Advanced Metering Infrastructure Project: City Manager recommending approval of
agreements with Interstate Power and Light Company and International Business
Machines Corporation for the Advance Metering Infrastructure Project and the Iowa
Power Fund Board Contract for a Grant of $1,400,000 to the City of Dubuque. Motion by
Connors to receive and file the documents and adopt Resolution No. 124-10 Approving
Agreements with Interstate Power and Light Company and International Business
Machines Corporation for the Advanced Metering Infrastructure Project and approving

Responding to questions from City Council, Van Milligen explained that this project is
the energy consumption component of the Smarter City model. Community education
efforts are being coordinated through community agency partnerships and the City’s
Sustainability office. No local tax dollars are used in this portion of the initiative. Grant
payments will be paid to IBM for project services from the City. The community will
benefit from job creation and savings on utilities. Dubuque 2.0 is a three- to five-year
community dialogue program sponsored by the Community Foundation of Great
Dubuque and the Dubuque Area Chamber of Commerce. The City organization will also
benefit from conserving energy resources and could possibly realize a profit. Dubuque
is poised to become an international model of sustainability for other communities and
corporations. Van Milligen stated that should the project fail, the City is at risk of losing
$175,000. Information on the City’s sustainability programs can be obtained from the
City’s website or by contacting City Hall. Motion carried 4-0.

and Interstate Power and Light Company (IPL) on the Smart Metering and
Measurement of electrical energy utilization in Dubuque; and
Whereas, IBM will work on developing a prototype service using Web portals to
access the prototype service running on IBM servers that would allow City management
and electric utility customers to monitor electric energy consumption on a near real-time
basis in order to better control and reduce the consumption of electric energy; and
Whereas, IBM will work on developing the software tools for collecting, updating and
processing the Data provided by the volunteers participating in the project for use for

and for independent analysis in accordance with the City’s research objectives for the
project and for the City to provide any and all analysis and reports resulting from such
