Council met at 4:30 P. M.
Present —City Manager Douglas,
Mayor Melchior, Councilmen Maclay,
Meuser, Schrempf, Yount.
Mayor Melchior stated that this is
the regular monthly meeting of the
Council for the dispatch of such
business as may regularly come be-
fore a meeting of the Council. This
is also the date set for levying spe-
cial assessments and a hearing on
authorizing the issuance of bonds to
pay for the improvement of White
Street from 27th to 32nd Streets,
West 14th Street from Locust to
Walnut Streets, Sanitary Sewer in
West 8th Street, Sewer and Water
connections on the improvements of
West 16th, West 14th, and West 5th
Streets.
Notice of publication, certified to
by the publisher, of the City Coun-
cil's intention to levy a special as-
sessment and authorize the issuance
of bonds to pay for the improvement
of White Street from the North prop-
erty line of 27th Street to the South
property line of 32nd Street.
There being no remonstrance,
Councilman Schrempf moved that
the notice be received and filed.
Seconded by Councilman Yount.
Carried by the following vote:

Resolved by the City Council of the
City of Dubuque, that to pay for im-
proving White Street from the north
property line of 27th Street to the
south property line of 32nd Street,
by Jas. F. Lee Paving Co., contrac-
tor, in front of and adjoining the
same, a special tax be and is hereby
levied on the several lots, and parts
of lots, and parcels of real estate
hereinafter named, situate and own-
ed, and for the several amounts set
opposite each lot or parcel of real
estate, as follows:

Resolution Providing for the Issu-
ance of Public Improve-
ment Bonds.
Whereas, the contract heretofore
entered into by the City of Dubuque
for the improvement of White Street,
hereinafter described, has been com-
pleted and said improvement has
been accepted by the City Council of
said City and the City Engineer has
computed the cost and expense
thereof to be $16,139.82.
And whereas, public notice as pro-
vided by law, has been published by
the City Clerk stating the intention
of the City Council to issue bonds to
pay the cost of said improvement
and a public hearing has been held
pursuant thereto, and all objections
filed thereto have been considered
and determined:
Now therefor, be it resolved by
the City Council of the City of Du-
buque that to provide for the cost of
improving White Street from the
north property line of 27th Street to
the south property line of 32nd
Street, there be issued Improvement
bonds to the amount of $16,139.82.
Said bonds shall be issued under the
provisions of Chapter 311 of the
Code of Iowa, 1924, which bear date
as of the 6th day of January, A. D.
1927, shall be in the denominations
of $500.00 each, except that there
shall be one bond to the amount of
$139.82; they shall be numbered
from 1371 to 1403 inclusive, and shall
be divided into 10 series of which
the bonds numbered 1371 to 1374
shall constitute the first series and
shall be payable on the 1st day of
April, A. D. 1927; the bonds num-
bered from 1375 to 1378 shall con-
stitute the second series and shall
be payable on the 1st day of April,
1928; the bonds numbered from 1379
to 1381 shall constitute the third se-
ries and shall be payable the 1st
day of April, 1929; the bonds num-
bered from 1382 to 1384 shall consti-
tute the fourth series and shall be
payable the 1st day of April, 1930;
the bonds numbered from 1385 to
1387 shall constitute the fifth series
and shall be payable the 1st day of
April, 1931; the bonds numbered
from 1388 to 1390 shall constitute
the sixth series and shall be payable
the 1st day of April, 1932; the bonds
numbered from 1391 to 1393 shall
constitute the seventh series and
shall be payable the 1st day of April,
1933; the bonds numbered 1394 to
1396 shall constitute the eighth se-
ries and shall be payable the 1st day
of April, 1934; the bonds numbered
from 1397 to 1399 shall constitute
the ninth series and shall be payable
the 1st day of April, 1935; the bonds
numbered from 1400 to 1403 shall
constitute the tenth series and shall
be payable the 1st day of April,
1936.
Said bonds shall bear interest at
the rate of 5 per cent per annum,
which interest shall be payable semi-
annually, in accordance with the
terms of the coupons thereto at-
tached; and said bonds shall be pay-
able out of the proceeds of the spe-
cial assessment levied for said im-
provement. Both principal and in-
terest shall be payable at the office
of the City Treasurer in the City of
Dubuque. Said bonds shall be sub-
stantially in the following form:

The City of Dubuque in the State
of Iowa promises to pay as herein-
after mentioned to the bearer here-
of, on the first day of April, A. D.
19 ; or any time before that date
at the option of the City the sum of
]rive Hundred Dollars with interest
thereon at the rate of 5 per cent per
annum, payable on the presentation
and surrender of the interest cou-
pons hereto attached, both interest
and principal are payable at the of-
fice of the City Treasurer in the City
of Dubuque in the State of Iowa.
This bond is issued by the City of
Dubuque pursuant to and by virtue
of Chapter 311 of the Code of Iowa,
1924, and in accordance with a reso-
lution of the City Council of said
city, duly passed on the 6th day of
December, 1926. This bond is one
of a series of 33 bonds, 32 for $500.00
each, numbered from 1371 to 1402,
inclusive, and one for $139.82, num-
bered 1403, all of like tenor and date
and issued for the purpose of im-
proving White Street from the north
property line of 27th Street to the
south property line of 32nd Street,
and described in said resolution;
which cost is assessable and levied
along said improvement, and is made
by law a lien on all abutting or adja-
cent property, and payable in ten
annual installments, with interest on
all deferred payments at the rate of
five per cent per annum, and this
bond is payable only out of the
money derived from the collection of
said special tax, and said money can
be used for no other purpose.
And it is hereby certified and re-
cited that all the acts and condition
and things required to be done prec-
edent to and in the issuing of this
series of bonds, have been done,
happened and performed in regular
and due form as required by said
law and resolution; and for the as-
sessments, collections and payment
hereon of said special tax, the faith
and diligence of said City of Du-
buque are hereby irrevocably
pledged.
In witness whereof the City of
Dubuque by its City Council has
caused this bond to be signed by its
Mayor and countersigned by its City
Clerk, with the seal of said City af-
fixed this 6th day of January, 1927,
and has authorized the use of their
fac- simile signatures to the interest
coupons hereto attached.

ance of Public Improve-
ment Bonds.
Whereas, the contract heretofore
entered into by the City of Dubuque
for the improvement of West 14th
Street, hereinafter described, has
been completed and said improve-
ment has been accepted by the City
Council of said City and the City
Engineer has computed the cost and
expense thereof to be $8,767.61.
And Whereas, public notice as pro-
vided by law, has been published by
the City Clerk stating the intention
of the City Council to issue bonds to
pay the cost of said improvement
and a public hearing has been held
pursuant thereto, and all objections
filed thereto have been considered
and determined:
Now therefor, be it resolved by the
City Council of the City of Dubuque
that to provide for the cost of im-
proving West 14th Street from the
west property line of Locust Street
to the West property line of Walnut
Street, there be issued Improvement
Bonds to the amount of $8,767.61.
Said bonds shall be issued under the
provisions of Chapter 311 of the
Code of Iowa, 1924, which bear date

Said bonds shall bear interest at
the rate of 5 per cent per annum,
which interest shall be payable semi-

of a series of 18 bonds, 17 for $500.00
numbered from 1414 to 1430 inclu-
sive, and one for $267.61, numbered
1431, all of like tenor and date, and
issued for the purpose of improving
West 14th Street from the west prop-
erty line of Locust Street to the
west property line of Walnut Street,
and described in said resolution;
which cost is assessable and levied
along said improvement, and is made
by law a lien on all abutting or ad-
jacent property, and payable in ten
annual installments, with interest on
all deferred payments at the rate of
five per cent per annum, and this
bond is payable only out of the
money derived from the collection of
said special tax, and said money can
be used for no other purpose.
And it is hereby certified and re-
cited that all the acts and condition
and things required to be done prec-
edent to and in the issuing of this
series of bonds, have been done,
happened and performed in regular
and due form as required by said
law and resolution; and for the as-
sessments, collections and payment
hereon of said special tax, the faith
and diligence of said City of Du-
buque are hereby irrevocably
pledged.
In witness whereof the City of Du-
buque by its City Council has caused
this bond to be signed by its Mayor
and countersigned by its City Clerk,
with the seal of said City affixed this
6th day of January, 1927, and has

Whereas, the contract heretofore
entered into by the City of Dubuque
for the construction of a sanitary
sewer in West 8th Street hereinaf-
ter described has been completed
and said improvement has been ac-
cepted by the City Council of said
City and the City Engineer has com-
puted the cost and expense thereof
to be $904.66.
And whereas, public notice as pro-
vided by law, has been published by
the City Clerk stating the intention
of the City Council to issue bonds
to pay the cost of said improvement
and a public hearing has been held
pursuant thereto, and all objections
filed thereto have been considered
and determined.
Now therefore, be it resolved by
the City Council of the City of Du-
buque that to provide for the cost of
constructing a sanitary sewer in
West 8th Street from the end of the
present sewer westerly about 327
ft. there be issued sewer bonds to
• the amount of $904.66. Said bonds
shall be issued under the provisions
of Chapter 311 of the Code of Iowa,

