SUBJECT: Public Hearing on The Jule's New Fare Structure

Director of Transportation Services Renee Tyler recommends City Council approval of
fare changes on The Jule that will:
- Allow all Dubuque Community Public School students to ride the Jule free of
charge using either a smart bus card or mobile app with the requirement to show
their school issued identification.
- Allow qualified veterans to purchase an annual pass for unlimited rides for $20 a
year.
- Allow College Students enrolled at Clarke, Loras, University of Dubuque,
Emmaus, and Northeast lowa Community College to purchase a $20 monthly
unlimited ride pass.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
A public hearing has been scheduled for August 17t" for Council to review public
comment and opinion of the Jule's purposed fare changes.
DISCUSSION
On August 6, 2020 the Transit Advisory Board (TAB) met to review the purposed fare
collection changes. The TAB has three members. A quorum of 50% is required to hold
a meeting. Board members Tyler Daughter and Lu Gerdemann attended the meeting
and fulfilled the quorum requirement. Board member George Enderson was not present.
Public comment in support of this initiative was received from Dubuque Community
School District Equity Director Taj Suleyman and Dubuque Community School District
Director of Student Services, Shirley Horstman. There was no opposing commentary.
The purposed fare structure is:
The newly established fixed route fare restructuring are as follows effective August 18,
2020:
Single Rides:
Adult - $1.50
Seniors, ADA - $0.75
Children aged 11 and under ride for free
Bus passes will be available for purchase in the form of the Mobile App and Smart
Cards:
• $45.00 — Full Fare Monthly Pass (Unlimited rides for 1 month)
• $22.50 — Half Fare Monthly Pass (Unlimited rides for 1 month for eligible
passengers*)
• $15.00 — 11 Ride Full Fare Pass (11 rides for price of 10)
• $7.50 — 11 Ride Half Fare Pass (11 rides for price of 10 for eligible
passengers*)
$1 cost added for every card purchased
*Half-fare eligibility includes people 65 and older or disabled. Passenger must
provide proof of half-fare status (ID or Medicare card) if asked in order to ride.
The Jule will maintain its $1.50 one ride cards. These cards are currently purchased
in bulk by area agencies for patron usage. Bus operators will continue to collect the
cards and return them to the operations center for reuse.
Proposed New Fares/Fare Changes
Student Annual Pass (Aged 12-18) — Change from $15 a year to free. Student must
download the mobile or present a smart card to board the bus (a $1 charge will be
assessed for the purchase of new or replacement smart cards)
• Grade 6 through 12 must have current student ID. Operators may ask to see
student IDs upon boarding to validate the student's status. If the student does
not comply with the ID check, she/he/they will be denied admission to ride the
bus.
Veteran Annual Pass — Honorably discharged veterans. $20 a year for unlimited
rides.
• At time of purchase, must provide valid photo ID and proof of Honorable
Discharge.
o DD Form 214 (Member copy 2-4*)
o VA Summary of Benefit Letter
*A Member 1 Copy of the DD Form 214 will not list the discharge status and
cannot be accepted for this purpose.
College Student Mobile App Pass — a $20 monthly unlimited pass will be offered to
students enrolled at Clarke, Loras, University of Dubuque, Emmaus, and Northeast
lowa Community College.
• Operators may ask to see student IDs upon boarding to validate the student's
status. If the student does not comply with the ID check, she/he/they will be
denied admission to ride the bus.
Adult fares ($1.50) and ADA fares ($0.75) remain unchanged. The college pass is
proposed to address the needs of the college student population. Many of our Veterans
rely upon fixed incomes. The Jule has received numerous requests from Veteran
organizations to implement an affordable option for purchasing transit passes for those

who have honorable served our country. The proposed Veteran's pass will address this
need.
RECOMMENDATION
The Council is asked to approve the proposed fare changes that will:
• Allow all Dubuque Community Public School students to ride the Jule free of
charge using either a smart bus card or mobile app with the requirement to show
their school issued identification.
• Allow qualified veterans to purchase an annual pass for unlimited rides.
• Allow College Students enrolled at Clarke, Loras, University of Dubuque,
Emmaus, and Northeast lowa Community College to purchase a monthly
unlimited ride pass.
Adult and ADA fares remain intact. The recommendation does not represent an
increase in the base fares for adult and ADA fares.

Whereas the City of Dubuque provides fixed-route and paratransit services for the
citizens of Dubuque;and
Whereas the City of Dubuque has reevaluated the equity impact of its fares and the
promotion of transit mobility to its residents;and
Whereas the City of Dubuque desires to continue to provide equitable accessibility tofixed-route services to its citizens;and
Whereas the proposed fare restructure will impact fixed route ridership and fare
types.

Jule Transit Fixed -Route Fare.
Due to the ongoing COVID-19 pandemic, the City Council will
meet virtually through GoToMeeting. The official agenda will
be posted on July 17, 2020 and will contain listening,
viewing, and public input options. The City Council agenda can

At the meeting, the City Council will receive oral and
written comments from any resident or property owner of said
City to the above action. Written comments regarding the above
