2 26 20 City Council Proceedings Official_SpecialCITY OF DUBUQUE, IOWA CITY COUNCIL PROCEEDINGS SPECIAL SESSION OFFICIAL The Dubuque City Council met in special session at 6:00 p.m. February 26, 2020 in the Historic Federal Building, 350 W. 6th Street. Present: Mayor Buol; Council Members Cavanagh, Jones, Resnick, Roussell, Shaw, Sprank; City Manager Van Milligen Mayor Buol read the call and stated this is a special session of the City Council called for the purpose of conducting a public hearing on the Community Development Block Grant Con- solidated Plan and review of certain Fiscal Year 2021 Departmental Budgets. PUBLIC HEARINGS 1. Community Development Block Grant Consolidated Plan, Annual Action Plan, and Anal- ysis of Impediments to Fair Housing: Proof of publication on notice of public hearing to consider approval of a resolution adopting the FY 2021 -2025 Consolidated Plan, the FY 2021 Annual Action Plan and the Analysis of Impediments to Fair Ho using, and the City Manager recom- mending approval. Motion by Jones to receive and file the documents and adopt Resolution No. 63-20 Adopting the FY 2021-2025 Consolidated Plan for Community Development Block Grant; Authorizing the Mayor to execute said Plan and all necessary certifications; designating the City Manager as the authorized Chief Executive Officer for the Consolidated Plan; and directing that said Plan be submitted to the U.S. Department Of Housing And Urban Develop- ment. Seconded by Sprank. Community Development Specialist Chris Lester provided a slide presentation outlining the program. Motion carried 7-0. FISCAL YEAR 2021 DEPARTMENTAL BUDGET REVIEW Fiscal Year 2021 City departmental budgets were presented by staff from the following De- partments: 1. Housing and Community Development Department FY21 Budget Presentation : Alexis Steger, Housing and Community Development Director. 2. Planning Services Department FY21 Budget Presentation : Laura Carstens, Planning Ser- vices Manager. 3. Economic Development Department FY21 Budget Presentation: Jill Connors, Economic Development Director, and Jenni Peterson-Brant, Arts and Cultural Affairs Coordinator. 4. Transportation Services Department FY21 Budget Presentation: Renee Tyler, Transpor- tation Services Director. Following the Housing and Community Development Department’s presentation, Rick Dick- inson, Executive Director/CEO of the Greater Dubuque Development Corporation spoke in support of this department’s recommended budget and commended the City Council and staff for addressing housing challenges and for establishing what he believes are transformational polices. During the Economic Development Department’s presentation, Robert Kimball, Executive Director of the Dream Center; and Caprice Jones, Executive Director of the Fountain of Youth, each spoke in support of funding for their respective agencies. Mr. Jones presented a video for the Fountain of Youth. Following this presentation, Jason Westman, Steven Brockston, Joseph Gruber, Christine Schiesl, and “Olivia” spoke in support of funding the Dream Center and Foun- tain of Youth and described their personal growth experiences with each agency. Ali Levasseur, Paula Neuhaus, Sandy Laugesen, and Sue Riedel spoke in support of the Arts and Cultural Affairs funding. Following the Transportation Services Department presentation, Greg Orwell, Executive Di- rector for DuRide, spoke support of funding and described the increase in DuRide services.
