Council met at 7:40 P. M.
Present —City Manager Evans,
Mayor Meuser, Councilmen. Jansen,
McEvoy, Schuckert.
Absent — Councilman Andelfinger
Mayor Meuser stated that this is
the regular monthly meeting of the
Council, for the purpose of acting
on any business that may properly
come before the meeting, and that
this date has also been fixed for the
purpose of Levying a special assess-
ment for the installation of boule-
vard lights on Central Avenue from
18th Street to East 22nd Street, and
conducting a hearing on the issuance
of bonds to pay for same.
Proof of publication certified to by
the publisher of notice of levy of
special assessment for the installa-
tion of 23 single light boulevard
standards including Cable, relaying
cement sidewalks, switches, and
furnishing all appurtenances neces-
sary for a complete installation.
Councilman Schuckert moved that
the proof of publication be received
and filed. Seconded by Councilman
Jansen. Carried by the following
vote:
Yeas —Mayor Meuser, Councilmen
Jansen, McEvoy, Schuckert.
Nays —None.
Absent — Councilman Andelfinger.

Bonds)
CITY OF DUBUQUE, IOWA
Resolution No. 342 -30
WHEREAS. the contract hereto-
fore entered into by the City of Du-
buque for the installation of 23
single light boulevard standards. on
Central Avenue hereinafter descibed,
has been completed and said im-
provement has been accepted by the
City Council of said City and the
City Engineer has computed the cost
and expense thereof to be $6295.43
AND WHEREAS, public notice as
provided by law. has been published
by the City Clerk stating the intent-
ion of the City Council to issue
bonds to pay the cost of said im-
provement and a public hearing has
been held pursuant thereto, and all
objections filed thereto have been
consideded and determined:
NOW, THEREFORE, BE IT RE-
SOLVED by the 'City Council of Du-
buque that to provide for the cost
of installing 23 single light boule-
vard standards, including cable, re-
laying cement sidewalks, switches
and furnishing all appurtenances nec-
essary for a complete installation
on Central Avenue from 18th.
Street to East 22nd. Street there be
issued improvement •bonds to the
amount of $6295.43.
Said bonds shall be issued under
the provisions of Chapter 311 of the
Code of Iowa, 1927, which bear date
as of the 3rd. day of December, 1930:
shall be in the denomination of $500.
00, except that there shall be one
bond to the amount of $295.43. They
shall be numbered from 2684 to
2696 inclusive and shall be divided
into ten series of which the bond
numbered 2684 'shall constitute the
first series and shall be payable the
1st day of April, A. D. 1931; the bond
numbered 2685 shall constitute the
second series and shall be payable
the first day of April, A. D. 1932; the
bond numbered 2686 shall constitute
the third series and shall be payable
the .first day of April, A. D. 1933; the
bond numbered 2687 shall constitute
the fourth series and shall 'be pay-
able the first day of April, A. D.
1934; the bonds numbered 2688 and
2689 shall constitute the fifth series
and shall be payable the first day
of April. A. D. 1935: the 'bonds. num-
bered 2690 and 2691 shall constitute
the sixth series and shall be payable
the first day of April, A. D. 1936:
the bonds numbered 2692 and 2693
shall constitute the seventh series
and shall be payable the first day
of April. A. D. 1937: the bond num-
bered 2694 shall constitute the eighth
series and shall be payable the first
day of April. A. D. 1938: the bond
numbered 2695 shall constitute the
ninth series and shall be payable
the first day of April. A. D. 1939;
the bond numbered 2696 shall con-
stitute the tenth series and shall be
Payable the first day of April, A. D.
1940.
Said bonds shall bear interest at
the rate of five per cent, per annum
which interest shall be payable semi-
annually in accordance with the
terms of the coupons threto attached
and said bonds shall be payable out
of the proceeds of the special asses-
sments levied for said improvement.
Both principal and interest shall
be payable at the office of the City
Treasurer in the City of Dubuque.
Said bonds shall be substantially in
the following form:

