Meeting called by order of Council-
men Gabriel and Brede.
Council met at 4:30 P. M.

Mayor Alderson read the call and
stated that service thereof had been
duly made and accepted and that this
meeting is called for the purpose of
hearing objections to the proposed
plans, specifications, or contract for,
or cost of improvements of Almond
street, Asbury street, Bradley street,
Broadway and Broadway extension,
Curtis street, Diagonal street, Elm
street, North Glen Oak street, Julien
avenue, Prairie street,. Queen street,
South Grandview avenue from
Bryant street to Southern avenue,
South Grandview avenue from South-
ern avenue to Quinlivan's Add.,
Windsor avenue, West 14th street
from Walnut to Alta Vista street,
West 14th from Alta Vista to Au-
dubon street, White street from 21st
to 24th street, White street from
24th to 27th streets, White street
from 27th to 32nd streets, and acting
on any other business that may come
before the meeting.
Notice of publication, certified to
by the publisher, that pursuant to the
direction of the City Council, public
notice is hereby given that plans and
specifications and the proposed forms
of contracts .have been adopted by
said City Council for certain street
improvements, over and along the
above named streets.
Petition of property owners on
South Grandview avenue, between
Southern avenue and the south lim-
its of said street, objecting to the
awarding of said contract to any but
the lowest bidder.
Councilman Brede moved that the
notice certified to by the publisher
be received and filed for record.

Resolution.
Whereas, plans and specifications
and form of contract providing for
the construction of street improve-
ments in and upon the streets here-
inafter described, have been hereto-
fore approved by the City Council of
the City of Dubuque and proposals
solicited and received from contrac-
tors for the doing of all work and
the furnishing of all materials nec-
essary to the construction of said
improvements according to said
plans, specifications and form of con-
tracts, and public notice given as
provided by Chapter 23 of the Code
of Iowa, 1924, pertaining to public
contracts and bonds, and the time
and place fixed for the hearing of all
objections to said plans, specifica-
tions or contract for or cost of such
improvements, said time being this
.first day of April, 1925; and
Whereas, the City Council met in
special session, pursuant to legal call
this first day of April, 1925, at 4:30
o'clock P. M., at the Council Cham-
ber in the City Hall for the purpose
of hearing all interested parties and
considering any and all objections
which have been filed to the pro-
posed plans, specifications or con-
tract for or cost of any of the pub-
lic improvements herein described
and proposed to be made; and
Whereas, all interested parties
have been given an opportunity to
be heard and all objections which
have been filed have been duly
weighed and considered; now, there-
fore
Be It Resolved by the City Coun-
cil of the City of Dubuque, that all
objections which have been made
and filed to the plans, specifications,
contract for or cost of any of the
street improvements herein des-
cribed and proposed to be made, be
and the same are overruled and such
plans, specifications and form of con-
tract heretofore approved are hereby
confirmed.
Be it further Resolved, That con-
tracts to be entered into by the City
of Dubuque for the street improve-
ments herein described with the con-
tractors who have submitted the
lowest bids therefor, as heretofore
determined by the City Council ac-
cording to such plans and specifica-
tions, namely, to -wit:

cost of said improvements be made
a matter of permanent record in con-
nection with said improvement.

Petition of Molo Sand and Gravel
Co. to build a landing platform on
the Third street extension for the
purpose of unloading sand to be
loaded on a conveyor so as to de-
liver on cars.
They have also petitioned the pro-
per officials of the U. S. Government
for like permission, and they have
no objections.
Councilman Brede moved that the
prayer of the petition be granted.

Gentlemen: Recently I was auth-
orized to receive bids for the tri-
angular lot at the corner of Cherry
and Avoca streets, Lot 328, Wood -
lawn Park Addition.
I beg to advise that the following
bids were received at twelve o'clock
today.
Stephen Keannely, $100.00.
R. J. Curtis, $110.00.
This particular lot runs out to a
point which extends over what
should be the south line of Cherry
street. If this lot is sold, I would
recommend that only that part be
deeded which lies south of the south
line of Cherry street produced.

