Council met at 7:30 P. M.
Mayor Andelfinger stated that this
is the regular monthly meeting of
the City Council for the purpose of
acting on any business that may
come before the meeting.
Petition of residents of . Bryant
Street, Curtis Street, Cleveland Ave-
nue, South Grandview Avenue, Rush
Street, Mt. Loretta Avenue and
State Street stating that prior to
several months ago, the Interstate
Power Co.,, in , , pursuance of legal
authority,, operated a certain street
car line known as the Dodge Street
line; that the service in said line
was approximately 15- minute service
and at times 10 minutes; that sev-
eral months back the said Interstate
Power Co., without advising or with-
out having the consent of the City
Council, discontinued said Dodge
Street car line and stopped the car
service on said line completely; that
since the discontinuance of said
street car service the said power
company has substituted bus service
on said line imown as the Cleveland
Avenue Bus Line; that said Cleve-
land bus line is not supplying the
undersigned and other residents of
the above; mentioned streets with
the proper means of transit for the
following reasons, to -wit: that 30.
minute service is inadequate, that
the Cleveland Avenue bus is not
routed down Bryant Street and
Dodge Street as the Dodge Streets
cars were formerly, but rather the
said busses are to make an almost
complete circle of the hill district,
finally aproaching the down town
district by 14th Street. Wherefor,
the undersigned asks your Honor-
able Body to take such steps as are
necessary to provide the residents
of the above named streets regular
and continuous 15- minute bus ser-
vice, and that such bus line be rout-
ed down Bryant Street and Dodge
Street as well as up said streets.
The undersigned further request
that if the Interstate Power Co. does
not see fit to comply with the fore-
going request, that your Honorable
Body take such measure as are pro -
per to reestablish the Dodge Street
car line as per the franchise the said
Power company has with the City of

Councilman McEvoy moved that
the petition be referred to the Coun-
cil and Mi. Dove be invited to at-
tend this meeting, the meeting to be
called very soon. Seconded by Coun-
cilman Schuckert. Carried by the

Councilman Meuser moved that

Attorney John Duffy addressed the
Council relative to the Petition stat-
ing that he could not add much to
the petition as the petition covers

Resolution No. 624 -29.
A RESOLUTION accepting improve-
ment and directing the Clerk to
publish notice.
Whereas, the contract for the re-
pairing of West 8th Street storm
sewer between Bluff Street and Jul-
ien Avenue has been completed and
the City Manager has examined the
work and filed his certificate stating
that the same has been completed
according to the terms of the con-
tract, plans and specifications and
recommends its acceptance, now
therefor
Be It Resolved by the City Coun-
cil of the City of Dubuque, that the
recommendation of the City Man-
ager be approved and that said im-
provement be and the same is here-
by accepted and the City' Engineer
be and he is hereby directed to pre-
pare a plat and schedule showing
the lots or parcels of real estate sub-
ject to assessment for said improve-
ment and file the same in the office
of the City Clerk subject to public
inspection and said Clerk shall upon
receipt of such plat and schedule
publish the notice of the Council's
intention to levy special assessments
therefor, as required by law.
Be It Resolved that the City
Treasurer be and he is hereby di-
rected to pay to the contractor from
the General Fund an amount equal
to the amount of his contract, less
any retained percentage provided
for therein.

Mr. Albert Fluckiger addressed
the Council relative to delinquent
assessment on Lot 3 and Lot 2 of
14, Summer Hill Add., stating that
he is ready to redeem this property
for which the City holds tax sale
certificate, but asks that the penalty
which amounts to $183.16 be can-
celled.
Councilman McEvoy moved that
this be referred to the Council. Sec-
onded by Counmilman Meuser. Car-
ried by the following vote:

tive to the storm sewer in South Hill
Street, stating that the intake ob.

condition, he also objects to a tele-

obstruction and asks that this be re-
moved. He claims further that on
account of these conditions his as-
sessment for the improvement of
South Hill Street be reduced.

Petition of the Grandview Ave. .14.
E. Church referred to the Council
by the Board of Supervisors, asking
that they be allowed to pay 1/3 of
the 1928 tax on Lot 2 Hodge's Sub.
Since May 1st, 1928, this building
was used by the janitor of the
Church, with no charge for rent.
Councilman McEvoy moved that
the total tax on this property be can-
celled for 1928 and the Board of Sup-
ervisors be notified of the Council's
action. Seconded by Councilmau
Jansen. Carried by the following
vote:

Schuckert.
Nays —None.
Petition of St. Joseph's Mercy Hos-
pital, owners of Lots 5 and 6 Agnes
Langworthy's Add., stating that they
were assessed for said real estate for
1926, 1927 and 1928. Stating that the
Property was used only for hospital
Purposes during the years 1927 and
1928. That during the year 1926 the
Premises were occupied by a tenant
for pecuniary purposes, not for hos-
pital. They ask that the tax for
7.927 and 1928 be cancelled and tend-
er the sum of $88.52 in payment of
tax for the year 1926.
Councilman Jansen moved that the
taxes for 1927 and 1928 be cancelled
and the tax for 1926 be collected.
Seconded by Councilman Meuser.
Carried by the following vote:

Schuckert.

