SUGGESTED DISPOSITION: TO: Mike Van Milligen, City Manager FROM: Mary Rose Corrigan, Public Health Specialist SUBJECT: COVID-19 City Council Work Session update DATE: June 7, 2021 BACKGROUND INFORMATION The Dubuque County Public Health Incident Management (IMT) team consisting of City of Dubuque Health Services Department (Mary Rose Corrigan) Dubuque County Health Department, (Patrice Lambert) VNA (Stacey Killian) and the Dubuque County Emergency Management Agency (Tom Berger), along with both hospitals continue in full activation. The IMT also consists of county Health Department Assistant Director, Samantha Kloft and City of Dubuque Health Services Department Environmental Sanitarians Tim Link and Sydney Moquin. We are coordinating our response efforts in conjunction with the Iowa Department of Public Health (IDPH), and with guidance from CDC via weekly webinars and direct contact with our regional epidemiologist. Randy Gehl serves as the Public Information (PIO) officer for the IMT. Another section of the IMT is vulnerable populations, lead by Kelly Larson, Human Rights Director. The vulnerable populations section is assisted by the Equity Imersion Committee and many community partners. COVID -19 Vaccine administration data can be found at https://coronavirus.iowa.gov/pages/vaccineinformation#VaccineInformation Vaccination scheduling and access information can be found at https://www.cityofdubuque.org/2965/COVID-19-Vaccinations and Vaccinate.Iowa.gov, and at https://vaccinefinder.org/ Long Term Care facility status Dubuque County currently has no long term care facility (LTC) outbreaks and the state of Iowa reports three facility outbreaks. To date VNA has fielded over 42,285 contacts calls/contact from the community (which is 439 more since the May 17, 2021 report.) The VNA continues contact tracing for positive cases along with providing daily public health follow up to facilities with significant new cases. VNA staff have administered 7,153 vaccines continues to partner with the Equity Immersion Committee to schedule vulnerable populations through various barriers reducing strategies. Emergency Management Agency (EMA) Director Tom Berger reports no shortages of PPE. The EMA continues to provide logistical and operational support for the POD and ongoing vaccination planning in conjunction with City Health Services staff. The state is distributing their PPE stockpile to counties based on need. Hospital Capacity Planning The IMT continues to monitor hospital capacity and capability and communicate with MercyOne and UnityPoint Finley Hospitals. This includes monitoring new cases, outbreaks and other data points to assure that hospitals continue to plan for surges while maintaining services for other non-COVID-19 patients. Public Information  The PIO team continues to promote vaccination clinics and the Sleeves Up! campaign through all channels available and assists with clinic signage. PIO staff will continue to provide messaging that includes updates to the safety and effectiveness of the vaccines, FAQs and misinformation along with promotion of public vaccination clinics as they become available. COVID- 19 Vaccination The IMT manages the IDPH vaccine allocations along with partnering with local pharmacies are who are receiving vaccine through the Federal Retail Pharmacy Program. We now receive allocation notifications on Monday mornings and prime and booster doses are no longer separated. The local distribution is based on provider needs and requests A community point of distribution (POD) for vaccine providers to administer vaccines has been operational since Feb 10, 2021 at the Kennedy Mall former women’s Younkers store. Unity Point Finley, and VNA, continue to utilize the POD while other providers have transitioned to their own facilities and/or community outreach clinics. As vaccine demand declines, hours and providers will be reduced at the Kennedy Mall POD. During June, the POD will be open on Fridays from 9 am - 6 pm for walk-in and appointment vaccinations, provided by the VNA and other providers as needed. The IMT is evaluating the need for continuing the POD at the Kennedy Mall site beyond June. The IMT will continue to facilitate, develop and plan smaller community-based, outreach vaccination clinics since we are often reminded by individuals attending that these clinics are their only vaccination opportunity. Upcoming clinics at the following outreach locations: Farley Memorial Hall, June 7, 2021 4-7 pm (VNA) Millwork Market, June 10, 2021 Corporate Community Games, June 11, 2021 (Hartigs) Walk ins/initial vaccinations continue to be significant at the Kennedy Mall POD- we are currently evaluating continuation of this site beyond June 30th based on vaccines administered there. In addition to vaccine administration at the POD on Friday’s in June, VNA will be offering walk in appts at their main location on Iowa St on some Mondays in June and July along with various community outreach sites In addition, health care providers and pharmacies continue to offer vaccinations at their sites. To facilitate access to vaccination appointments, the Dubuque County Sleeves Up phone line at 563 587 4950 continues, staffed by city staff who have shifted their job responsibilities. Call takers facilitate vaccine clinic locations, appointment making and internet navigation though inbound and outbound calls to connect people to vaccines. Looking ahead • As private clinics and hospitals incorporate vaccination into their daily work and patient visits, the IMT will continue planning for meeting community wide vaccination needs.
