2020 Property Tax Appeal
Enclosed is a copy of the Stipulation of Settlement regarding a tax assessment appeal
filed by Tamara Ryan with the Property Assessment Appeal Board. lowa Code Sec.
441.44 requires that the Stipulation of Settlement be served upon each of you.
There is one property that is the subject of this appeal. The appeal is for the January 1,
2020 assessed value.
The Ryan Property
The property which is the subject of this appeal and proposed settlement is a home
located at 1759 S Grandview, parcel number 1036426034. The two-story home was
constructed in 2018 and is 6,791 square feet of living area. The home is located in close
proximity to very large high voltage transmission lines and towers which are visible from
the home and the grounds.
Proposed Settlement
The January 1, 2020 assessed value was $1,444,110. Following a protest to the Board
of Review, the Board reduced the assessed value to $1,258,890 based in part on the
close proximity to very large high voltage transmission lines and towers.
After reviewing several reports of the negative effects on market value on upper end
properties next to high voltage transmission lines and towers, the City Assessor
determined that an additional adjustment was needed. The tentative settlement is for an
assessed value for January 1, 2020 of$1,138,580.
Pursuant to the Stipulation of Settlement the appeal will be dismissed and the assessed
value will be adjusted to $1,138,580 for the January 1, 2020 year.
The value for 2020 will be apportioned as follows:
Land $ 194,360
Dwelling $ 944,220
Total $1,138,580
The total tax loss to all taxing bodies is estimated to be $2,140.
The proposed settlement will be presented to the Property Assessment Appeal Board
after fourteen (14) days from the date indicated on the attached Notice of Voluntary
Settlement. If there are any objections to the settlement they should be made known to
the Property Assessment Appeal Board prior to that time. If you have any questions about