CITY OF DUBUQUE
Improvement BOND
The City of Dubuque in the State
of Iowa promises to pay as herein-
after mentioned to the bearer hereof,
on the first day of April, A. D. 193 —;
or any time before that date at the
option of the City, the ,sum of $500.-
00 HUNDRED DOLLARS, with in-
terest thereon at the rate of five
per cent. per annum, payable on the
presentation and surrender of the in-
terest coupons hereto attached, both
interest and principal are payable
at the office of the City Treasurer
in the City of Dubuque in the State
of Iowa. This bond is issued by the
City of Dubuque pursuant to and by
virtue of Chapter 311 of the Code of
Iowa, 1927, and in accordance with a
resolution of the City Council of
said City, duly passed on the 3rd
day of November, 1930. This bond is
one of a series of 13 bonds, 12 for
$500.00 numbered from 2684 to 2685
inclusive, and one for $295.43 num-
bered 2696, all of like tenor and date,
and issued for the purpose of install-
ing 23 single light boulevard stand-
ards, including cable, relaying cent
ent sidewalks, switches and furnish -
ings all appurtenances necessary for
a, complete installation on Central
Avenue from 18th. Street to East
22nd. Street and described in said
resolution; which cost is assessable
to and levied along said improve-
ments, and is made by a lien on all
abutting or adjacent property, and
payable in ten annual installments,
with interest on all deferred pay-
ments at the rate of five per cent.
per annum, and this bond is payable
only out of the money derived from
the collection of said special tax,
and said, money can be used for no
other purpose. And it is hereby certi-
fied and recited that all the acts
and conditions and things required to
be done precedent to and in the
issuing of this series of •bonds, have
been done happened and performed
in regular and due form as required
by said law and resolution; and for
the assessments, collections and pay-
ment hereon of said special tax, the
faith and diligence of said City of
Dubuque are hereby irrevocably
pledged.
In Witness Whereof, the City of
Dubuque by its City Council has
caused this bond to be signed by its
Mayor and countersigned by its City
Clerk, with the seal of said City af-
fixed this 3rd day November, 1930,
and has authorized the use of their

that the City Treasurer be and he is
hereby instructed to sell said 'bonds
in the manner provided by law, the
proceeds of said sale to be kept in a
special fund to be known as improve-
ment Fund.
BE IT FURTHER RESOLVED,
that the interest coupons attached
to tjie bonds be signed with the fac-
simile signature of the Mayor and
countersigned with the fac - simile sig-
nature of the City Clerk.
BE IT FURTHER RESOLVED,
that as fast as funds allow, beginning
with the second year after the pay-
ment of interest due, these bonds
shall be called and retired in the
same order as numbered.

Petition of St. Vincent de Paul So-
ciety relative to having the 1929 tax
cancelled on lot 103 Union Addition,
owned by Ellen Robinson, referred
to the City Council by the Board of
Supervisors, stating that she is a
widow with very limited means, and
has a sick son to take care of.

Petition of L. Schuster, owner of
lots No. 350 and 357 in Ham's Addi-
tion, these lots are divided by Front
Street, which extends from the bath-
ing beach to Lincoln Avenue, stating
that he intends to build along the
west line of Front Street, with a
fifteen foot porch along the east
side of the structure, and he hereby
asks that the City vacate Front
Street.

Communication from the City Re-
corder of the City of Muscatine,
Iowa. Stating that the State Board
of Review and assessments have ad-
opted a new form for real estate ap-
paraisals and instructed County Audi-
tors in various Counties throughout
the State to appraise all real estate
in their counties on a square foot
basis, with value and construction
or all buildings thereon.
Our County Auditor suggests that
the city complete their appraisal in
order to keep the assessments with-
in the jurisdiction of the City Coun-
cil, We are anxious to learn what
steps other cities are taking on this
taxation reform, before acting one
way or the other, Thanking you in

To the Honorable Mayor and Coun-
cil:
The legislative committee and the
officers of the League of Iowa Muni-
cipalities having just completed a
two days' session, now appreciate
more than ever the importance of the
next legislature.
They asked' that you carefully con -
sider this as a personal letter as it
is of vital interest to the taxpayers
in every city and town in the state.
We are sending this letter to every
city and town in the state because
all are equally interested in legis-
lation.
Will you please have this letter
read to your full council at its first
meeting.
The legislative committee of the
league, with the officers of the lea-
gue, speak for the only organization
in the state that is in position to
represent before the legislature all
the taxpayers in the cities and
towns of Iowa.

