Council met at 7:30 p. m.
Present —Mayor Andelfinger, Coun-
cilmen Jansen, McEvoy, Meuser,
Schuckert. •
Mayor Andelfinger stated that this
is the regular monthly meeting of
the City Council for the transaction
of such business as may regularly
come before the meeting.
Notice of suit filed by Frantzen,
Gilloon and Glenn, Attorneys for
James F. Lee Paving Co., against the
City of Dubuque in the sum of
$4907.87 with interest including
costs, on account of grading various
streets in connection with street im-
provement contracts and for extra
labor and material in said contracts,
filed December 27th, ,1929.
Councilman Schuckert moved that
the petition be referred to the City
Solicitor. Second by Councilman Mc-
Evoy. Carried by the following
vote:

Petition of property owners abutt-
ing on Simpson Street requesting
that the Council delay action on the
improving of said street, that most of
this property is laid out in acre
lots and there is 110 outlet on the

Councilman McEvoy moved that
the petition be received and filed.
Seconded by Councilman Schuckert.

Mrs. Ed. Milligan addressed the
Council relative to the assessment
as levied against her property for
the improvement of West 17th and
Clark streets. Stating that although
the Council did give her one reduc-
tion, that the assessment is still too
high, and hereby asks that the Coun-
cil reduce it some more, as the lots
are worth very little.
Councilman McEvoy moved that
the matter be referred to the Coun-
cil. Seconded by Councilman Jan-
sen. Carried by the following vote:

Petition of property owners of pro-
perty lying in the zone subject to
assessment for proposed street im-
provement of Lois, Reeder and Solon
Streets, objecting to the improving

ers).

No. 1243 establishing a grade on

tion. Action on the Ordinance was
indefinately postponed. No motion.
Communications from U. S. Sen-
ators Steck and Brookhart and
Congressman Robinson, acknowledg-
ing receipts of copies of the resolu-
tion passed by the City Council rela-
tive to pension increase of Soldiers,
Sailors and Nurses.

little value. The taxable assessment

asks that the assessment be reduced.

the United States Fidelity and Guar-
anty Co., stating that on account of
non - payment of premium due on

delivered to this agency.

and stated that notice thereof had
been duly made and that this meet-
ing is called for the purpose of con-
sidering for adoption an Ordinance
fixing the date upon which electors
of the City of Dubuque may register
under the permanent registration
system now in force in said City, and
acting on any other business that
may come before the meeting.

Chief of Police Giellis reported to
the Council on the parking in the
alleys in the business district in the
city. He suggested that No Parking
signs be placed in some of the alleys
where the traffic is the most con-
gested and that the parking be pro-
hibited during business hours only.
And that this matter is covered by
the present traffic ordinance.
The matter was left in the hands
of the Chief of Police. There was no
further action taken at this time.
There being no further business,
the Council adjourned.

been duly made and that this meet-
ing is called for the purpose of
adopting an Ordinance, being Ordin-
ance No. 1 -30, fixing the dates upon
which electors of - the City of Du-
buque may register under the per-
manent registration system now in
force in said city and acting on any
other business that may regularly
come before the meeting.

ORDINANCE NO. 1 -30.
An Ordinance fixing the dates upon
which electors of the City of Du-
buque may register under the per-
manent registration system now in
force in said city.
Whereas the City of Dubuque has
adopted the provisions of Chapter
39 -B -1 of the Code of Iowa, 1927, as
amended, relating to the permanent
registration of voters and it is
deemed necessary and advisable by
the City Council of said City to fix
the dates upon which electors of
said City shall present themselves
for registration at the various pre-
cincts throughout the City in order
that full oppurtunity may be granted
for a complete and thorough regis-
tration prior to the first election to
be held in 1930: Now Therefore
Be it ordained by the City Coun-
cil of the City of Dubuque:
Par. 83, section 1. That on the fol-
lowing dates registration of persons
who are now or who will be intitled
to vote at the first election to be held
in the City of Dubuque in the year
1930 will be held at the places to be
designated by the Commissioner of
Registration in each voting precinct
in said City, to -wit, February 1, Feb-
ruary 8, February 15, and February
28, the registration places to be open
from 7 o'clock a. m. to 9 o'clock
p. m.
Par. 84, section 2. That, before
any electors shall be permitted to
vote at the first election to be held
in the year 1930, he shall be required
to register at the times and places
above stated.
Par. 85, section 3. That, subse-
quent to the holding of the first elec-
tion in 1930, any qualified elector or
one who will be entitled to vote on
the date of any election, may regis-
ter at the office of the Commissioner
of Registration which shall be locat-
ed in the office of the City Clerk in
the City Hall at any time between
8 o'clock a. m. and 5 o'clock p. m.
on each secular day up to and in-
cluding the 10th. day preceding any
general, municipal, special, school,
or primary election, which shall in-
clude state, municipal and county
elections, and unless an elector does
so register he shall not be entitled to
vote at any such elections.
Par. 86, section 4. That any elec-
tor who has once registered in the
above manner stated need not regis-
ter again unless he changes the
place of his residence or unless he
fails to vote at least once in four
calendar years wherein elections are
held.
Section 5. This ordinance being
deemed urgent and of immediate
necessity shall be in force and effect
from and after its passage and adop-
tion by the City Council of the City
of Dubuque and publication, as pro-
vided by law.

Petition of Central Avenue Business
Men's Association,
January 23rd, 1930.
To the Honorable Mayor
and Members of the City Council
of the City of Dubuque.
Gentlemen:
At the annual meeting of the Cen-
tral Aveune Business Men's Ass'n.,
held Jan. 21st, 1930, the question of
a time limit for parking 011 Central
Avenue was brought up and dis-
cussed.
A motion was passed unanimously
to the effect that the association go
on record as opposing the establish-
ment of any time limit for parking
on Central Avenue.
We feel, with the single street car
track north of 13th Street and no
car track south of 13th Street, that
the present conditions do not war-
rant the establishment of a time
limit at this time.
We hope that your Honorable Body
will not include such a rule in the
revised traffic regulations.

against the City of Dubuque in the
sum of $224.00 on account of person-
al injuries sustained in falling on a
street crossing from Cornell to Pick-
ett Streets, December 6th, 1929, at
9:30 a. m. The crossing is located
on the N. W. side of the intersection
of 15th and Cornell Streets and was
covered with ice and snow. (filed
Jan. 24th, 1930).
Councilman Meuser moved that the
petition be referred to the City Solic-
itor. Seconded by Councilman Schu-

fracture the bones in her left wrist.

Know all men by these presents;
That in consideration of $1.00 in
hand paid by the City of Dubuque,
Iowa, a municipal corporation the
receipt whereof is hereby acknow-
ledged, the undersigned being the
owner of Lot No. 5 Quigley's Sub., in
the City of Dubuque, hereby grants
and conveys to said City of Dubuque,
a perpetual right of easement, in,
over and across said lot 5 Quigley's
Sub. for the purpose of installing
and maintaining therein a Storm and
Sanitary Sewer, with the right to gp
upon said premises at all reasonable
times for the purpose of inspecting,
and repairing the same when install-
ed; provided however, that said .City
of Dubuque shall replace whatever
earth, sod or shrubbery that may be
disturbed in the installation or re-
pair of said Storm and Sanitary
sewer, to as good condition as it was
in before the same was disturbed.
This Grant of Easement shall be
binding upon the undersigned, his
heirs, executors, administrators, pur-
chasers and assigns forever.

her $15.00 in settlement of this
claim.
Councilman McEvoy moved that
the recommendation of the City Sol-
icitor be approved and the Auditor
be instructed to draw a warrant in
the sum of $15.00 in favor of Mrs.
Becker, settlement in full for said
