HUD Healthy Homes Initiative Grant Application
Housing and Community Development Director David Harris is recommending approval
of a resolution authorizing the Mayor to execute an application to HUD for a Healthy
Homes Initiative Grant program to conduct environmental health and safety inspections,
repairs and cleaning in Census Tracts 1, 2, 5, 6, 7.01 and 7.02 of the City of Dubuque.
This is a three-year program totaling $1 million to be jointly administered by the
Dubuque Housing and Community Development Department and the Health Services
Department. Matching funds totaling approximately $194,838 are required. These
funds will be provided through the commitment of staff supervisory time from the
Housing and Community Development and Health Services Departments and $99,000
in community development block grant funding for environmental health and safety
repairs. The block grant match will require a commitment of $33,000 annually in City
entitlement funds for Fiscal Years 2003, 2004 and 2005. Proposed are three
demonstration projects directed at improving environmental health and residential
occupancies by (1) teaching cleaning techniques to tenants and property owners
through one-on-one tenant visits, tenant seminars and extensive cleaning instruction
conducted in individual tenant residences, (2) conducting door-to-door residential
environmental surveys to assess the health and safety of the dwellings and occupants
living there, (3) offering $6,000 per unit grants to property owners to make 79 residential
properties environmentally safe, healthy and free from potential childhood
environmental health risks. This program will include allergy and asthma prevention,
fire safety, carbon monoxide poisoning prevention, accidental poisoning prevention,
electrical safety, roach control and lead hazard reduction.

SUBJECT: HUD Healthy Homes Initiative Grant Application
INTRODUCTION
The purpose of this memorandum is to request the City Council's approval of the
attached resolution, authorizing the Mayor to execute an application to the US
Department of Housing and Urban Development (HUD) for a Healthy Homes Initiative
Grant. The new proposed program will provide healthier living environments for our
community's children by addressing a vadety of environmental health issues in census
tracts 1, 2, 5, 6, 7.01 and 7.02 in the City of Dubuque.
BACKGROUND
In 1994, the City of Dubuque's Health and Housing Services Departments initiated the
Childhood Lead Poisoning Prevention Program, providing for environmental and
medical case management of lead poisoned children and community education about
childhood lead poisoning. In t996, the Health and Housing Services Departments were
awarded a $3.69 million HUD grant for the primary prevention of lead-based paint
poisoning in several downtown census tracts including the oldest housing stock, the
largest number of children under the age of six and the highest incidenca of persons
with the lowest median income. A variety of public education and environmental health
hazard reduction strategies designed to teach both property owners and tenants cost
effective means to reduce environmental health hazards in their homes and rental units
are included in this grant program.
DISCUSSION
This is a three year program totaling $1,000,000 to be jointly administered by the
Dubuque Housing and Community Development and the Health Services Departments.
Matching funds totaling $194,838 are projected. Proposed are three demonstration
projects directed at improving environmental health in residential occupancies by 1)
teaching cleaning techniques to tenants and property owners through one-on-one
tenant visits, tenant seminars and extensive cleaning instruction conducted in individual
tenant residences; 2) conducting door to door residential environmental surveys in
census tract 5 to assess the health and safety of the dwellings and occupants living in
this tract. Through a partnership with local colleges, nursing and environmental health
students will conduct environmental surveys to assess residential environmental and
health dsks of occupants and distribute health and environmental safety educational
and project promotional materials; and 3) offering $6,000 per unit grants to property
owners in census tracts 1, 2, 5, 6, 7.01 and 7.02 to make 79 residential properties
environmentally safe, healthy and free from potential childhood environmental health
risks. This program will include allergy and asthma prevention, fire safety, carbon
monoxide poisoning prevention, accidental poisoning prevention, electrical safety, roach
control and lead hazard reduction.
Additional components of the grant program are free training to property owners,
property managers, maintenance companies, ramodelers and tenants on how to
maintain, repair and clean properties in a lead-safe manner.
It is expected that the HUD Grant application will be for approximately $1,000,000
million. In addition, matching funds totaling approximately $194,838 are projected.
These funds will be provided through the commitment of staff supervisory time from the
Housing and Community Development and Health Services Departments and $99,000
in CDBG funding for environmental health and safety repairs. The Block Grant match
will require commitment of $ 33,000 annually in City entitlement funds for fiscal years
2003-05. The Community Development Commission will be requested to make this
preliminary commitment at its May meeting.
BUDGET IMPACT
If funded, this grant would be awarded in July 2002, with work commencing immediately
following the conclusion of our Round 4 HUD grant program in August, 2002. This
program will require a twenty percent time commitment from the Public Health Specialist
and a twenty-five percent time commitment from the Senior Housing Inspector for
program development and ongoing guidance, as well as $ 99,000 in CDBG funding for
environmental health and safety repairs.
RECOMMENDATION
It is recommended that the City Council approve the attached resolution authorizing the
Mayor to execute an application to HUD for a Healthy Homes Initiative Grant program to
conduct environmental health and safety inspections, repairs and cleaning in Census
Tracts 1, 2, 5, 6, 7.01 and 7.02 of the City of Dubuque.
COUNCIL ACTION
The action requested of the Council is to approve the attached resolution.

RESOLUTION AUTHORIZING THE MAYOR TO EXECUTE AN APPLICATION
FOR A HEALTHY HOMES INITIATIVE DEMONSTRATION GRANT
Whereas, the City of Dubuque has operated a local childhood lead poisoning
prevention program since 1994; and
Whereas, the City received Round 4 lead hazard removal funding, in the amount
of $3.69 million; and
Whereas, the U.S. Department of Housing and Urban Development has made
available additional funds for a healthy homes initiative program, including lead-based
paint hazard control, lead hazard awareness, healthy homes public education and
community outreach, and environmental assessments and treatments to impact a vadety
of household health and safety issues; and
Whereas, the City of Dubuque proposes a Healthy Homes Initiative program in
Census Tracts 1, 2, 5, 6, 7.01 and 7.02 in the City of Dubuque. The new proposed
application is for a Healthy Homes Initiative demonstration project to promote cost
effective measures to correct multiple safety and health hazards in home environments:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the Mayor is hereby authorized and directed to'execute an
application to the~U.S. Department of Housing and Urban Development for a Healthy
Homes Initiative Demonstration Grant in the amount of $1,000,000.
Section 2. That the City Manager is hereby authorized and directed to forward
said applications and resulting standard executed contracts to the respective agencies in
a timely fashion and as required by the U.S. Department of Housing and Urban
Development.
