The Dubuque City Council met in special session at 4:00 p.m. on August 12, 2020 at
the Grand River Center, 500 Bell Street, Room 4.
Due to the COVID-19 pandemic, mandates for social distancing and face coverings
were enforced for all attendees.
Present: Mayor Buol; Council Members Cavanagh, Jones, Lynch, Resnick, Roussell,
Sprank; City Manager Van Milligen, City Attorney Brumwell
Mayor Buol read the call and stated this is a special session of the City Council called
for the purpose of conducting a work session on Fiscal Year 2022 Goal Setting Session
3 of 3.

1. Fiscal Year 2022 Goal Setting Session 3 of 3: Facilitato r Lyle Sumek of Sumek
Associates, provided updated documents for Sections 7 & 9, and the Dubuque Vision
2036. The City Council revisited the Vision Principles A -I and Mission Principles A-I, and
City of Dubuque Plan 2020-2026 Goals 1-8.
City Council then began reviewing and ranking their top and high priorities for Fiscal
Year 2022 and discussed expectations and actions from Section 10.
The City Council paused for dinner from 6:00 to 6:30 p.m.
City Council continued reviewing and ranking their top and high priorities and
discussed expectations and actions from Section 10 resulting in the following ranking:
City of Dubuque Goals 2025
• Robust Local Economy: Diverse Businesses and Jobs with Economic Prosperity
• Vibrant Community: Healthy and Safe
• Livable Neighborhoods and Housing: Great Place to Live
• Financially Responsible, High-Performance City Organization: Sustainable,
Equitable, and Effective Service Delivery
• Sustainable Environment: Preserving and Enhancing Natural Resources
• Partnership for a Better Dubuque: Building Our Community that is Viable, Livable,
and Equitable
• Diverse Arts, Culture, Parks, and Recreation Experiences and Activities

Mobility
Policy Agenda
Policy agenda items are issues that need direction or a policy decision by the City Council,
or need a major funding decision by the City Council, or issues that need City Council

There being no further business, Mayor Buol, declared the meeting adjourned at 8:41
