Enterprise Zone Commission Re-Appointments
INTRODUCTION
This memorandum recommends re-appointment, s to the City's Enterprise Zone Commission. The
City Council is asked to confirm recommendations from the United Labor Participation Committee,
Northeast Iowa Community College, Iowa Workforce Development Center and the Long Range
Planning Advisory Commission for representatives to serve on the Commission.
BACKGROUND
Due to several vacancies on the Enterprise Commission, staff initiated the process of re-establishing
the Commission based on its by-laws which follow state regulations concerning membership. Letters
were sent to the various agencies and entities involved asking for a recommended appointyaent, or, in
the case of Iowa Workforce Development, their selected representative. The letters indicated that the
appointment must be a resident of the city of Dubuque.
Replies to those letters trove been received with recommendations/selections of members to serve on
the Commission.
DISCUSSION
The following summarizes the membership positions and recommended appointments:
One representative of an international labor organization.
The United Labor Participation Committee has recommended Dave Baker, President
of Teamsters Local No. 421. Dave has previously served on this Commission but his
term expired 2-15-01.
One member of the local community college board of directors.
The NICC Board of Trustees has recommended Daniel White to represent the
community college.
One representative of the local workforce development center selected by the Iowa
Workforce Development Department unless otherwise designated by a regional
advisory board.
Charlotte Kamm has been recommended by the Iowa Workforce Development
Regional Manager One to represent their agency.
One member of the city planning and zoning commission.
The Long Range Planning Advisory Commission has recommended that Rick Stein
serve on their behalf. He has previously represented the LRPAC, but his term also
expired 2-15-01.
Along with the City Cotmcil representative (Michael Van Milligen whose term runs to 2-15-02) and
the Iowa Department of Economic Development representative (Bill Baum whose term also runs to 2-
15-02), these six members are responsible for Selecting the remaining three members of the
Commission. Currently, Doug Buswell, Dan LoBianco and Dong Stillings serve as the three at-large
members. Their terms expired 2-15-00, and they will also need to be reconfirmed.
ACTION STEP
The action step for the City Council is to review and confirm the recommended representatives from
an international labor union (Dave Baker), the Northeast Iowa Community College (Daniel White),
Iowa Workforce Development (Charlotte Kamm), and the Long Range Planning Advisory
Commission (Rick Stein) to serve on the City's Enterprise Zone Commission. Those members w/Il
join the City Manager and Bill Baum as the initial six Commission members charged with selecting
(or reconfirming) three additional commissioners.
