The City of Dubuque received a petition to consider a Residential Parking Permit District
near Senior High School. The City Council directed that a public hearing be held on the

INTRODUCTION
At the April 16, 2001 Council meeting, the City Council directed that a Public
Hearing be held on the establishment of a Residential Parking Permit District
(RPPD) for portions of the streets around Senior High School.
DISCUSSION
As the result of the Council deliberations, the Council directed that a public
hearing be held on May 7, 2001 on the establishment of Residential Parking
Permit District E on the following streets:
Grandview Avenue, North, south side, from Avoca Street to Auburn Street
Rosedale Avenue, south side, from Avoca Street to the alley west of
Avoca Street
Rosedaie Avenue, north side, from Avoca Street to the west property
line of 2095 Rosedale Avenue
Algona Street, both sides, from North Grandview Avenue to Green Street
Avoca Street, both sides, from Rosedale Avenue to Green Street
The parking restriction, as proposed, would only apply during the hours of 7:00
a.m. to 2:30 p.m. daily, except Saturdays, Sundays, and holidays.
City staff has met with Senior High School officials, and they are looking for ways
to offset the loss of these curb parking spaces; however, there are no funds
currently available to build additional off-street parking lots.
ACTION TO BE TAKEN
Should the City Council confirm the establishment of this Residential Parking
Permit District around Senior High School, the attached ordinance creating the
residential parking zone should be adopted.

AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE
CITY OF DUBUQUE, IOWA BY ADOPTING A NEW SECTION 32-398
THERETO PROVIDING FOR THE DESIGNATION OF PORTIONS OF

PERMIT DISTRICT
Whereas, Sections 32-381 through 32-393 of the Code of Ordinances of
the City of Dubuque, Iowa, empowers the City'Council to establish a Residential
Parking Permit District upon receipt of a valid petition and the finding of certain
conditions; and
Whereas, a valid petition has been received to declare an area described
as follows as a ReSidential Parking Permit District. -
Grandview Avenue, North, south side, from Avoca Street to Auburn Street
Rosedale Avenue, south side, from Avoca Street to the alley west of
Avoca Street
Rosedale Avenue, north side, from Avoca Street to the west property
line of 2095 Rosedale Avenue

whereas., the City Manager has caused a parking study of the above
identified area to be conducted, and which study has established that the area
meets the criteria as established in Section 32-383 of the Code of Ordinances of
the City of Dubuque, Iowa:
At least 80 percent of the curbside parking spaces in the proposed
Parking Permit District were utilized during peak periods; and
At least 25 percent of the curbside parking spaces in the proposed
Parking Permit District were utilized by nonresident parkers; and
Whereas, the City Manager, based upon the petition and the results of the
parking study, recommends to the City Council that the area be des!gnated as a
Residential Parking Permit District during the hours of 7:00 a.m. to 2:30 p.m.
daily, except Saturdays, Sundays, and holidays; and
Whereas, the City Council pursuant to public notice published on
April 20 , 2001, in the City of Dubuque Telegraph Herald, a
newspaper of general circulation met in session on the 7th da,y of Hay ,
2001, at 6:30 p.m. in the third floor auditorium of the Carnegie Stout Public
Library for the purpose of hearing all interested persons and representatives of
organizations and to consider any and all objections which have been filed to the
proposed designation of the above area as a Residential Parking Permit District
during the hours of 7:00 a.m. to 2:30 p.m., daily except Saturdays. Sundays, and
holidays; and
Whereas, all interested parties have been given an opportunity to be
heard and all objections have been duly considered.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA;
Section 1. That a petition containing the required number of signatures
and meeting the intent and purpose of Section 32-381 through 32~393 of the
Code of Ordinances of the City of Dubuque, Iowa, has been received by the City
of Dubuque.
Section 2. That any and all objections to the designation of the area as
a Residential Parking Permit District during the hours of 7:00 a.m. to 2:30 p.m.
daily, except Saturdays, Sundays, and holidays be and the same are overruled.
Section 3. That the recommendation of the City Manager based upon
the petition and the parking study to designate the area as a Residential Parking
Permit Distdct during the hours of 7:00 a.m. to 2:30 p.m. daily, except Saturdays,
Sundays, and holidays, is hereby approved and accepted.
Section 4. That the Code of Ordinances of the City of Dubuque, Iowa,
be amended by; enacting a new Section of 32-398 as follows:
"Sec. 32-398.

dwelling unit within the designated district the documents prescribed
by Section 32-385 of the Code of Ordinances of the City of Dubuque,
Iowa.

