INTRODUCTION
This memorandum requests City Council approval of a Resolution endorsing a RISE grant
application for road improvements to the east entrance to the Dubuque Industrial Center
West on Chavenelle Road. The road reconstruction of this heavily traveled section of
Chavenelle Road is needed to support the continued high-quality service Dubuque is able
to provide to its businesses, facilitating their success in the City.
BACKGROUND
The lowa Department of Transportation (IDOT) administers the Revitalize lowa's Sound
Economy (RISE) program which provides funding in support of local and/or regional
economic development efforts. The RISE Funding may be used to assist construction of
new roadways and reconstruction of existing roadways to support new economic
development initiatives.
A local match of not less than fifty percent is required in the Competitive RISE program.
The City has General Obligation Bond, DICW TIF, and Special Assessment proceeds to
use as a local match.
Dubuque has seen continued growth in the Dubuque Industrial Center since its inception
in 1980. Growth has been steady over the years due to adequate land purchases and
improvements to support development, with swift job growth over the past three years.
Myriad local business expansions and the attraction of national companies have
introduced additional traffic across Chavenelle Road within the last three years.
Medline expanded its operations in the City of Dubuque increasing their workforce by 105
full-time employees for a total of 586 full-time employees. The company made an $18.4
million capital investment in a new 120,000 square foot facility at 1595 Innovation Drive
(adjacent to Chavenelle Road).
Progressive Processing, LLC (Hormel) expanded its operations increasing their
workforce by 58 full-time jobs for a total of 359 full-time employees. Hormel also invested
$13,000,000 in machinery and building improvements to increase production capacity at
1205 Chavenelle Court.
Unison Solutions, Inc., located at 5301 and 5451 Chavenelle, planned a $1.8 million
building expansion and committed to creating 10 additional jobs. To date, the company
has added 20 full-time jobs for a total of 45 full-time jobs.
Walter Development, LLC (Hodge Companies) negotiated leases with two companies,
Crown Holdings and Duluth Holdings, Inc., relocating their operations to the City of
Dubuque. These two companies collectively agreed to add at least 116 new jobs to the
community. To accommodate Walter Development constructed a $9 million facility of
approximately 216,000 square feet at 5955 Chavenelle Road. Duluth Holdings had
tremendous success in its initial year in Dubuque, hiring a core team of fulltime staff as
well as several hundred seasonal employees, prompting the company to grow its
distribution operations as well as automate its facility. Crown Holdings is now also
contemplating an expansion. Those conversations are still underway.
In December 2020, the City of Dubuque entered into a Development Agreement with
Simmons Pet Food, Inc. for the company to occupy and expand an existing facility at 501
Seippel Road. Although directly adjacent to Highway 20 and the Southwest Arterial, the
facility is most easily reached from many of Dubuque's residential areas by-way-of
Chavenelle Road. The company has committed to creating 271 full-time jobs within three
years with wages averaging in excess of$20/hour.
In addition to the extensive expansions in the area over the past three years, 2021 is
promising even more growth. Several companies have purchased expansion properties
or are in conversations to expand along Chavenelle Road. Past and present expansions
are expected to significantly increase the volume of traffic (commercial and workforce) at
the east gateway to the Dubuque Industrial Center West.

To continue this growth pattern, Dubuque has identified the need to make road
improvements on Chavenelle Road between the Northwest Arterial and Radford Road.
This original entrance road was constructed in 1980 and has seen heavy traffic ever since.
The current condition has been identified as "poor" by the lowa Concrete Paving
Association in partnership with the City of Dubuque. All joints have failed/faulted, causing
damage to trucks and other vehicles.
Existing companies located in the area have been vocal about the need to repair this
road. In regular conversations with Greater Dubuque Development staff, company
leadership at over 20 companies have expressed their concern about the condition of the
road. This improvement is needed to facilitate business expansion and retention in the
area.
DISCUSSION
The attached Resolution authorizes an application requesting RISE Funds for the project
in the amount of$1,876,907. Proposed improvements to Chavenelle include the removal
and replacement of PCC pavement, construction of stone sub-base, replacement of
driveways, reconstruction of storm sewer intakes, and installation of pavement subdrains.
Additionally, there will be watermain replacement in the corridor funded by the Watermain
Replacement fund. The construction timeframe is estimated to take approximately 4
months to allow for staging and pavement curing.
The Resolution contains provisions required by IDOT, including an endorsement of the
project, a certification that the roadway is dedicated to public use and will remain so
dedicated and the assurance that the City assumes responsibility for the ongoing
maintenance of the roadway improvement. The total estimated cost of the roadway
project is $4,129,195 which includes design and engineering and construction services.
The application requests that the State fund 50% of eligible costs ($1,876,907) with a
RISE grant. The balance of street project cost will be funded by proceeds from General
Obligation Bond, DICW TIF, and Special Assessments. A detailed cost estimate is
attached.
RECOMMENDATION/ ACTION STEP
I recommend that the City Council adopt the attached resolution endorsing the
submission of an application for a RISE grant for this roadway project. This project will
facilitate business expansion and retention in the Dubuque Industrial Center West.
If the City is successful with this application, we will return to the City Council for approval
of the grant agreement and finalization of local match funding.

