Van Milligen, City Manager FROM: Gus Psihoyos, City Engineer DATE: May 27, 2021 RE: 2021 Asphalt Overlay Ramp Project 4 INTRODUCTION The attached resolution authorizes the award of the construction contract for the 2021 Asphalt Overlay Ramp Project 4. BACKGROUND Since 1990, the City of Dubuque has installed pedestrian access ramps around the City of Dubuque to conform with the American with Disabilities Act (ADA). The pedestrian access ramps allow people with mobility difficulties to access the City's sidewalk system. The design standards for these ramps have evolved over time as more ramps have been installed and standards have changed. Since 2011, The City of Dubuque has followed the "Proposed Accessibility Guidelines for Pedestrian Facilities in the Public Right-of-Way." These are updated standards to use for facilities in the public right-of-way and addressed issues brought up since the original ADA standards were developed. The lowa Department of Transportation has adopted the PROWAG standards. The Federal Highway Administration (FHWA) has also adopted the standards and requires all cities that receive federal funding to follow these standards. DISCUSSION The 2021 Asphalt Overlay Ramp Project 4 will provide for the replacement of thirty-three (33)access ramps and seven (7) storm water intakes in conjunction with the Public Works Asphalt Overlay program at the following locations: 1. Jackson Street at E 12t" Street, two radius ramps. 2. Jackson Street at E 14t" Street, four radius ramps. 3. Jackson Street at E 15th Street, three radius ramps and two storm intakes. 4. Jackson Street at E 16�h Street, three double ramps. 5. Jackson Street at E 18th Street, four radius ramps and two storm intakes. 6. Jackson Street at E 19�h Street, four radius ramps and two storm intakes. 7. Jackson Street at E 20th Street, one single and three radius ramps. 8. Jackson Street at E 21St Street, two single, two double ramps and one storm intake. PUBLIC ENGAGEMENT The Public Works Department mail letters to property owners and the Engineering Department have developed door hangers for residents notifying residents of the overlay and ramp project. BID RESULTS The City received bids on May 13, 2021, for the 2021 Asphalt Overlay Ramp Project 4. Tschiggfrie Excavating Co. of Dubuque, lowa, submitted the low bid in the amount of $159,452.10. Which is 1.91% below the engineer's estimate. Breitfelder City of Dubuque City Clerk 50 W 13th St Dubuque, Iowa 52001 (563)589-4100 RESOLUTION NO. 178-21 AWARDING THE PUBLIC IMPROVEMENT CONTRACT FOR THE 2021 ASPHALT OVERLAY RAMP PROJECT 4 NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Whereas, sealed proposals have been submitted by contractors for the 2021 Asphalt Overlay Ramp Project 4, (the Project) pursuant to Resolution No. 123-21 and Notice to Bidders published on the City of Dubuque, Iowa website and plan room service with statewide circulation on the 23rd day of April 2021. Whereas, said sealed proposals were opened and read on the 13th day of May 2021 and it has been determined that Tschiggfrie Excavating Co. of Dubuque, Iowa, with a low bid in the amount of $159,452.10 is the lowest responsive, responsible bidder for the Project. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That a Public Improvement Contract for the Project is hereby awarded to Tschiggfrie Excavating, Co. and the City Manager is hereby directed to execute a Public Improvement Contract on behalf of the City of Dubuque for the Project.
