Van Milligen, City Manager SUBJECT: Long Range Planning Advisory Commission and Housing Commission Membership Ordinance Modifications DATE: February 9, 2021 Planning Services Manager Wally Wernimont and Housing Community Development Director Alexis Steger, along with the Long Range Planning Advisory Commission, recommend City Council approval of two ordinances for cross representation on the Long Range Planning Advisory Commission and Housing Commission. The two ordinances allow for the Housing Commission to choose from its membership one representative, with a required subsequent appointment from City Council. The Long Range Planning Advisory Commission reviewed the propose ordinance change at their January 2021 meeting. By a vote of 3 to 0 with one abstention (due to technology difficulties), the Long Range Planning Advisory Commission recommended the approval of the membership ordinance change. The Housing Commission was presented the proposed ordinance change at their February 1, 2021 meeting and did not object to the proposed ordinance change. The change attempts to improve the ability to recruit and retain one member, while bringing specific expertise to the Commission. Discussion The LRPAC's work has both a broad and narrow focus. It is broad in that the comprehensive planning process touches all aspects of the City work and life. Meanwhile, their role reviewing new Urban Renewal and Revitalization plans is very specialized. The LRPAC also meets on an as-needed basis, so the expectations for commissioners is different than those of many other commissions. These things can make recruitment and retention challenging. The Planning Services Department met with the City Clerk and Human Rights Department to look at recruitment and retention of commissioners. Planning Staff determined there might be value in having a representative from another commission to serve on the LRPAC. Discussions continued with the Housing & Community Development Department and it was determined that a representative from the Housing Commission could provide LRPAC with specialized expertise, perspective and experience. Additionally, it could tap into an existing community member who is already willing to serve. Planning Services Staff worked with the City Attorney, City Clerk and Housing & Community Development Director to guide the process for making the change. The two attached proposed ordinances allow for the Housing Commission to choose from its membership one representative, with a required subsequent appointment from City Council.