Mayor and Clerk be authorized to
execute a deed for the above lot to
the high bidder. Seconded by Coun-

Petition of Geo. _ Vollrath, asking
for a reduction in assessment for the
improvement of Althauser street, re-
ferred to the Council at a previous
meeting. The assessment against
this lot, being the N. E. 3 feet of Lot
5 of Min. Lot 470, is $132.34. Coun-
cil viewed the property and recom-
mends a reduction of 50 per cent.

Councilman Bred() moved that the
assessment be reduced 50 per cent
and the Auditor be instructed to
draw a warrant for the difference,
$66.17, on the General Fund in favor
of the Special Assessment Fund to
make up this shortage. Seconded by
Councilman Gabriel. Carried by the
following vote:

Petition of Leader Oil Co. to in-
stall a gasoline filling station in front
of Sam Cartigny's store, corner of
Jackson and 30th streets. Council

the prayer of the petition be granted,
providing they install the tank on
the 30th street side of the said store,

Resolution.
Be it Resolved by the City Coun-
cil of Dubuque, That it is deemed
advisable to lend its assistance in as
far as possible to the promotion of
baseball in Dubuque in order that
this sport may be encouraged and
that Dubuque may receive its full
measure of benefit which naturally
comes to a city having a live, well
managed club, and be it further
Resolved that the Mayor be and he
is hereby authorized to enter into a
lease with Joe McGinnity and John
Armstrong, owners of the Dubuque
Base Ball Club, for a period com-
mencing April 1st, 1925, and ending
September 15th, 1925, for the use of
the Municipal Athletic Field upon
such terms and conditions as will
result in mutual advantage to the
City of Dubuque and the owners of
said club, and return said lease to
this Council for its approval.

elected at the city election held in
March 1924 to take office for the
term beginning April, 1925.

Dr. James Alderson be appointed to
succeed himself as Mayor of the City
of Dubuque for the ensuing year.

An Ordinance amending an ordin-
ance entitled "An ordinance estab-
lishing a Building Code for the City
of Dubuque; creating the office of
Building Commissioner, fixing the
salary of said officer, and defining
the powers and duties of such Build-
ing Commissioner, and prescribing
penalties for the violation thereof,"
the same being known as the Build-
ing Code of the City of Dubuque,
Iowa, by striking out the word "fire"
in Section 404 and inserting in lieu
thereof the word "City" and by
striking out the word "Fire" in Sec-
tion 416 and inserting in lieu there-
of the word "City." Presented and
read a second time.

gust 20th, 1921, being $489.40 and 5
per cent interest per annum from
date of advertising to date of re-
demption, being North 6 feet of Lot
5 Finley Add., Lot 6 Finley Add., and
Lot 165 Finley Add. On Lots 7 and
8, Lawrence Dubuque Add., which
lots were assessed in 1911 for a sani-
tary sewer, original assessment be-

Petition of J. F. Kircher, owner of
Lot 1 of 2 of Babcock's Add., stating
that this land is within the .corporate
limits of the City and is used for
agricultural purposes only, that he
was assessed 57 mills and the state
law provides that lands of this kind
should be assessed for 7 mills only,
that he has paid the first half of his
taxes on the 57 mills basis, and he
hereby asks that the tax rate be
placed at 7 mills and he be refunded
what he had overpaid. -

and the County Treasurer be notified

Resolution Awarding Contract.
Wheras, proposals have been sub-
mitted by contractors for the im-
provement of White street from the
north line of 27th street to the
south line of 32nd street and Uhlrich-
Paley Co., contractor, has submitted
the lowest bid for the furnishing of
all labor and materials and perform-
ing the work as provided for in the
plans and specification; now there-
fore
Be it resolved by the City Coun-
cil of the City of Dubuque that the
contract for the improvement of
White street be awarded to Uhlrich-
Paley Co. for Vibrolithic, and the
Mayor and Manager be and they are
hereby directed to execute a contract
on behalf of the City of Dubuque for
the complete performance of said
work.
Be it further resolved that this
resolution being deemed urgent and
of immediate necessity become effec-
tive from and after its passage and
adoption by the City Council.

