DATE: September 15, 2020
Director of Transportation Services Renee Tyler has tendered her resignation effective
September 18, 2020. Per Federal Transportation Administration (FTA) and lowa
Department of Transportation (IDOT) rules, resolutions are required to allow the
incoming director to act on behalf of the Mayor and the City of Dubuque with respect to
the administration of FTA and IDOT grants and filings.
Renee Tyler recommends City Council approval of resolutions appointing Acting
Director of Transportation Services Russell Stecklein as an active delegate to make
decisions with the FTA and IDOT on behalf of the City of Dubuque.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
Current Director of Transportation Services, Renee Tyler has tendered her resignation
effective Sept. 18, 2020. Per Federal Transportation Administration (FTA) and lowa
Department of Transportation (IDOT) rules resolutions are required to allow the
incoming Director to act on behalf of the Mayor and the City of Dubuque with respect to
the administration of FTA and IDOT grants and filings.
DISCUSSION
Attached is a resolution that will appoints Russell Stecklein as an active delegate to
make decisions for the Jule on behalf of the City of Dubuque.
RECOMMENDATION
Transfer authority to Russell Stecklein as described on the attached resolution effective
September 21, 2020.

Dear Ms. Schwach:
This letter is intended for the benefit of the Federal Transit Administration (FTA) and is
being written in my capacity as City Clerk and as the certifying official for the City of
Dubuque d.b.a. Jule Transit.
This letter is provided in response to a change in incumbency authorization regarding
the City of Dubuque d.b.a. Jule Transit.
The current, elected Mayor of the City of Dubuque, Iowa is Roy D. Buol. The Mayor is
the authorizing official for ECHO -Web user access. The Mayor has delegated his
responsibilities as follows regarding FTA or Iowa DOT funded transit projects per
Resolution No. 239-13.
In 2018 the Parking and Transit Divisions were combined to form Transportation
Services.
The attached Resolution No. 293-20 which appoints and authorizes Acting Director of
Transportation Services Russell Stecklein to execute and file with its application the
annual certification and assurances and other documents the Federal Transit
Administration required before awarding a Federal grant or cooperative agreement.
The Director of Transportation Services is authorized and directed to execute said grant
and cooperative agreements with the Federal Transit Administration on behalf of the
City of Dubuque and the City Clerk is authorized and directed to attest his signature.
The Director of Transportation Services is responsible for submitting the eligible
expenses to the City of Dubuque Finance Director for review and final approval.
Crenna Brumwell continues as City Attorney with assistance from Assistant City
Attorney Maureen Quann and Senior Counsel Barry Lindahl.

Enclosed is certified Resolution No. 293-20 reflecting these changes approved by the
City Council as of September 21, 2020. I am also inclosing a copy of Resolution No.
294-20 Authorizing Mr. Stecklein to file for the Iowa Department of Transportation.

AUTHORIZING THE DIRECTOR OF TRANSPORTATION SERVICES FILE APPLICA-
TIONS WITH THE FEDERAL TRANSIT ADMINISTRATION, AN OPERATING ADMIN-
ISTRATION OF THE UNITED STATES DEPARTMENT OF TRANSPORTATION, FOR
FEDERAL TRANSPORTATION ASSISTANCE AUTHORIZED BY 49 U.S.C. CHAPTER
53 TITLE 23 UNITED STATES CODE AND OTHER FEDERAL STATUTES ADMINIS-
TERED BY THE FEDERAL TRANSIT ADMINISTRATION
Whereas, the Federal Transportation Administrator has been delegated authority to award
Federal financial assistance for a transportation project; and
Whereas, the grant or cooperative agreement for Federal Financial assistance will im-
pose certain obligations upon the Applicant, and may require the Applicant to provide the
local share of the project cost; and
Whereas, the Applicant has or will provide all annual certifications and assurances to
the Federal Transit Administration required for the project; and
Whereas, the Mayor may authorize a designee to execute and file applications to the
Federal Transit Administration on behalf of the City of Dubuque; and
Whereas, Russell Stecklein has been appointed as the Acting Director of Transporta-
tion Services, effective September 21, 2020.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF DUBUQUE,
IOWA, AS FOLLOWS THAT:
Section 1. The Mayor of the City of Dubuque has authorized Russell Stecklein the Act-
ing Director of Transportation Services, to serve as designee to execute and file applica-
tion for Federal assistance on behalf of the City of Dubuque d.b.a. The Jule Transit with
the Federal Transit Administration for Federal Assistance authorized by 49 U.S.C. Chapter
53, Title 23, United States Code, or other Federal statutes authorizing a project adminis-
tered by the Federal Transit Administration,
Section 2. The Mayor of the City of Dubuque or his/her designee (i.e. Director of Trans-
portation Services) is authorized to execute and file with its application the annual certifi-
cation and assurances and other documents the Federal Transportation Administration
requires before awarding a Federal grant or cooperative agreement.
Section 3. The Mayor of the City of Dubuque or his/her designee (Le. Director of Trans-
portation Services) is hereby authorized and directed to execute said grant and coopera-
tive agreements with the Federal Transit Administration on behalf of the City of Dubuque
and the City Clerk is authorized and directed to attest his signature.

TIONS WITH THE IOWA DEPARTMENT OF TRANSPORTATION — OFFICE OF PUB-

Whereas, the City of Dubuque provides fixed -route and paratransit services for the cit-
izens of Dubuque; and
Whereas, the Iowa Department of Transportation (IDOT) is a pass through funding en-
tity for federal capital and operating funds; and
Whereas, the City has historically applied through the DOT for these funds; and
Whereas, the City Council finds that the applying for the funds to .be beneficial to the
continued provision of transit service for the citizens of Dubuque.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA THAT:
Section 1. Russell Stecklein, Acting Director of Transportation Services, is authorized
to on behalf of the City Council, to apply for financial assistance and to enter into related
contract(s) with the Iowa Department of Transportation.

Instructions for completing the User Manager (UM) Form
Designation of Authority for FTA Systems User Manager
1. User Manager may be assigned to existing FTA recipients. New recipient organizations should submit
paperwork, once the organization receives their Identification Number(s) for TrAMS and/or NTD.
2. The form may be used for either the Transit Award Management System (TrAMS) or the National
Transit Database (NTD) system. TrAMS ID is not required for NTD UM assignment.
3. The form should be populated on your organization’s letter head
4. The form must be signed by the individual who has signature authority as specified in your authorizing
resolution. This is generally the individual who executes awards on behalf of the organization.
5. Submit TrAMS User Manager form to: Awarding/Regional Office Local Security Manager (LSM). You can
find your LSM on the FTA Website [add link].
6. Submit NDT User Manager form to: the NTD Help Desk at: ntdhelp@dot.gov.
7. To submit for both NTD and TrAMS UMs, send form to your LSM and NTD help desk concurrently.
8. When user roles have been assigned the FACES system (NTD/TRAMS) will send an auto notification that
your user roles have been modified. Users should confirm roles under their user profile.