The chances are that hundreds of
thousands and possibly millions of
dollars in taxes will be taken away
from the cities and towns if we are
not watchful of our interests.
The cities and towns must be 'in
position to present facts and argu-
ments to the legislature, if the tax-
payers in the municipalities are to
receive fair treatment.
The cities and towns have fared
,poorly in the distribintion of the
automobile license, the gas tax,
taxes on all railroad property, and
taxes on similar properties, which
proves that we need to watch the
distribution of these funds.
The taxpayers in the cities and
towns will ask the approaching
legislature to give them a part of
the money derived from the gaso-
line tax, and the legislature com-
mittee and the officers of the league
should be in position to present the
facts in favor of such action to the
legislature.
If an income tax is passed, and
the taxpayers in the cities and towns
are to be treated fairly in the dis-
tribution of this income tax, we must
be in position to present our claims
to the members of the legislature.
There will be many questions be-
fore the legislature in which the
cities and towns are interested;
such as the control of utilities, the
financing of municipal utilities and
the extension of utilities out of their
earnings, giving the cities and towns
additional powers, such as the power
to license miniature golf courses and
other amusement devices, making it
sure that cities and towns have the
power to license filling stations, and
many other equally important ques-
tions.
There has been much publicity in
the state in reference to the tax
burden on farm land.
As an official you appreciate the
fact that the tax burden bears heav-
ily also on taxpayers in cities and
towns, especially so upon the man
who is trying to purchase a small
home for his family.
In order to make a proper show-
ing, it will be absolutely necessary
to have funds to gather statistics
and facts to present to the legisla-
ture, and to pay the expenses of the
members of the legislative commit-
tee and the officers of the league
when it is necessary for them to
appear before committees of the
legislature.
It is just as necessary to resist
the bills that are harmful to cities
and towns as to favor those that are
beneficial.
The League of Iowa Municipali-
ties does not have a fund for this
purpose.
In the past, the cities and towns
have cheerfully appropriated money
for legislative work and for receiving
legislative reports on ,bills in which
the taxpayers are interested
The plan that has been used in
the past and for which we ask your
support this year is for each city
and town in the state to employ the
secretary of the league, Frank G.
Pierce, to make reports on bills ef-
fecting the cities and towns.
There is no question but what you
have a perfect right to employ Mr.
Pierce to furnish you with these
reports.
The secretary agrees to prepare
and mail these reports, probably six
or seven times during the session
of the legislature.
Those of you who received the re-
ports two years ago will agree that
they were worth to the cities and
towns many times what they cost.
No part of this money will be ex-
pended for the secretary's salary as
he will receive no additional com-
pensation for this work, nor does any
member of the committee, or officer
receive any pay for the time he
spends.
All of the money will be expended
as the committee and officers direct.
Should there be a surplus, that
will be accounted for.
Considerable preliminary work
should be done before the legisla-
ture meets in January, and it is de-
sired that we have money to meet
these expenses.
For this reason we are sending this
letter now asking that your council
take favorable action at its earliest
meeting.
'For your convience, we enclose a
resolution and ask that the blank
in this resolution be filled in with
an amount equal to one -half your
annual dues and passed at your first
meeting.
That is the amount asked for in
other years, and the response has
always been generous.
Assuring you that we will see
that every cent is expended to the
'best advantage and that we will do
our utmost to look after the inter-
est of all the cities and towns in

On April 7th, 1924 the City of Du-

buque levied assessments of $96.69
respectively against lots 314 and 315
Ham's Addition for a district and
sanitary sewer in Eagle Point dis-
trict. These aforesaid lots 314 and
315 Ham's Addition appeared on the
City's books in the name of Louis
and Elizabeth Arthofer. After mak-
ing one payment against said lots
Mr. and Mrs. Arthofer appeared be-
fore the City Council asking for a
reduction of these assessments to
$13.88 per lot which was granted
by the City Council May 2nd, 1927.
Before this change could be made
the installment due for that year
was sold to Mr. Edward Muntz at a
tax sale. Inasmuch as this sale was
in error, authority is now requeseted
that the Auditor of the City of Du-
buque be authorized to issue a war-
rant in the sum of $34.84 to the Aud-
itor of the County of Dubuque for
the redemption of said certificate
now owned by Mr. Muutz. The afore-
said $34.84 represents only a refund
as the amount had been collected
and placed to the credit of the Spec-
ial Assessment Fund.
This question has been submitted
to the City Solicitor who advises
that this is• the proper procedure in
order to get the records straightened
out.

abutting its property and prescrib-
ing the conditions upon which such
permission is granted.
Whereas, Farley and Loetscher
Manufacturing Company has peti-
tioned the City Council of the City
of Dubuque for permission to con-
struct and maintain a track hopper
in. Jackson Street abutting its prem-
ises for the purposes of receiving

coal from cars to be used in connec-
tion with the business of said peti-
tioner, and a sketch of the location
of said hopper having been prepared
and examined by this Council and
this Council feels that the petition
should be granted as there will be
ILO obstruction to the free use of the
street resulting from such structure:
Now therefore:
Be it Ordained by the City Council
of the City of Dubuque:
Par. 119, section 1. That the Far-
ley and Loetscher Manufacturing
Company be and the same is hereby
granted permission to construct and
maintain a track hopper for the
handling of coal 'from cars in Jack-
son Street at the location shown up-
on the sketch hereto attached and
made a part hereof.
Par, 20, section 2. That, as a con-
dition to this grant, said Farley and
Loetscher Manufacturing Company
shall cause the said hopper to be
built under the direction and super-
vision of the City of Dubuque and,
zvhen constructed, the same shall
not constitute any interference with
the use or said Street by all means
of travel thereon.
Par. 21, section 3. That said Far-
ley and Loetscher Manufacturing
Company, its successors and assigns,
shall at all times maintain said hop-
per and attachment thereto and cov-
erings thereon in a safe condition
and in good repair and shall alone
be liable for any damages to per-
sons or property arising out of the
construction, use or maintainence of
said hopper and its appurtenances,
and will defend any suit for damages
-which may be instituted against said
City on account of the construction,
use or maintenance of said hopper
by said Company.
Par. 22, section 4. That, whenever
the space occupied by said hopper
in said street shall, in the judge-
ment of the City Council, be deemed
necessary or advisable for public
use then, upon thirty days notice
to said Farley and Loetscher Manu-
facturing Company, its successors or
assigns, to remove the same, said.
Farley and Loetscher Manufacturing
Company, its successors and assigns
shall cause the same to be removed
and the street shall be restored by
said Company, its successors or as-
signs, to as good condition as it was
before being disturbed.
Par. 23, section 5. That it is ex-
pressly understood and provided that
the construction of said hopper pur-
suant to the permission hereby grant-
ed shall be taken and construed as
an acceptance of all of the terms
hereof, by said Farley and Loetscher
Manufacturing Company, its success-
ors and assigns.
Par. 24, section 6. This ordinance
being deemed urgent -and of immed-
iate necessity shall be in force and
effect from and after its final pass-
age, adoption and approval by the
City Council and publication as pro-
vided by law.

abandon said project and has made
satisfactory arrangements with the
undersigned for a cancellation of

rights which it may have had by vir-
tue of said contract be and the same
are hereby waived and relinquished
and said contract is hereby cancelled
and the undersigned agrees to the
cancellation of same by the city and
agrees to make no further claim of

overruled and such plans, specifica-
tions and form of contract hereto-
fore approved are hereby adopted.
Be it further resolved that this
resolution containing the decision of
this Council upon all objections
which have been filed to the plans,
specifications and form of contract
for or cost of said improvement be
made a matter of permanent record
in connection with said improve-
ment.

332 -30 which was duly passed by
this Council, for the construction of
an eight (8) inch vitrified tile or con-
crete sanitary sewer, Y branches, ris-
ers and manholes in Burlington
Street from the north line of Lot
81 McDaniel's Park Hill Addition to
alley between National Street and
Stoltz Street and in the alley be
tween National Street and Stoltz
Street from Burlington Street to Dav-
enport Street and in Davenport
Street from Stoltz Street south to
the south line of Lot 29 McDaniel's
Park Hill Addition and in Stoltz

constructed by this Council upon its
own motion and with or without the
petition of property owners. All the
work shall be constructed in accord-
ance with the plans and specifica-
tions heretofore adopted and now on

Be it further resolved that the cost
and expense of the said improve-
ments be paid for by levying special
assessments against the privately
owned property lying within the as-
sessable distance from the improve-
ments, whether such property abut
upon the same or are adjacent there-
to, according to the area thereof and
in proportion to the special benefits
conferred, and any deficiency will be
paid out of the general, improvement
or sewer funds of the city, or partly
from each of such funds. Payment
will be made to the contractor out
of funds realized from the sale of
bonds or with to be is-
sued in anticipation of deferred pay
ments of assessments as provided
by law after the work has been com-
pleted and accepted by the City
Council.
Be it further resolved that the City
Clerk be and he is hereby ordered
and directed to advertise for pro-
posals for the construction of tho
various improvements herein provid-
ed for in the manner provided by
law, the said improvements shall be
completed on or before the 1st day
of April, 1931.
Be it further resolved that this
resolution being deemed urgent and
of immediate necessity shall be in
force and effect from and after its
passage and adoption by the City
Council.

A communication from the Trades
and Labor Congress, stating that
that organization went on record iu
favor of a continued policy in re-
gard to City employees, that is to
say that they favor the maintenance
of all city employees on the Pay
roll, and if the City find that cur-
tailment of work is necessary, that
the best policy would be the reduc-
tion of hours per week, with the
same number of men remaining on
the pay roll, instead of reducing the
present working force, and thus add
to the unemployment situation which
is already acute.

Gentlemen: Councilman McEvoy
has called attention to a bad light-
ing condition, namely Dodge Street
from Locust Street to Main Street.
There is a light at the intersection
of Locust and Dodge and also one
at Main and Dodge Streets. The dis-
tance between these two intersec-
tions is approximately 900 feet with
no intermediate light at present. Two
intersecting streets cross this long
block, namely Harrison Street and
Shields Street.
The writer would recommend that
a new street light be authorized at
the intersection of Shields Street
and Dodge Street, favoring Shields
Street rather than Harrison Street
due to the fact that a railroad sid-
ing exists at this cross street.

The writer would recommend that
the Solicitor investigate and advise
the Council on the question of com-
pulsory insurance as to liability and
property damage being required on
all taxicab drivers in this city.
There are at present fifteen taxi-
cabs licensed by the City at $20.00
per year. The writer knows that
in certain other cities the question
of liability and property damage in-
surance is made a requirement in
the issuing of the license and the
policies are kept on hand at the
City Hall to avoid expiration.