Parking - Senior High School Area
INTRODUCTION
This is in response to two petitions to remove a Two-Hour Parking Time Zone and to
amend the existing Residential Parking-P~rmit District (RPPD) in the Senior High School
area.
BACKGROUND
In October, 1985, the City Council adopted an ordinance allowing the designation of
certain streets as Residential Parking Permit Districts. The purpose of such a district
was to reduce traffic congestion resulting from the use of parking within residential
districts by persons not residing within the district, to protect the residents of these
districts from an unreasonable burden in gaining access to their residences, to preserve
the character of such districts as residential districts, and other various purposes. The
ordinance provides for such a designation only after a petition of residents representing
60 percent (60%) of the dwelling units in the proposed area is received, a parking
study is conducted by the City Engineering Division and a public hearing is held by the
City Council.
To be eligible for such a district, there must be at least 80 percent (80%) of the
curbside parking utilized during peak periods, and must have at least 25 percent (25%)
of such utilization by non-residents of the area. Under such a designation, no one can
park curbside within the district during the restricted hours without a residential or
guest parking permit issued by the City.
DISCUSSION
On July 7, 2000, a petition containing sufficient signatures was received from
residents on the south'side of Grandview Avenue east of Avoca Street requesting that
this area be included in the existing adjacent Residential Parking Permit District C. This
area is currently des'ignated as a Two-Hour Parking Time Zone. The residents would
like the Two-Hour Rarking Time Zone removed, but believe that if that were done, the
students would totally be utilizing these spaces during school hours. Therefore, they
are requesting the RPPD designation where the Two-Hour Parking Time Zone currently
exists.
A Two-Hour Parking restriction also extends immediately west on the south side of
Rosedale from Avoca Street to the alley east of St. Ambrose Street. When the July 7
petition was received, Engineering contacted a resident of this section of Rosedale to
see if there would be any interest among the neighbors to extend the RPPD further and
to repeal the Two-Hour Parking Time Zone for this area as well. It should be noted
that currently there are no parking restrictions on the north side of Rosedale between
Avooa and the St. Anthony's School property.
In response to the City's inquiry, a petition containing sufficient signatures has since
been received from residents representing 60 percent (60%) of the dwelling units on
both sides of Rosedale Street from Avoca Street to the alley west of Avoca. Copies of
both petitions are attached.
Although the current Ordinance requires that staff conduct a parking study to
determine parking usage in the affeote'd area, this was not possible due to the existing
Two-Hour Parking Zone. It is clear that should the Two-Hour Parking Time Zone be
removed that parking would relocate to this area and the 80 percent (80%) parking
usage criteria would subsequently be met.
RECOMMENDATION
I would recommend approval of the petitions, and would recommend that the south
side of North Grandview Avenue from the east property line of 1961 North Grandview
to Avoca Street and the south side of Rosedate Street from Avoca Street to the alley
east of St. Ambrose Street be removed from the ordinance for Two-Hour Time Zones.
In addition, I would recommend that the following areas be included in the existing
Residential Parking Permit District C: the south side of North Grandview Avenue from
Avoca Street to the east property line of 1961 North Grandview Avenue; the south
side of Rosedale Street from Avoca Street to the alley east of St. Ambrose Street; and
the north side of Rosedale Street from Avoca Street to the west property line of 2095
Rosedale Street. The district parking regulations would be from 7:30 a.m. to 10 p.m.
daily, except Sundays and holidays.
I would further recommend that the City Council set a public hearing on the
designation of portions of North Grandview Avenue and Rosedale Street as a
Residential Parking Permit District between the hours of 7:30 a.m. and 10:00 p.m.
daily, except Sundays and holidays. After the public hearing, the City Council may
reject the petition, adopt an ordinance designating the proposed a~ea as a Residential
Parking Permit District, or adopt an ordinance modifying the proposed district. The
City Council may also adopt alternate hours other than 7:30 a.m. to 10:00 p.m.
parking restriction.
ACTION TO BE TAKEN
The City Council is requested to adopt the attached resolution setting a public hearing
on December 4 on the proposed Residential Parking Permit District on portions of
North Grandview Avenue and Rosedale Street.
