Van Milligen, City Manager Gus Psihoyos, City Engineer FROM: Robert Schiesl, Assistant City Engineer ��� SUBJECT: Port of Dubuque Riverfront Dock Expansion Final Engineering Design Consultant Professional Services Request for Proposals DATE: October 29, 2020 INTRODUCTION The purpose of this memorandum is to request City Council approval to initiate the Request for Proposals (RFP) process for Professional Consultant Services to complete the Final Engineering Design Phase for the Port of Dubuque Riverfront Dock Expansion. BACKGROUND Based on the forecasted increase in excursion boat traffic on the Mississippi River, the City wishes to expand the existing riverfront docking capabilities to accommodate large excursion boats in the Port of Dubuque and create an opportunity for significant tourism growth in Dubuque. In January 2020, the City Council approved and executed a Riverfront Docking Agreement with Viking River Cruises (Viking USA, LLC) for the expansion of docking facilities along the riverFront of the Port of Dubuque. Viking has announced the launch of cruise operations on the Mississippi River to begin in June 2022 and have included Dubuque as a destination port on their river cruise itinerary. Viking has started to build their first inaugural cruise ship and plan to deploy one (1) boat initially, with the anticipation of adding an additional one (1) boat per year, for a total of 6-8 vessels, all of which are being built in U.S. shipyards and crewed by U.S. citizens. Cruises will take passengers on a journey along the Mississippi River from New Orleans to St. Paul. The specialty-built riverboats will have a full complement of luxury amenities and host up to 386 passengers. Viking's cruises are renowned for their local destination port oriented educational and entertainment programs. DISCUSSION Per the terms of the Docking Agreement, Viking will retain exclusive docking rights and dedicated use of the landing facility when the cruise vessel is moored at Port. In return for said exclusive docking rights, Viking has agreed to participate in the cost to design and construct an expanded docking facility along the Port of Dubuque riverFront. Additionally, Viking has agreed to participate in the cost for the annual operations and maintenance expenses of the docking facility. WVE W ,.. � . <.,. � � � � . � � � Figure 1 RIVERFRONT DOCK EXPANSION The proposed project is to expand the existing riverfront docking facility to accommodate excursion boats 400 feet in length or greater in the Port of Dubuque. The City's proposed infrastructure plan is to construct a new pier wall landing platform which will connected to the Riverwalk by an ADA compliant ramped walkway. The excursion boats will moor against new pipe pile clusters and will access land from floating platform docks which will connect to the pier wall landing platform via ADA compliant gangway. Figure 2 CONSULTANT SELECTION PROCESS The Request for Proposals (RFP) process will allow the City to retain a consultant to assist in developing a final design for expanding the capacity for docking large excursion boats along the Port of Dubuque riverfront. The consultant will also provide documentation for environmental clearance, process regulatory permits, and prepare plan bid documents for construction. The consultant selection will be based upon the consultant's qualifications and experience, and the Selection Committee's determination of the consultant best suited for this specific design project.