Nick Grommersch addressed the
Council stating that his property is
just outside of the district laid out
for the Sanitary sewer in the Park
Hill district; that he wants the
sewer and is willing to pay his share
of what it will cost. He was ad-
vised that the plans and specifica-
tions on the sewer as now planned
will not be changed, and that he
should circulate a petition for the
sewer that he wants and present it
to the Council. No motion.
City Manager Evans reported that
he has interviewed the officials of
the Interstate Power Co. relative to
the street car service on 8th Street,
West Locust Street and the stub
service on Rhomberg Avenue, and
submitted a statement from said
company, showing the losses they
sustained in the last three years,
stating that the company is giving
the best service that it can possibly
give under present conditions. The
City Manager was then instructed to
again confer with the officials to
see if arrangements could not be
made to run through cars on the
Eagle Point line during the peak
hours — morning, noon and evening.

called for the purpose of accepting
the construction of the Storm and
Sanitary sewers and appurtenances
in what is known as the West Du-
buque Sewer District as delimited
by Ordinance No. 3 -30, and acting
on any other business that may
come before the meeting.
To the Honorable Mayor and City
Council, of the City of Dubuque,

Gentlemen:
This is to advise that in connec-
tion with the storm sewer work on
Stoltz Street and Saunders Street
awarded to the James F. Lee Pav-
ing Co., that the work cannot be
completed at the arbitrary date set
in the contract, namely November
15th.
The City Engineer and the writer
feel that the concrete streets under
maintenance by the James F. Lee
Paving Co. should be given prior
attention in order to secure the en-
tire crack sealing procedure which
has now been done and which has
been the cause of this delay in the
completion at the date ?et, Novem-
ber the 15th.
Accordingly. I would suggest that
the time limit be extended one
month which should amply provide
for the final completion of this
storm sewer project.
Attached is a cony of the release
of the bond company granting ex-
tention of time until December 15th.
It is quite likely. however, that this
work will be done by December 1st.

Comes now Glenn R. Booth, Ad-
ministrator of the estate of Frank
Hentrich. deceased, and petitions
your Honorable Body and States:
That as administrator of said
estate there came into his posses-
sion, as property of said estate, the
note of Arthur C. Rafoth for the
sum of $8000.00 secured by a mort-
gage of Lots 20, 21 and 22 in King's
Grove Addition to the City of Dii-
buque. That the said Rafoth de-
faulted in the payment of the inter-
est on said note on March 1, 1930,
and said note was past due, and this
administrator brought and action to
foreclose said mortgage. That said
mortgage has been foreclosed and
bought in at sheriff's sale on behalf
of said estate by this administrator.
This administrator finds upon ex-
amination that said property was
sold to the City of Dubuque on De-
cember 5, 1927, for the regular taxes
of 1925 and 1926, and sold on De-
cember 3, 1928, for the regular taxes
of 1927, and again sold for regular
taxes of 1928 on December 2, 1929, to
the City of Dubuque.
That said property was also sold
to the City of Dubuque for sewer
tax, Fund No. 381, for the 4th and
5th installments on December 5,
1927, and for the 6th and 7th in-
stallments on December 3, 1928, and
December 2, 1929, respectively.
That said property was also sold
for special tax on Broadway Exten-
sion for the 2nd, 3rd and 4th install-
ments on December 3, 1928, to the
City of Dubuque.
Your applicant further states that
the total amount actually invested
by the City of Dubuque in the above
purchase at tax sales as reported
by the City Treasurer is $974.93.
That in addition to the above
there are the regular taxes for the
year 1929 now due with penalty in
the stem of $204.16; special assess-
ment for fund No. 381, $23.90; two
installments for special assessment
Broadway Extension 1929 and 1930,
$10.90.

cil designating certain banks within

Mr. Norton be allowed to settle this

Whereas R. D. Mullin is the owner
of Lots, number eleven (11) and
twelve (12), of Dorgan Place Sub-
division in the City of Dubuque,
Iowa, and an easement over the
rear end of lot number thirteen (13)
of said addition, which lot thirteen
(13) abutts upon Madison 'Street, and
the City of Dubuque having erected
a stone protecting wall along the
westerly side of the sidewalk on the
westerly side of Madison Street has
prevented agress to said easement
in said lot thirteen (13) from Madi-
son Street, and the owner of said
easement and lots has protested
against the action of said City;
It Is Therefore Resolved, that
whenever the owner of said ease-
ments and lots will erect a proper
approach to Madison Street from
said easement and lots by way of a
stairway or steps, said City of Du-
buque will remove so much of said
wall as will afford ample opportuni-
ty for ingress and egress from and
to said lots and easement by way of
Madison Street.
Be It Further Resolved, that this
resolution shall take the place of a
resolution on this same subject
passed and approved by this Council
on the 3rd day of November, 1930.