ENDORSING THE SUBMISSION OF A REVITALIZE IOWA'S SOUND ECONOMY
(RISE) APPLICATION TO THE IOWA DEPARTMENT OF TRANSPORTATION FOR
ROADWAY IMPROVEMENTS TO THE EAST ENTRANCE OF THE DUBUQUE
INDUSTRIAL CENTER WEST ON CHAVENELLE ROAD IN THE CITY OF DUBUQUE
WHEREAS, the City Council of the City of Dubuque acknowledges that economic
development opportunities require adequate public infrastructure in order to retain and
attract new job creating businesses and industries; and
WHEREAS, the City Council has determined the Dubuque Industrial Center West
requires public roadway improvements to accommodate existing businesses and to
attract new job creating businesses and industries; and
WHEREAS, the Iowa Department of Transportation, through its Revitalize Iowa's
Sound Economy (RISE) Competitive Project Funding, has monies available for the
development of public roadways to support economic development opportunities; and
WHEREAS, the City Council finds that it is in the interests of the City of Dubuque
to apply for competitive funding in order to offset those certain costs of roadway
improvements to accommodate existing businesses and to attract new job creating
businesses and industries.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That the City Council of the City of Dubuque hereby endorses the
application to the Iowa Department of Transportation for RISE funding to provide roadway
improvements to the East Entrance of the Dubuque Industrial Center West.
Section 2. That the City Council of the City of Dubuque hereby certifies that the
roadway improvements will be dedicated to public use and will remain so dedicated to
public use and that General Obligation Bond funds will be available to finance the City of
Dubuque's portion of project costs.
Section 3. That the City of Dubuque hereby assumes responsibility for ongoing
maintenance of these roadway improvements and will ensures that the roadway will be
adequately maintained in the future.

Dubuque has seen continued growth in the Dubuque Industrial Center since its
conception in 1980. Growth has been steady over the years due to adequate land

The following projects are a combination of local business expansions and the attraction
of national companies. All of these projects bring additional traffic across Chavenelle
Road.
In 2018 Medline expanded its operations in the City of Dubuque from 481 employees with
the addition of at least 105 new full-time employees. The company made an $18.4 million
capital investment in a new 120,000 square foot facility at 1595 Innovation Drive (adjacent
to Chavenelle Road).
In 2019, Hormel/Progressive Processing, LLC invested $13,000,000 in machinery and
building improvements to increase production capacity at 1205 Chavenelle Court. These
improvements brought the processing of two additional product lines to this facility, as
well as 58 new full-time jobs.
Also, in 2019, Unison Solutions, Inc., located at 5301 and 5451 Chavenelle, planned a

date has, in fact, added 20 full-time jobs to meet their customers' needs.
At the same time, Walter Development, LLC (Hodge Companies) negotiated leases with
two companies, Crown Holdings and Duluth Holdings, Inc., looking to relocate operations
to the City of Dubuque. Those two companies collectively agreed to add at least 116 new
jobs to the community. The companies agreed to lease space at Walter Development's
property at 7500 Chavenelle Road.
In order to accommodate the two new companies, Walter Development
constructed a $9 million facility of approximately 216,000 square feet at 5955
Chavenelle Road. This facility was intended to provide space for the relocation of
Hodge employees that had been at 7500 Chavenelle. However, Duluth Holdings
had tremendous success in its initial year in Dubuque, hiring a core team of fulltime
staff as well as several hundred seasonal employees, prompting the company to
grow its distribution operations as well as automate its facility. In 2020, Walter
Development and Duluth Holdings agreed the latter would install its automated
equipment at 5955 Chavenelle and move its distribution operations to that location
after the installation is complete.

