this question at the
City Managers' convention, the wri-
ter pointed out to the convention
that results, thus far, in 9 to 12
Council- Managed cities, entered in
the National Safety Contest, showed
fewer traffic deaths than last year.
Dubuque, thus far, with only one
death, as compared to five in 1931,
is nearly at the top of the total list
of participating cities.
By reason of the competition saf-
ety contest, our City has been assist-
ed in prevention of traffic accidents
by many local organizations, includ-
ing the Dubuque Auto Club, Amer-
ican Legion, Public and Parochial
Schools, County officials, the local
press, State officials in the enforce-
ment of the Drivers' License Law,
Public Utilities, Service Clubs and
Women's Organizations. It is felt
that the Dubuque citizens are becom-
ing more traffic conscious.
However, to avoid losing our ad-
vancement in prevention of accidents
and to provide for greater future co-
operation, it is hereby recommended
that the City Council consider the
question of the appointment of a
Local Safety Council, consisting of a
group of local, prominent and capa-
ble citizens who would act, without
compensation, toward the study of
greater local safety, who would rec-
ommend to City Council their deci-
sions on local traffic changes and pro-
visions and who would contact at
certain times representatives of
every club and organization of the
City. This movement has been sug-
gested by the National Safety Coun-
cil and is now in effect in quite a
few cities.
If you favor the idea, detailed
suggestions can be obtained for the
actual working of such a committee
or council.

sewer backing up in the Alley of
13th and 14th Streets between Main
and Locust Streets and flooding his
basement, presented and read. City
Manager Evans recommending that
the claim be allowed.

the recommendation of the City Man-
ager be approved and a warrant in
the sum of $10.80 be ordered drawn
on the City Treasurer in favor of
Lewis & Company as settlement in
full of the claim of C. W. Ziepprecht.

$42.90 for damage caused to said
plumbing contractors by reason of
the alleged closing of the storm
sewer drain pipe leading from the
Masonic Temple into the stone arch
culvert on Bluff Stret, also present-
ing the written opinion of the Mayor
of Dubuque who was asked to arbi-
trate this question between the par-
ties involved.
Councilman Thompson moved that
a warrant in the sum of $42.90 be
ordered drawn in favor of Curtis -
Straub Company as settlement in
full of their claim for damages
caused by the closing of the storm
sewer drain pipe leading from the
Masonic Temple to the stone arch
sewer on Bluff Street. Seconded by
Councilman McEvoy. Carried by the
following vote:
