Council met at 7:45 P. M.
Present —City Manager Kratz, May-
or Meuser, Councilmen Jansen, Mc-
Evoy, Schuckert and Andelfinger.
Mayor Meuser stated that this is
the regular monthly meeting of the
Council for the transaction of such
business as may properly come be-
fore the meeting, and that this date
has also been fixed to conduct a hear-
ing on plans and specifications, form
of contract and cost of installing
boulevard lights on Central Avenue,
from 18th Street north to 22nd St.
Proof of publication certified to by
the publisher of notice of pendency
of resolution of necessity for public
improvements and hearing upon pro-
posed plans and specifications, form
of contract and cost of improve-
ments.
By direction of the City Council of
the City of Dubuque notice is here-
by given that a resolution of neces-
sity is proposed for passage and ad-
option for the installation of 23
single light boulevard standards, in-
cluding cable, relaying cement side-
walks, switches and furnishing all
appurtenances necessary for a com-
plete installation on Central Avenue
from Eighteenth Street to East
Twenty- second Street. Estimated
cost, $4,869.10.
Councilman McEvoy moved that
the notice be received and filed. Sec-
onded by Councilman Andelfinger.

jecting to the cost of said installa-

tion of said boulevard lights.
Verbal petition of Mrs. Hoeff lin
against the installation of said boule-
vard lights, objection to the cost of
installation of same.
Councilman Andelfinger moved
that the rules be suspended to al-
low anyone present who wishes to
do so, to address the Council. Sec-

the Council on behalf of the Phil.
Meyer Estate, protesting against the

on Central Avenue, the main objec-
tion being the cost of the same.

Resolution of necessity for the in-

Street from the south curb line of

said street to the proper sub- grade,
constructing concrete sidewalks,
driveways and catch basins where
necessary and fifteen (15) inch tile
to connect catch basins to existing
storm sewer and by paving said
street with a concrete pavement with
integral curb twenty -seven (27) feet
wide and six (6) inches thick, to
the James F. Lee Paving Co., having
been approved and on file for one
week for public inspection. Present-
ed and read.

side of said street, constructing two
foot six inch (2' 6 ") combination curb
and gutter, constructing and repair-

Gentlemen: This is to inform you
that. I desire to resign my position
as City Manager of Dubuque to be-
come effective July 1, and hereby
apply for a fifteen days' vacation
with pay, from June 15 to July 1
inclusive.
The reason for submitting my res-
ignation at this time is that I have
been offered the position of City
Manager of Covington, Kentucky, at
very much of an increase in salary
June 2nd, 1930
and what appears to be under a
very pleasant arrangement.
In resigning, I am pleased to be
able to turn the affairs of the city
over to my successor, whoever he
may be, in a somewhat improved
financial condition over that which
existed at the time when I took
office. I also believe that each and
every department is functioning at
a high rate of efficiency and should
reflect credit on the present admin-
istration. Thanking your honorable
body for any past favors which you
have granted me while City Man-
ager of your city, I am,

Code, and also of the State Hous-
ing law, and the Council should re-
scind their action and stop this build-
ing from being constructed.

Mayor Meuser read the call and
states that service thereof had been
duly made and that this meeting is
called for the purpose of levying a
special assessment and authorizing
the issuance of bonds to pay for the
improvement of Robinson Street, con-
ducting a hearing on the proposed
improvement of Algona Street, on
constructing of a sanitary sewer in
Union Street, considering bids for
the improvements of Quigley Lane,
Catherine Street and acting on any
other business that may properly
come before the meeting.

RESOLUTION providing for the is-
suance of public improvement
bonds.
Whereas, the contract heretofore
entered into by the City of Dubuque
for the improving of Robinson Street
hereinafter described, has been com-
pleted and said improvement has
been accepted by the City Council
of said City and the City Engineer
has computed the cost and expense
thereof to be $1,270.26.
And whereas, public notice as pro-
vided by law, has been pfiblished by
the City CIerk stating the intention
of the City Council to issue bonds
to pay the cost of said improvement
and a public hearing has been held
pursuant thereto, and all objections
filed thereto have been considered
and determined:
Now, therefore, be it resolved by
the City Council of the City of Du-
buque that to provide for the cost
of improving Robinson Street from
the west property line of Bluff Street
westerly about two hundred and ten
feet, there be issued improvement
bonds to the amount of $1,270.26.
Said bonds shall be isued under the
provisions of Chapter 311 of the Code
of Iowa, 1927, which bear date as of
the 9th day of July, 1930: shall be
in the denominations of $100.00, ex-
cept that there shall be one bond to
the amount of $70.26, they shall be
numbered from 2623 to 2635 inclusive
and shall be divided into ten series
of which the bond numbered 2623
shall constitute the first series and
shall be payable the 1st day of April,
A. D., 1931; the bond numbered 2624
shall constitute the second series and
shall be payable the 1st day of April,
A. D. 1932; the bond numbered 2625
shall constitute the third series and
shall be payable the 1st day of April,
A. D. 1933; the bond numbered 2626
shall constitute the fourth series and
shall be payable the 1st day of April,
A. D. 1934; the bonds numbered 2627
and 2628 shall constitute the fifth
series and shall be payable the 1st
day of April, A. D. 1935; the bonds

the rate of five per cent per annum

tached; and said bonds shall be pay-
able out of the proceeds of the spe-
cial assessment levied for said im-
provement.
Both principal and interest shall
be payable. at the office of the City
Treasurer in .the City of Dubuque.

