SUBJECT: Proposed Amendment to Master Co-Location and Shared Services
Agreement between the City of Dubuque and Interstate Power and Light

Information Services Manager Chris Kohlmann, Civil Engineer II Dave Ness and
Sustainable Innovation Consultant David Lyons recommend City Council approval of an
amendment to the Master Co-Location and Share Services Agreement with Interstate
Power and Light (IPL) for the installation of a shared fiber conduit route within the City of
Dubuque.
The amendment would add four additional sections to the collaboration between IPL
and the City of Dubuque. The first two sections relate to conduit segments on
Chavenelle Road and Radford Road, where IPL is allowing the City to collaborate on
IPL's installation of conduit. These additions will allow the City to have improved and
redundant service in the Dubuque Industrial Center West and accelerate improved fiber
service to City facilities on the west side, including the Emergency Operations Center.
The second two sections relate to conduit segments on Schmitt Island and Asbury
Road, where City is allowing IPL to collaborate on City's installation of conduit. These
additions will continue to support IPL's fiber build, designed to connect all IPL and
Alliant Energy facilities in lowa and Wisconsin.
Approval of the proposed amendment should have a positive budgetary impact to the City
by reducing the costs of installing conduit into the City network through cost-sharing and
collaboration with IPL. The City of Dubuque is receiving $106,104 in value through this
amendment. IPL is receiving $88,373 in value and a credit against future license costs of
$17,731. It should also reduce City costs for installing conduit and fiber already approved
within existing City budgets, creating new major redundant fiber routes to protect and
support existing City networks and creating new revenue generated through the license or
sale of new conduit and fiber capacity.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION.
The purpose of this memo is to request approval of an amendment to the Master
Colocation and Shared Services Agreement with Interstate Power and Light (IPL) for
the installation of a shared fiber conduit route within the City of Dubuque.
BACKGROUND.
In 2016 the City of Dubuque undertook its Broadband Acceleration Initiative. The
Initiative focuses on public/private collaborations and includes a comprehensive
strategy to reduce the cost and time required for broadband expansions in Dubuque.
One effort within that strategy is the use of"Master Agreements", where an overall legal,
structural, and financial relationship is established between the City and broadband
providers and approved by City Council. Project Statements carried out pursuant to that
Master Agreement can then be quickly considered and approved. In late 2018 the City
was made aware of a pending project by Interstate Power and Light and Alliant Energy
to link all the utility's generation, distribution and office facilities in lowa and Wisconsin
via dedicated broadband fiber. Teams from the utility and the City met and worked over
the subsequent year to determine (a) how IPL could best deal with the geographic
challenges of Dubuque and the crossing of the Mississippi via the lowa/Wisconsin
Bridge; and (b) how this new fiber build could assist the City in its broadband
acceleration efforts. It was determined that both outcomes could be accomplished by a
"joint build" which the teams then set about designing.
DISCUSSION.
The proposed amendment would add four additional sections to the collaboration
between IPL and the City of Dubuque. The first two sections relate to conduit
segments on Chanvenelle Road and Radford Road, where IPL is allowing the City to
collaborate on IPL's installation of conduit. These additions will allow the City to have

cost to City of providing a state-of-the-art fiber optic infrastructure and assists our
electric power franchisee to improve the resiliency of their system. We would

AMENDMENT 4 TO MASTER CO-LOCATION AND SHARED SERVICES AGREEMENT
This Amendment is made this _____ day of ________, 2021, by and between Interstate Power
and Light Company and the City of Dubuque, Iowa, the parties to a Master Co-Location and Shared
Services Agreement dated the 3rd day of February, 2020, and designated as Contract No. 53385 (the
“Agreement”).
WHEREAS, the parties wish to amend the Agreement by incorporating Project Statement #4 as a
supplemental Exhibit.
The parties have reached an understanding regarding the Agreement, and by this Amendment
reduce the understanding to binding form.
Project Statement # 4 – is hereby incorporated into the Agreement as a supplemental Exhibit:
Pursuant to the Master Co-locations and Shared Services Agreement between City of Dubuque (CITY)
and Interstate Power and Light (IPL), dated February 3, 2020 and attached hereto, the Parties hereby
agree to the following PROJECT STATEMENT:
Narrative description of co -locations and services sharing:
1. IPL will allow City to purchase certain unused conduit, further defined below, for purposes of
providing fiber-optic communication services for itself and affiliated entities and improving
customer service and security.
CITY is responsible for managing and maintaining the conduit and fiber therein.
CITY is responsible for obtaining all permits required from Federal, State or Local government
including but not limited to the Department of Transportation, U.S. Army Corps of Engineers, Iowa
Department of Natural R esources and railroads, for work on the conduit.
Co -locations or service sites:
- The purchase of one 7-way 16/12 mm micro-duct conduit being installed on Radford Road and
described further as running on Radford Road from approximately Pennsylvania Avenue/Middle
Road to Chavenelle Road. This conduit is estimated at 3,625 linear feet and valued at $8.70 per
linear foot for a cost of $31,537.50.
- The purchase of one 7-way 16/12 mm micro-duct conduit being installed on Chavenelle Road
and described further as running on Chavenelle Road from approximately Radford Road to
Seippel Road. This conduit is estimated at 8,575 linear feet and valued at $8.70 per linear foot
for a cost of $74,602.50.
2. CITY shall allow IPL to purchase certain unused conduit, further defined below, for purposes of
providing fiber-optic communication services for itself and affiliated entities and improving
customer service and security.

Co -locations or service sites :
-The purchase of two 1.25-inch conduits being installed on Chaplain Schmitt Island. The
conduit is estimated at 4,200 linear feet. With installation services, restoration and four
handholds, it is valued at $49,590. There is also the potential for one additional large vault.
-The purchase of two 1.25-inch conduits being installed from approximately the intersection
of Asbury Road and Carter Road to the intersection of Asbury Road and John F. Kennedy
Road. The conduit is estimated at 5,400 linear feet. With installation services, restoration
and one handhold, it is valued at $38,783.
Charges and Payment Terms:
CITY is receiving $106,104 in value. IPL is receiving $88,373 in value. IPL will be credited with $17,731
($106,104 - $88,373) toward any outstanding license fees or costs of co-location or shared services with
CITY . If the large vault for IPL is required for Chaplain Schmitt Island, the cost shall be deducted from
this credit.