Petition of Voelker Realty Co. of-
fering $400.00 in full of settlement
for improvement of Grandview Ave-
nue assessed against Lot 16, Grand-
view Heights Add. There was an
old assessment of $278.48 levied in
1912 which was not paid; for this
assessment a sale to the City was
made in 1921 for the above amount
plus $66.83 interest and 40 cents
cost. On Sept. 17th, 1920, this lot
was again assessed for the new im-
provement of Grandview Avenue in
the sum of $710.05. They protested
the assessment and offered to pay
$400.00 providing the former assess-
ment would be cancelled. Subse-
quently a reduction was granted to
$497.04; they still deemed this exces-
sive and a further reduction was
granted to the sum of $400.00. If
they were notified of this last reduc-
tion they must have overlooked the
same and neglested to ascertain
whether it included the other assess-
ments or not. Through some mis-
take the property was sold to the
City on Jan. 3rd, 1922 for the amount
of $497.04 tax plus $56.51 interest
and costs, though the assessment
roll showed as corrected to be
$400.00. In order to clear up this
matter they renew the offer of
$400.00 plus the regular rate of in-
terest from date of assessment.

the Council accept this offer and the
Treasurer be instructed to accept
$400.00 in full of all assessments
against Lot 16, Grandview Heights
Add., with interest at 6% from Sept.
17th, 1920. Seconded by Councilman

Resolution Providing for the Issu-
ance of Public Improve-
ment Bonds.
Whereas, the contract heretofore
entered into by the City of Dubuque
for the improvement of East 27th
Street hereinafter described has
been completed and said improve-
ment has been accepted by the City
Council of said City and the City
Engineer has computed the cost and
expense thereof to be $2647.14.
And whereas, public notice as pro-
vided by law, has been published
by the City Clerk stating the inten-
tion of the City Council to issue
bonds to pay the cost of said im-
provement and a public hearing has
been held pursuant thereto, and all
objections filed thereto have been
considered and determined.
Now therefor, be it resolved by
the City Council of the City of Du-
buque that to provide for the cost
of improving East 27th Street from
the west property line of Jackson
Street to the east property line of
Central Avenue, there be issued im-
provement bonds to the amount of
$2647.14. Said bonds shall be issued
under the provisions of Chapter 311
of the Code of Iowa, 1924, which
bear date s of the 13th day of Jan-
uary, A. D. 1927; shall be in the de-
nominations of $200.00 each, except
that there shall be one bond to the
amount of $47.14; they shall be num-
bered from 1432 to 1445 inclusive
and shall be divided into 10 series

est on all deferred payments at the
rate of five per cent per annum, and
this bond is payable only out of the
money derived from the collection
of said special tax, and said money
can be used for no other purpose.
And it is hereby certified and re-
cited that all the acts and condi-
tion and things required to be done
precedent to and in the issuing of
this series of bonds, have been done,
happened and performed in regular
and due form as required by said
law and resolution; and for the as-
sessments, collections and payment
hereon of said special tax, the faith
and diligence of said City of Du-
buque are hereby irrevocably
pledged.

check, claiming that there was $70
interest due on this of which he had
no knowledge. He states that he
made large payments for taxes and
special assessments and believed at
that time that all assesments were
paid, he therefore asks that interest
and penalties be waived.

Street, hereinafter described, has
been completed and said improve-
ment has been accepted by the City

Engineer has computed the cost and
expense thereof to be $3,030.65.
And whereas, public notice as pro-
vided by law, has been published by
the City Clerk stating the intention
of the City Council to isue bonds to
pay the cost of said improvement and,
a public hearing has been held pur-
suant thereto, and all objections filed
therto have been considered and
determined:
Now therefor, be it resolved by
the City Council of the City of Du-
buque that to provide for the cost of
improving McCormick Street from
the south line of Grace Street to the
south line of Bennett Street, there
be issued Improvement Bonds to the

neer stating that in levying the spe-
cial assessment for the improvement
of West 14th Street they assessed
300 feet south along the West side
of Bluff Street. The plat showed the
distance between 12th and 14th
Streets was 600 feet. The owner of
City Lot No. 766, Mr. A. E. Nagel,
calls attention to the fact that his
assessment is too much on account
of the block being short. By actual
measurement the Engineer finds that
the block is short and Mr. Nagel is
entitled to a reduction of $2.51 on
his assessment.

the recommendation of the City Engi-
neer be approved and the reduction
be made and the Treasurer be in-
structed to correct this on the as-

dances for benefit and charitable
events only, the petition be received
