Van Milligen, City Manager FROM: Jill M. Connors, Economic Development Director SUBJECT: Fountain of Youth — Work Session DATE: February 18, 2021 Caprice Jones from Fountain of Youth and Alison Fuller of Driftless Consulting will be presenting a report March 1, 2021 at 5:45 p.m. on the organization's Strategic Plan. Executive summary • Founded in 2016, the Fountain of Youth has been providing critical programming to support individuals experiencing poverty. • Last year, Fountain of Youth served 36 individuals living in poverty and 39 community members directly. In addition, our Facebook live streams reached almost 20,000 members of the Dubuque community, educating them on the challenges facing people living in poverty. • Today the need in Dubuque is greater than ever as poverty rates increase - 16% of Dubuque families are living below the Federal Poverty Level. • Fountain of Youth is uniquely positioned to provide individualized support to people in need.. But, in order for the Fountain of Youth to grow impact in the years to come, we need to invest in solidifying the foundation today. Our plan focuses on 3 components: 1) Program: enhancing and codifying our programming to grow impact 2) Partnerships: building more and stronger partnerships in the community 3) Organizational Capacity: strengthening the organizational and financial capacity to support future growth Strategic plan contents • Defining the need • Fountain of Youth's model and intended impact • Financial projections and fundraising • Implementation planning Fountain of Youth works to support individuals on their journeys out of poverty Vision: Eradicate poverty Mission: To change the mindsets that contribute to generational poverty through community collaboration, resource sharing, mindfulness, and education Fountain of Youth has identified several barriers to breaking out of generational poverty Many people are stuck in a cycle of generational poverty. There are several key barriers that often prevent people from breaking out of that cycle: • Those living in poverty: o Lack of understanding of generational poverty and their own needs o Fixed mindset about what is possible • . • - • • • • The community: o Lack of understanding of the true barriers that exist o Lack of knowledge about how the community can and should support lifting people out of generational poverty . . • Many lack access to resources necessary to break out of the cycle of poverty, such as: food, housing, skills development/education, employment opportunities, health services (including brain health) : , - , • Many people living in generational poverty suffer from brain health issues that go unaddressed and inhibit change • Systemic racism, sexism, and classism make accessing and navigating resources even . more challenging for many people living in poverty • In addition, existing processes and regulations present added barriers (e.g., financial structures, legal precedents, etc.) 1/3 of Dubuque families are surviving at just 200% of the Federal Poverty Level, and poverty rates are rising The City of Dubuque recently conducted a study on poverty which resulted in the Dubuque Community Equitable Poverty x . . Prevention Plan. The study highlighted the significant numbers of people living in poverty in Dubuque. .:...::: . : :..:... ....i::...;...,.:,, ,,:..i. ... .. ...,. . ., . ... ..... , . e .. . * . ;... : ,. : > : Experts agree that the Federal Poverty Level (FPL) Official Pcerty Measure OPM SignEficantly underestimates what it takes to cover the most basic ;;,Le__. J Untferstimates Poerty Lels needs in today's society.
