Sustainable Community Coordinator Gina Bell recommends City Council approval of an
$8,750 funding request to the Funders Network Partners for Places mini-grant program.
The project will gather input related to barriers in Dubuque's frontline neighborhoods -
asking questions and listening to needs to make connection to climate change impacts
if possible. The result will guide future engagements with frontline communities and
build relationships to move forward climate action.
The City of Dubuque has committed to provide staff time as a match and will not move
forward with the project if it is not funded.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memo is to request Council approval of a funding request to the Funders Network
Partners for Places mini-grant program.
BACKGROUND
In 2011, Dubuque became a member of the Urban Sustainability Directors Network (USDN). USDN
connects local government practitioners to accelerate urban sustainability in US and Canadian
communities. Partners for Places aims to enhance local capacity to build equitable and sustainable
communities. The fund does this by requiring local government and local foundation partnerships, and
by pairing national and local philanthropic funding sources. These awards support the planning and
implementing of urban sustainability and green storm water infrastructure projects. The City of
Dubuque has partnered with the Community Foundation of Greater Dubuque and was awarded a
Partners for Places grant in the past.
DISCUSSION
USDN member communities were invited to apply for mini-grant project funding and the proposal is
designed to support innovation and test new and more equitable community engagement methods in
preparation to submit a full grant proposal in early 2021. The sustainable community coordinator, the
Community Foundation of Greater Dubuque, The Switching Places Foundation founders and Green
Dubuque board members discussed potential projects. The project selected addresses both equity
and sustainability, while preparing for a larger grant application and can be completed within the
required time period. The project will gather input related to barriers in Dubuque's frontline
neighborhoods - asking questions and listening to needs to make connection to climate change
impacts if possible. It will build relationships through conversation, activities, and food, while offering
opportunities to impact neighborhood resiliency. The result will guide future engagements with
frontline communities and build relationships to move forward climate action.
BUDGETIMPACT
The total grant request is $8,750.00. The City of Dubuque has committed to provide staff time as a
match and will not move forward with the project if it is not funded.
REQUESTED ACTION
Due to time constraints, the application was submitted to meet the deadline. I respectfully request City
Council approve the submittal of the mini-grant proposal to the Partners for Places grant program.

F. Mini Grant Purpose:
This grant will expand partnership development with a new community group, providing incentives to
participants and strengthening project management and facilitation. It will support gatherings to understand
frontline community perspectives related to barriers at the intersection of climate action.Additionally,it will
support writing the full proposal next year.
G. Mini Grant Narrative:
"We know that,as Black women,it is our duty to be a voice for our community."This is from the statement
the founders of Switching Places Foundation gave to Elle.com after they formed to speak out against racism.
After initial successes the group has worked to solidify their organization's next steps. They've identified
issues impacting their community, such as energy burden and the downward spiral a utility shut off causes
and they want to act. In partnership, we will gather stories which illustrate issues facing frontline
communities in Dubuque and how we can incorporate climate work to address these issues. This work will
serve to further the City's and the Community Foundation's commitment to racial justice.
Listening and food will be at the heart of these conversations.Meals will be provided in a socially distanced
setting where conversations will guide the work forward. Each session will offer a group of community
members the chance to share food, talk about issues that impact their daily lives and offer potential
community solutions. A virtual option will be available to provide input as well. Building on a budding
relationship, creating a shared experience,we will turn issues into action.
Goals for these sessions include:
• Building relationships among city staff, Green Dubuque,the Community Foundation and
Switching Places Foundation and the larger community through a shared meal and conversation.
• Community knowledge to inform future proposal.
• Share existing resources that the City offers to address energy burden.