WHEREAS, the contract hereto-
fore entered into by the City of Du-
buque for the improving of Foye
Street and Napier Street hereinafter
described, has been completed and
said improvement has been accepted
by the City Council of said City and
the City Engineer has computed the
cost and expense thereof to be
81478.68:
AND WHEREAS, public notice as
provided by law, has been published
by the City Clerk stating the inten-
tion of the City Council to issue
bonds to pay the cost of said im-
provement and a public hearing has
been held pursuant thereto, and all
objections filed thereto have been
considered and determined:
NOW, THEREFORE, BE IT RE-
SOLVED by the City 'Council of the
City of Dubuque that to provide for
the cost of improving Foye Street
from the north property line of Low-
ell Street to the south property line
of Napier Street and Napier Street
from the east curb line of Foye
Street to about 70 feet westerly there
be issued improvement bonds to the
amount of $1478.68.
Said bonds shall be issued under
the provisions of Chapter 311 of the
Code of Iowa, 1927, which bear date
as of the 28th day of December, 1930:
shall be in the denominations of
$100.00 except that there shall be
one bond to the amount of 78.68.
They shall be numbered from 2718
to 2732 inclusive and shall be divided
into ten series of which the bond
numbered 2718 shall constitute the

hereby instructed to sell said bonds
in the manner provided by law, the
proceeds of said sale to be kept in
a special fund to be known as Im-
provement Fund.

that the interest coupons attached to
the bonds be signed with the fac-
simile signature of the Mayor and
countersigned with the fac- simile
signature of the City Clerk.
BE IT FURTHER RESOLVED,
that as fast as funds allow, beginning

Said .bonds shall be issued under
the provisions of Chapter 311 of the
Code of Iowa, 1927, which bear date
as of the 28th day of December, 1930;
shall be in the denominations of
$500.00 except that there shall be
one bond to the amount of $242.07.
They shall be numbered from 2697 to
2717 inclusive and shall be divided
into ten series of which the bonds
numbered 2697 and 2698 shall con-
stitute the first series and shall be
payable the 1st day of April, A. D.,
1931; the bonds numbered 2699 and
2700 shall constitute the second
series and shall be payable the 1st
day of April, A. D., 1932; the bonds
numbered 2701 and 2702 shall con-
stitute the third series and shall be
payable the 1st day of April, A. D.,
1933; and bonds numbered 2703 and
2704 shall constitute the fourth ser-
ies and shall be payable the 1st day
of April, A. D., 1934; the bonds num-
bered 2705, 2706 and 2707 shall con-
stitute the fifth series and shall be-

stitute 1940. the tenth series and shall be

Said bonds shall bear interest at
the rate of five per cent. per annum
which interest shall be payable semi-
annually, in accordance with the
terms of the coupons thereto at-
tached; and said bonds shall be pay-
able out of the proceeds of the spe-
cial assessment levied for said im-
provement.
Both principal and interest shall
be payable at the office of the City
Treasurer in the City of Dubuque.

Improvement Bond
The City of Dubuque in the State
of Iowa promises to pay as herein-
after mentioned to the bearer hereof,
on the first day of April, A. D., 193.. ;
or any time before that date at the
'option of the City, the sum of
$500.00 HUNDRED DOLLARS
with interest thereon at the rate of
five per cent. per annum, payable on
the presentation and surrender of the
interest coupons hereto attached,
both interest and principal are pay-
able at the office of the City Trea-
surer in the City of Dubuque in the
State of Iowa. This bond is issued
by the City of Dubuque pursuant to
and by virtue of Chapter 311 of the
Code of Iowa, 1927, and in accord-
ance with a resolution of the City
Council of said City, duly passed on
the 28th day of November, 1930. This
bond is one of a series of 21 bonds,
20 for $500.00 numbered from 2697 to
2716 inclusive, and one for $242.07
numbered 2717, all of like tenor and
date, and issued for the purpose of
improving Wood Street from the
north property line of West 14th
Street to the south property line of
Rosedale Avenue and described in
said resolution; which cost is as-
sessable to and levied along said im-
provement, and is made by law a
lien on all abutting or adjacent prop-
erty, and payable in ten annual in-
stallments, with interest on all de-
ferred payments at the rate of five
per cent. per annum, and this bond is
payable only out of the money de-
rived from the collection of said spe-
cial tax, and said money can be used
for no other purpose. And it is here-
by certified and recited that all the
acts and conditions and things re-
quired to be done precedent to and
in the issuing of this series of bonds
have been done, happened and per -
formed in regular and due form as
required by said law and resolution;
and for the assessments, collections
and payment hereon of said special
tax, the faith and diligence of said
City of Dubuque are hereby irrevoc-
ably pledged.
In Witness Whereof, the City of
Dubuque by its City Council has
caused this bond to be signed by its
Mayor and countersigned by its City
Clerk, with the seal of said City
affixed this 28th day of November,
1930, and has authorized the use of
their fac- simile signature to the in-
terest coupons hereto attached.