19 ; or any time before that date
at the option of the City, the sum
of $100.00 with interest thereon at
the rate of five per cent per annum,
payable on the presentation and sur-
render of the interest coupons hereto
attached, both interest and principal
are payable at the office of the City
Treasurer in the City of Dubuque
in the State of Iowa. This bond is
issue by the City of Dubuque pur-
suant to and by virtue of Chapter
311 of the Code of Iowa, 1927, and
in accordance with a resolution of
the City Council of said City, duly
passed on the 9th day of June, 1930.
This bond is one of a series of 13
bands, 12 for $100.00 numbered from
2623 to 2634 inclusive and one for
$70.26, numbered 2635, all of like ten-
or and date, and issued for the pur-
pose of improving• Robinson Street
from the west property line of Bluff
Street westerly about two hundred
and ten feet and described in said
resolution; which cost is assessable
and levied along said improvement,
and is made by law a lien on all
abutting or adjacent property, and
payable in ten annual installments,
with interest on all deferred pay-
ments at the rate of five per cent
per annum, and this bond is pay-
able only out of the money derived
from the collection of said special
tax, and said money can be used for
no other purpose. And it is hereby
certified and recited that all the acts
and condition and things required to
be done precedent to and in the is-
suing of this series of bonds, have
been done, happened and performed
in regular and due form as required
by said law and resolution; and for
the assessments, collections and pay-

ment hereon of said special tax, the
faith and diligence of said City of
Dubuque are hereby irrevocably
pledged.
In witness whereof the City of Du-
buque by its City Council has caused
this bond to be signed by its Mayor
and countersigned by its City Clerk,
with the seal of said City affixed this
9th day of June, 1930, and has au-
thorized the use of their fac- simile
signature to the interest coupons
hereto attached.

detour for U. S. Highway No. 20

Main Streets, and No. 61 detour at

Dubuque, Iowa, a municipal corpor-
ation the receipt whereof is hereby
acknowledged, the undersigned being
the owner of lots 156 and 157 Me-
chanic's Addition to the City of Du-
buque hereby grants and conveys to
said City of Dubuque perpetual right
of easement, in, over, and across
said lots 156 and 157 Mechanic's Ad-

Chief of the Fire Department, rela-

road Avenue to a distance that would
make the hydrants at Camp and
Charter Streets accessable to the
fire apparatus.
Councilman McEvoy moved that

'Whereas, this Council considers
said award fair and equitable. Now,
therefore,
Be it resolved by the City Coun-
cil of the City of Dubuque that the
award of the Sheriff's jury be ac-
cepted and the Auditor be and he
is hereby directed to draw a war-
rant in favor of Peter Linden, in
the sum of $50 and a warrant in
favor of Katherine Bieberman in the
sum of $300, said warrants to be
placed in the hands of the Sheriff
for payment to the respective par-
ties.
Be it further resolved that a war-
rant be drawn in favor of F. J. Ken-
nedy, Sheriff of Dubuque County, in
the sum of $42.90 to pay the costs
of appraising the damages to the pro-
perty above stated.

I have investigated the complaint
of Mr. Belt and find that the city
has widened the alley by building
a radius across the corner of Mr.
Belt's property. After discussing the
matter with Mr. Belt, he has agreed
to leave the pavement remain in
its present condition providing the
city will build about twenty -five feet
of curb to keep the traffic from driv
ing over his property. The radius
is necessary at this location and 1
would recommend that the curb be
built as requested by Mr. Belt.

City Solicitor Czizek be appointed to

ager is appointed.
Mr. Czizek refused, stating that
he could not take care of it at this
time.
Mayor Meuser was also proposed
and he also declined, stating that
he could not spare the time, on ac-
count of his business.
Councilman Andelfinger was also
proposed, he stated that he would
act as manager pro -tom if it is the
unanimous wish of the Council.
Councilman Schuckert would not
withdraw his motion, but for the rea-
son of City Solicitor's refusal to
act, his motion received no second.
Councilman Jansen then moved
that Councilman Andelfinger be ap-
pointed. Seconded by Councilman
McEvoy. The result of the vote was:

Mr. Locher, representing the In-
terstate Power Co., addressed the
Council relative to the lighting of the
Athletic Field for night baseball, stat-
ing that the Company would like the
right of way to place their poles at
said park for the purpose of wiring.
Councilman McEvoy moved that
the matter be referred to the City
Solicitor with power, to prepare the
necessary papers. Seconded by Coun-
cilman Schuckert. Carried by the
following vote:

Mr. Otto Thoenes addressed the
Council relative to his petition which
he presented at the meeting of June
23rd, relative to operating and main-
taining a miniature golf course, at
the corner of Dodge Street and South
Grandview Avenue, Lot 1 of M. L.
145. Messrs. A. P. Maclay and Geo.
Masters also spoke on this proposi-
tion and stated that they as well as
everybody in this neighborhood are
opposed to a golf course and if nec-
essary will circulate a petition and
present it at the next meeting of the
council.
Mr. Thoennes then said that if
that is the sentiment of the people
in this neighborhood, he would with-
draw his petition, petition was with-
drawn, no further action necessary.
There being no further business,