of March upon first reading.

matic and electrically controlled sig-
nal devices at the Cascade railroad
crossing, instead of requiring the at-
tendance of a watchman at said
place, be granted. There being no
objections made by any parties
to the substitutes herein provided

Gentlemen: The city owns consid-
erable river frontage. One section,
from Dodge to Railroad avenue, is
lensed to people for house boats.
These leases expire on June 1st.
My attention has been called to
the disorderly character of a number
of the parties who live in this block.
A reference to the Police Depart-
ment records shows that there have
been eighty -four arrests made in this
block in two years, for the most part
of tenants on this city property. The
charges are very largely intoxica-
tion, although a number for operat-
ing disorderly 'houses are included,
as well as breaking and entering,
murder, larceny and others.
It seems to me that it might be
desirable for the City to order all of
our present tenants to vacate and
clean up this disorderly district in
this way instead of leasing this prop-
erty for another year.
I am reporting this matter to the
Council for their consideration.

Building Commissioner, fixing the

same being known as the Building

Be it ordained by the City Coun-
cil of the City of Dubuque:
Section 1. That an Ordinance en-
titled "An Ordinance establishing a
Building Code for the City of Du-
buque; creating the office of Build-
ing Commissioner, fixing the salary
of said officer and defining the pow-
ers and duties of such Building Com-
missioner, and prescribing penalties
for the violation thereof," be and
the same is hereby amended by strik-
ing out of Section 404 the word
"Fire" and inserting in lieu thereof
the word "City" so that section thus
amended will read as follows:
Section 404. PROHIBITED. On
any building to be erected or recon
structed, it shall be unlawful to build
any outstanding stairway, piazzas or
balconies where same shall project
over street or alley line within the
City limits except as herein pro-
vided for under "Fire Escapes."
Section 2. That said Ordinance be
further by striking out from
Section 416 the word "Fire," and in-
serting therein the word "City ", so
that said section shall hereafter
read as follows:
"Section 416. FENCES. Wooden
fences shall not exceed five (5) feet
in height inside City limits. Exist-
ing wooden fences within the City
limits shall be made to conform with
this requirement. This does not ap-
ply to industrial plants or yards."
Section 2. This Ordinance shall be
in force and effect ten days from and
after its final passage and adopted
and publication as provided by law.

Gentlemen: The petition of prop-
erty owners in the vicinity of An-
gella street, Cox street and West
17th street, asking that a culvert be
put in at 17th and Cox street after
which this intersection will be grad-
ually fitted so as to bring Cox street
to grade, was referred to the City
Manager at the meeting held on
April 6th.
I have investigated the matter and
find that about two hundred and
fifty feet of three foot culvert will
be needed. I think that this can be
bought for approximately $6.00 per
foot.
When the proposition was referred
to me I felt that it ought not to be
done at this time. When I went out
on the ground and investigated con-
ditions I came to the conclusion that
this culvert ought to be put in with-
out further delay. It can of course,
,be constructed only by general city
funds and the cost will be about
$1600.00.
I would recommend that this work
be done and paid for out of the cur-
rent funds not otherwise appropriat-
ed. If this culvert is placed it will
only be a few years before Cox
street is brought to grade from West
17th street to Angella street. This
will be a wonderfully fine way to
get through from 14th street to the
Angella Hill and will mean a great
deal to thin particular section. For
that reason I recommend that the
work be done at this time.

Gentlemen: Peter Semon, is the
owner of Lot 213 Woodlawn Park Ad-
dition. This lot was assessed $3.00

the owner to the city he paid the
assessment and later investigated it
and came to the conclusion that no
weeds were cut on this property.
A rodman in the Engineer's office
who •prepared the assessment roll
was out on the ground with Mr. Se-
mon and grants that there was an
error made in the assessment.
I would therefore recommend that
a warrant be drawn on the General
Fund in favor of Peter Semen, in
the sum of $3.00 to reimburse him
for the erroneous assessment levied
against his lot.