WHEREAS, the contract hereto-
fore entered into by the City of Du-
buque for the improving of Wood
Street hereinafter described, has
been completed and said improve-
ment has been accepted by the City
Council of said City and the City
Engineer has computed the cost and
expense thereof to be $10,242.07;
AND WHEREAS, public notice as
provided by law, has been published
by the City Clerk stating the inten-
tion of the City Council to issue
bonds to pay the cost of said im-
provement and a public hearing has
been held pursuant thereto, and all
objections filed thereto have been
considered and determined:
NOW, THEREFORE, BE IT RE-
SOLVED by the City Council of the
City of Dubuque that to provide for
the cost of improving Wood Street
from the north property line of West
14th Street to the south property
line of Rosedale Avenue, there be is-
sued improvement bonds to the

provided by law, has been published
by the City Clerk stating the inten-
tion of the City Council to issue
bonds to pay the cost of said im-
provement and a public hearing has
been held pursuant thereto, and all
objections filed thereto have been
considered and determined:
NOW, THEREFORE, BE IT RE-
SOLVED by the City 'Council of the
City of Dubuque that to provide for
the cost of constructing a six inch
sanitary sewer in Quigley Lane and
Catherine Street from the manhole
in Lot 16 of Quigley's Sub. of Out
Lot 710 southerly across :said Lot in
City .right of way and in Catherine
Street to the north line of Lot 2
of Quigley's Sub. of Out Lot 711 and
easterly across Lots 17, 18, 20, 21, 22
Quigley's 'Sub. of Out Lot 710 to man-
hole in Quigley's Lane, thence east
in Quigley Lane one hundred thirty -
two (132) feet and west eighty -nine
(89) feet. Also a fifteen (15) inch
storm sewer from the storm sewer in
West Locust 'Street southerly in the
east eight (8) feet Lot 15 Quigley's
Sub. of Out Lot 710 one hundred
fifty -six (156) feet, thence a twelve
(12) inch line southerly forty -eight
(48) feet to 'Catherine Street and a
twelve (12) inch line easterly across
Lots 17, 18, 20, 21, 22 Quigley's Sub.
of Out Lot 710 to Quigley Lane there
be issued sewer bonds to the amount
of $1076.22.
Said bonds shall be issued under
the provisions of Chapter 311 of the
Code of Iowa, 1927, which bear date
as of the 28th day of December, 1930:
shall be in the denominations of
$100.00 except that there shall be one
bond to the amount of $76.22. They
shall be numbered from 2733 to 2743
inclusive and shall be divided into
ten series of which the 'bond num-
bered 2733 shall constitute the first
series and shall be payable the 1st
day of April, A. D., 1931; the bond
numbered 2734 shall constitute the
second series and shall be payable
the 1st day of April, A. D., 1932; the
bond numbered 2735 shall constitute
the third series and shall be payable
the 1st day of April, A. D., 1933; the
bond numbered 2736 shall constitute
the fourth series and shall be pay-
able the 1st day of April, A. D., 1934;
the bonds numbered 2737 and 2738

shall be payable the 1st day of April,
A. D., 1935; the bond numbered 2739
shall constitute the sixth series and
shall be payable the 1st day of April,
A. D., 1936; the bond numbered 2740
shall constitute the seventh series
and shall be payable the 1st clay of
April, A. D., 1937; the bond num-
bered 2741 shall constitute the eighth
series and shall be payable the 1st
day of April, A. D., 1938; the bond
numbered 2742 shall constitute the
ninth series and shall be payable the
1st day of April, A. D., 1939; the
bond numbered 2743 shall constitute
the tenth series and shall be pay-
able the 1st day of April, A. D., 1940.
Said bonds shall bear interest at
the rate of five per cent. per annum
which interest shall be payable semi-
annually, in accordance with the
terms of the coupons thereto at-
tached; and said bonds shall be pay-
able out of the proceeds of the spe-
cial assessment levied for said im-
provement.
Both principal and interest shall be
payable at the office of the City
Treasurer in the City of Dubuque.