Crown Holdings is now also contemplating an expansion, and those conversations
are still underway.
In December 2020, the City of Dubuque entered into a development agreement with
Simmons Pet Food, Inc. for the company to occupy and expand an existing facility at 501
Seippel Road. Although directly adjacent to Highway 20 and the Southwest Arterial, the
facility is most easily reached from many of Dubuque's residential areas via Chavenelle
Road. The company has committed to creating 271 full-time jobs within three years with
wages averaging in excess of$20/hour.
2021 is promising even more growth, prompting the need to reconstruct the eastern
entrance to the Dubuque InduStrial Center West. This improvement is needed to facilitate
business expansion and retention in the area.
A local company is in final negotiations with a Last Mile Distribution Center at 7200
Chavenelle. That project is still pending between the parties, but if finalized will bring
numerous commercial vehicles along Chavenelle Road daily.
Another local company is considering an expansion at the corner of Chavenelle Road
and Innovation Drive. Plans are to have the facility operational in 2022. Not only will this
create new jobs, but it will involve the production of additional material to be transported
in and out of the industrial park.
Medical Associates has recently purchased property at the far east end of Chavenelle
Road in order to building a new clinic. The project is currently in the design phase, with
plans to open its doors in 2022. The opening of this facility is expected to significantly
increase the volume of traffic at the east gateway to the industrial park.
In order to continue this growth pattern, Dubuque has identified the need to make road
improvements at the east entrance to the industrial park on Chavenelle Road. This
original entrance road was constructed in 1980 and has seen heavy traffic ever since.
The current condition has been identified as "poor" by the lowa Concrete Paving
Association in partnership with the City of Dubuque. All joints have failed/faulted, causing
damage to trucks and other vehicles.
And companies have been vocal about the need to repair this road. In regular
conversations with Greater Dubuque Development staff, company leadership at over 20
companies have expressed their concern about the condition of the road. Many
comments include the words "horrible" and "terrible" when asked about the condition of
Chavenelle Road. Staff have also been told by companies that the road "really needs�to
be fixed —time and money are lost."
Current traffic counts are 6,950 AADT at the easterly end of the proposed road
reconstruction of Chavenelle Road, and 4,900 AADT at the westerly end of this section

of road. (traffic counts attached). This stretch of road serves as a main artery to access
the companies extending to the west of. this area in the industrial park, including our
Certified Site (McFadden Area).
We look forward to the State's partnership in the reconstruction of this heavily traveled
section of Chavenelle Road in order to support the continued high quality service
Dubuque is able to provide to its businesses, facilitating their success in lowa.

PROJECT NARRATIVE
Chavenelle Road between Radford Road and the NW Arterial (IA 32) was originally
constructed in 1981 as part of fihe Dubuque Industrial Center development. The 8" thick
concrete pavement has served out its life and is now in a state requiring reconstruction.
This pavement was constructed with little stone base over expansive soils that has led
to the poor current condition of the pavement. At the time of original construction, a 4-
lane road section was selected to accommodate the anticipated large truck traffic
volumes. The pavement width af Chavenelle Road is currently 49 feet.
The proposed improvements to Chavenelle Road from the NW Arterial (IA 32) to
Radford Road will include the removal and replacement of the PCC pavement,
construction of stone sub-base, replacement of driveways, reconstruction of sfiorm
sewer intakes, and installation of pavement subdrains. Additionally, there will be
watermain replacement in the corridor which will be funded by the Watermain
Replacements fund.
The project will be phased so access to driveways and the roadway is maintained. The
anticipated construction timeframe is estimated to take approximately 4 months to allow
for staging and pavement curing.
The City has received public feedback from some large employers in the corridor
concerning the condition of the street. The roadway acted as part of the detour for
trucks when the SW Arterial was constructed. This detour use also contributed to the
pavement decline.
PROPOSED SCHEDULE
The schedule is anticipated to include 4 months of construction. The city is currently
designing the street with the assistance of Veenstra and Kimm. The plan development
is following lowa SUDAS design standards. Based on the required IDOT review the
following schedule is anticipated.
1) Development of construction plan set— 2 months
2) lowa DOT review of plan set and response to comments — 2 months
3) City Council bidding and process — 2 months
4) Construction of improvements —4 months

from NW Arterial to Radford Rd in the Dubuque Industrial Center.
This project is consistent with the Dubuque Metropolitan Area Transportation study (DMATS)
2045 Long Range Transportation Plan. A part of the overall goal is to manage and maintain
the existing transportation system to maximize performance. The Improvements to Chavenelle
Rd will promote economic development in the region, by providing access to existing and

Dubuque Site Recognized as an lowa Certified Site
November 6, 2017 - (DES MOINES, IA) - The lornia Economic Development Authority
(IEDA) announced that a "development-ready" site near Dubuque's Industrial
Center West is the latest industrial site to achieve certification through the lowa
Gertified Sites Program. It joins 18 other sites in the state that have been designated
as project-ready.
The City-owned property cansists of six parcels covering 163 total acres, of which
103 acres are deveiopable. Located adjacent to the existing bubuque lndustrial
Center West, the property lies north of Chavenelle Rd., west of Radford Rd., and
south of Pennsylvania Ave. It was purchasecl by the City in 2015 and is known as
the Dubuque Industrial Center-McFadden site because it was formerly part of the
McFadden family farm.
"This designation wiill be helpful in marketing the property, especially to companies
looking for sites that are relatively risk-free," said City of Dubuque Economic
Development Director Maurice Jones. "The certification process is rigorous, which
is evident in the fact that only 19 sites 5tatewide are designated thus far."
In an effort to address the lack of project-ready industrial sites in lawa, the IEDA
launched the lowa Certified Sites Program in 2012, It is �n independent, third-party
certification program that uses the nationally recognized site selection firm of
McCallum Sweeney Consulting (MSC) as the sole certifying agent. The lowa
Cer#ified Sites Program is desic�ned to consider a combination ofi national site
location standards as well as lowa's natural assets and industry needs of khe state's
targeted sectors�
