REGULAR SESSION

Virtual Meeting
Commissioners Present: Vice Chairperson Brandi Clark, Commissioners Melissa
Daykin Cassill, John McAndrews, Joseph Rapp, David Klavitter, Craig Reber and Bill
Doyle.
Commissioners Excused: Christina Monk and Rick Stuter
Commissioners Unexcused: None.
Staff Members Present: Wally Wernimont and Chris Happ Olson.
CALL TO ORDER: The meeting was called to order by Vice Chairperson Clark at 5:30
p.m. Staff Member Chris Happ Olson announced that due to the COVID-19 pandemic
and mandates for social distancing, the meetinq was conducted entirely virtually.
MINUTES: Motion by Doyle, seconded by Daykin Cassill, to approve the minutes of the
June 18, 2020 meeting as submitted. Motion carried 6-0 by the following vote: Aye —
Daykin Cassill, Klavitter, McAndrews, Rapp, Doyle and Clark; Nay— none.
ELECTION OF OFFICERS: Commissioners discussed openings. Bill Doyle noted that
he would like to fill the Chairperson position and Melissa Daykin Cassill noted that she
would like to fill the Vice-Chairperson position.
Motion by Clark, seconded by Klavitter, to appoint Bill Doyle as Chairperson and Melissa
Daykin Cassill as Vice Chairperson. Motion carried 6-0 by the following vote: Aye —
Daykin Cassill, Klavitter, McAndrews, Rapp, Doyle and Clark; Nay — none.
ACTION ITEMS:
Demolition Request: Application of Lenz Monument; Richard Neuses to obtain a
Demolition Permit for 1672 Central Avenue, Upper Central Avenue National Register
Historic District and Washington Neighborhood Conservation District.
Craig Reber joined the meeting.
Staffmember Chris Happ Olson presented the staff report. She discussed the present
conditions of the site and the history of the property. She noted the architectural style of
building. She referred to photos of the site. She referred to historic documentation and
the Sanborn Fire Insurance Maps. She explained that another building on the site of the

same address was demolished in 2008, at the same time the applicant's structure was
heavily modified with a new facade. She noted the building is considered a non-
contributing building, and has been considered so historically. She referred to
modifications to the building over time. She explained the role of the commission with
regards to demolition review based on the Unified Development Code.
Richard Neuses, 505 Primrose Court, explained his plans are to build a building over
the building. He explained he needs space. He said the business has existed in that
location since 1876.
Daykin Cassill asked if they are reviewing the design of the addition. Staffmember
Happ Olson explained that the building is located in a conservation district and the
review is for demolition only.
Commissioner poyle said he indicated the building has been modified and does not fit
in the neighborhood. Commission Klavitter and Daykin Cassill agreed.
Motion by Reber, seconded by Daykin Cassill, to approve the application as presented
due to the fact that the structure does not have architectural or historic significance.
Motion 7-0 by the following vote: Aye — Daykin Cassill, Klavitter, McAndrews, Rapp,
Reber, Doyle and Clark; Nay — none.

Preservation Updates:
Chairperson Chris Happ Olson noted the Loras College has been listed to the National
Register of Historic Places.
ADJOURNMENT: Motion by Doyle, seconded by Clark to adjourn the Commission
meeting. Motion carried by the following vote: Aye — Daykin Cassill, Klavitter,
McAndrews, Rapp, Reber, Doyle and Clark; Nay — none.
The meeting adjourned at 6:01 p.m.