The City of Dubuque in the State
of Iowa promises to pay as herein-
after mentioned to the bearer, on the
first day of April, A. D., 193.. ; or
any time before that date at the op-
tion of the City, the sum of
$100.00, ONE HUNDRED DOLLARS
with interest thereon at the rate of
five per cent. per annum, payable on
the presentation and surrender of
the interest coupons hereto attached,
both interest and principal are pay-
able at the office of the City Treas-
urer in the City of Dubuque in the
State of .Iowa. This bond is issued
by the City of Dubuque pursuant to
and by virtue of Chapter 311 of the
Code of Iowa, 1927, and in accord-
ance with a resolution of the City
Council of said City, duly passed on
the 28th day of November, 1930. This
bond is one of a series of 11 bonds,
10 for $100.00 numbered from 2733
to 2742 inclusive, and one for $76.22
numbered 2743, all of like tenor and
date, and issued for the purpose of
constructing a six inch sanitary sew-
er in Quigley Lane and Catherine
Street and described in said resolu-
tion; which cost is assessable to and
levied along said improvement, and
is made by lien on all abutting or
adjacent property, and payable in ten
annual installments, with interest on
all deferred payments at the rate of
five per cent. per annum, and this
bond is payable only out of the
money derived from the collection of
said special tax, and said money can
be used for no other purpose. And
it is hereby certified and recited that
all the acts and conditions and things
required to be done precedent to and

have been done, happened and per-
formed in regular and due form as
required by law and resolution; and
for the assessments, collections and
payment hereon of said special tax,
the faith and diligence of said City
of Dubuque are hereby irrevocably

caused this bond to be signed by its
Mayor and countersigned by its City
Clerk, with the seal of said City
affixed this 28th day of November.

Know all men by these presents;
that in consideration of the sum of
$1.00 in hand paid by the City of
Dubuque, Iowa, a Municipal Corpora-
tion the receipt whereof is hereby
acknowledged, the undersigned being
the owner of lot 1 of 43 of G. R.
West's Dubuque Addition, in the
City of Dubuque hereby grants and
conveys Co said City of Dubuque a
perpetual right of easement in•, over
and across said lot 1 of 43 of G. R.
West's Dubuque Addition, for the
purpose of installing and maintaining
therein a storm sewer, with the right
to go upon said premises at all rea-
sonable times for the purpose of in-
specting and repairing the sane
when installed; provided however,
that said City of Dubuque shall re-
place whatever earth, sod, driveway,
or shrubbery that may be disturbed,
in the installation or repair of said
sewer to as good condition as it was
before the same was disturbed. This
grant of easement shall be binding
upon the undersigned, his heirs, exe-

A. McClain ,on Dodge Street,
states that he was assessed for two
gas connections to his property, that
one is paid and the other still stands
against his property. He asks that
this assessment be cancelled.
Councilman McEvoy moved that
the assessment for this gas connec-
tion be cancelled. Seconded by Coun-
cilman Jansen. Carried liy the fol-

City Solicitor Czizek reported on.
the tax matters of Frank McGuinn
niss on lot 88 Union Add. Total
amount of tax due August 5th, 1930,
amounts to $370.20. The City has in
vested on tax sale certificates $279.78
which amount is to be paid with in-
terest from date of tax sale at 5%
interest. Mr. McGuinniss has paid
$100.00 on this and promises to pay
the balance in a reasonable time.
City Solicitor Czizek recommends
that this property be taken off of
the tax sale list.
Councilman McEvoy moved that
the recommendation of the City
Solicitor be approved. Seconded by
Councilman Jansen. Carried by the

Report of the City Engineer of
the petition of Mrs. John Klecker,
referred to him at a previous meet-
ing. Mrs. Klecker's property is locat-
ed at the corner of Quince and Rush
Streets. She was assessed for a san-
itary sewer in Rush Street for $95.29,
Aug 18, 1925 and for a sanitary sewer
in Quince Street for $84.44, Dec. 15,
1925, and asks that the assessment
for the sewer in Rush Street be can-
celled. He recommends that the
assessment for the sewer in Rush
Street be reduced.
Councilman McEvoy moved that
the recommendation of the Engineer
be approved and the assessment be
reduced 30% leaving a balance to be
paid of $66.71 and the Treasurer be
instructed accordingly. Seconded by
Councilman Jansen. Carried by the
following vote:

Mayor Meuser stated that this is
the regular monthly meeting of the
City Council, for the transaction of
such business as may regularly come
before the meeting and that this date
is also fixed for the purpose of levy-
ing a special assessment and author-
izing the issuance of improvement
bonds to provide for the payment of
the improvement of Auburn Street
from the north property line of West
14th Street to the south property line
of Dexter •Street, and conducting a
hearing on the proposed issuance of
improvement bonds in the sum of
$7,115.07 to pay for said improve -.
ment, and also for the considering of
proposals for the construction of a
sanitary sewer in Burlington Street,
Davenport Street, Stoltz Street in
Park Hill Add.
Proof of publication certified to by
the publisher of notice of levy of
special assessment to pay for the im-
provement of Auburn Street from the
north property line of West 14th
Street to the south property line of
Dexter Street, and proof of publica-
tion certified to by the publisher of
a hearing to be had on the proposed