RESOLUTION providing for the is-
suance of public improvement
bonds.
Whereas, the contract heretofore
entered into by the City of Dubuque
for the improvement of Central Av-
enue hereinafter described, has been
completed and said improvement
has been accepted by the City Coun-
cil of said City and the City Engin-
eer has computed the cost and ex-
pense thereof to be $90,324.23.
And whereas, public notice as pro-
vided by law, has been published
by the City Clerk stating the inten-
tion of the City Council to issue
bonds to pay the cost of said im-
provement and a public healing has
been held pursuant thereto, and all
objections filed thereto have been
considerd and determined:
Now, therefore, be it resolved by
the City Council of the City of Du-
buque that to provide for the cost
of improving Central Avenue from
the north property line of East and
West Third Street to the north pro-
perty line of East 22nd Street and
Kaufman Avenue there be issued
improvement bonds to the amount of
$90,324.23. Said bonds shall be is-
sued under the provisions of Chap-
ter 311 of the Code of Iowa, 1927,
which bear date as of the 6th day
of December, 1929; shall be in the
denominations of $500.00, except
that there shall be one bond to the
amount of $324.23. They shall be
numbered from 2392 to 2572 inclu-

buque in the State of Iowa. This
bond is issued by the City of Du-
buque pursuant to and by virtue of
Chapter 311 of the Code of Iowa,
1927, and in accordance with a reso-
lution of the City Council of said
City, duly passed on the 7th day of
December, 1929. This bond is one
of a series of 181 bonds, 180 for
$500.00, numbered from 2392 to 2571
inclusive, and one for $324.23, num-
bered 2572, all of like tenor and
date, and issued for the purpose of
improving Central Avenue from the
north property line of East and West
Third Street to the north property
line of East 22nd Street and Kauf-
mann Avenue and described in said
resolution; which cost is assessable
and levied along said improvement,
and is made by law a lien on all
abutting or adjacent property, and
payable in ten annual instalments,
with interest on all deferred pay-
ments at the rate of five per cent
per annum, and this bond is payable
only out of the money derived from
the. collection of said special tax,
and said money can be used for no
other purpose. And it is hereby cer-
tified and recited that all the acts
and condition and things required to
be done precedent to and in the issu-
ing of this series of bonds, have
been done, happened and performed
in regular and due form as required
by said law and resolution; and for
the assessments, collections and
payment hereon of said special tax,
the faith and diligence of said City
of Dubuque are hereby irrevocably
pledged.
In witness whereof the City of Du-
buque by its City Council has caused
this bond to be signed by its Mayor
and countersigned by its City Clerk,
with the seal of said City affixed

Be It Further Resolved that the
Mayor and City Clerk be and they
are hereby instructed to cause said
bonds to be prepared, and when so
prepared to execute said bonds, and
that the City Clerk be and he is
hereby instructed to register said
bonds in a book to be kept for that
purpose, and to then deliver them
to the City Treasurer who will also
register them in a book to be kept
by him for that purpose.
Be It Further Resolved that the
City Treasurer be and he is hereby
instructed to sell said bonds in the
manner provided by law, the pro-
ceeds of said sale to be kept in a
special fund to be known as Im-
provement Fund.
Be It Further Resolved that the
interest coupons attached to the

Be It Further Resolved that as
fast as funds allow, beginning with
the second year after the payment

A RESOLUTION providing for the
issuance of Public Improvement
Bonds.
Whereas, the contract heretofore
entered into by the City of Dubuque
for the improvement of Farley
Street, hereinafter described, has
been completed and said improve-
ment has been accepted by the City
Council of said City, and the City
Engineer has computed the cost and
expense thereof to be $5,364.74.
And Whereas, public notice as pro-
vided, by law, has been published by
the City Clerk stating the intention
of the City Council to issue bonds
to pay the cost of said improvement
and a public hearing has been held
pursuant thereto, and all objections
filed thereto have been considered
and determined:
Now, Therefore, Be It Resolved by
the City Council of the City of Du-
buque that to provide for the cost of
improving Farley Street from the
Kest property line of Garfield Ave-
nue to the west property line of
Thomas Place, there be issued im-
provement bonds to the amount of
$5,364.74. Said bonds shall be issued
under the provisions of Chapter 311
of the Code of Iowa, 1927, which
bear date as of the 16th day of De-

Whereas a bill, known as 5.476 -
H.R.2562, is now pending before the
Senate and House of Representa-
tives of the United States, %vhich
bill, if enacted into a law, will allow
granting of pensions and increases
of pensions to certain soldiers, sail-
ors and nurses of the war with
Spain, the Philippine Insurrection
and China relief expedition; and
Whereas industry having closed
its doors against those of 50 years
of age or over, depriving the intend-
ed beneficiaries of this bill of the
opportunity of earning their living;
and
Whereas this proposed legislation
is not only commendable, but just
and necessary: Therefore, be it
Resolved, that the City Council of
the City of Dubuque, Iowa, in spec-
ial meeting assembled on December
16, 1929, requests that due consider-

Council met at 7:30 p. m.

Mayor Andelfinger read the call
and stated that service thereof had
been duly made and that this meet-
ing is called for the purpose of re-
levying the special assessment for
the improvement of Main Street
from the South property line of
Kaufmann Avenue, to the South lot
line of Lot 32, L. H. Langworthy's
Sub., except where already paved,
and acting on any other business
that may come before the meeting.
Notice of publication, certified to
by the publisher, of the City Coun-
cil's intention to re -levy the special
assessment for the improvement of
Main Street from the South prop-
erty line of Kaufmann Avenue to the
South line of Lot 32, L. H. Lang -
worthy's Sub. Amount of assess-
ment, $8,389.83. Uhlrich -Paley Co.,
contractors.
Councilman McEvoy moved that
the notice be received and filed.

less than 10,000 population, showing
the remarkable achievement with
their municipal owned light plant
and waterworks and the rate
charged. With the facts confronting
your Honorable Body, something
should be done in Dubuque.
