Attached for your use is a description of the project background on the New Passenger
Terminal Facility at the Dubuque Regional Airport for the City Council Work Session
scheduled for April 19, 2010 at 5:30 p.m.
As the preliminary design phase nears completion, the Airport would like to share key
elements of the proposed project including design criteria, project scope, facility
configuration, and estimates of cost.
Our consulting engineers, Crawford, Murphy and Tilly, Inc., will present a 30 minute
power point presentation and solicit any questions you may have afterwards.

New Passenger Terminal Facility

Project Background
The existing passenger terminal facility was constructed in the 1940's and expanded to its
current size in the 1960's. Since that time, the Airport has experienced substantial growth in
passenger demand with record demand occurring in the late 1990's and 2000. In late 2000, the
Dubuque Regional Airport Commission and the Federal Aviation Administration (FAA)
commissioned a study to evaluate the short- and long -term facility needs of the Airport to
accommodate passenger demand levels.
The Terminal Area Study which focused on facility needs to accommodate passenger demand
over the next 20 -years identified the following deficiencies within the existing passenger
terminal:
0 Not configured for enhanced Transportation Security Administration (TSA) requirements
O Inadequate size to accommodate passenger demand both existing and projected
O Inadequate configuration to process passengers in an efficient and timely manner
0 Not designed to accommodate larger commercial service aircraft (i.e. charters)
O Inadequate public parking for peak period demand and TSA security requirements
The Terminal Area Study recommended the Airport begin development of a new passenger
terminal facility to accommodate the passenger needs of Dubuque and the surrounding
communities. As a result, the Dubuque Regional Airport has completed the following items
related to the development of a new passenger facility over the past 10- years:
O Benefit -Cost Analysis
O Airport Master Plan & Airport Layout Plan Update
0 Environmental Assessment
0 Land Acquisition
Moving Forward
In an effort to continue to meet passenger demand of Dubuque and the surrounding
communities, the Airport & FAA commissioned a Preliminary Design Phase in 2009 to develop
an "Engineer's Report ". As the preliminary phase nears completion, the Airport would like to
share key elements of the proposed project including design criteria, project scope, facility
configuration, and estimates of cost.
