BACKGROUND In November of 2013, the City Council passed Resolution 335-13 adopting the 2013 Drainage Basin Master Plan Amendment. The amended Drainage Basin Master Plan outlined several improvements throughout the Bee Branch watershed to mitigate the effects of future flooding and disasters. Collectively, the improvements form the basis of the Bee Branch Watershed Flood Mitigation Project outlined in Table 1 below. Table 1. In December of 2013, the City's use of $98,494,178 in state sales tax increment funding was approved for the Bee Branch Watershed Flood Mitigation Project. In February of 2019, the City Council awarded the construction contract for the Upper Bee Branch Creek Railroad Culverts Project in the amount of 25,900,000.00. Improvements to convert the existing box culverts under the railroad tracks into a pedestrian trail was bid as one of four bid alternates. Because the bid was 1.24% more than the engineer's estimate, none of the bid alternates were included in the construction contract at award. In March of 2019, the City Council adopted Resolution 70-19, authorizing an application for Land and Water Conservation Fund (LCWF) grant funding for the Bee Branch Creek Trail Connector, the same improvements that were bid as an alternate on the Upper Bee Branch Creek Railroad Culverts Project. In April of 2019, the lowa Department of Natural Resources (IDNR), who administers the grant on behalf of the National Parks Service, notified the City that the City's application for $175,000 in LCWF grant funding had been approved. In December of 2019, the IDNR began working through the requirements outlined in Section 106 of the National Historic Preservation Act. This process was subsequently delayed for multiple reasons, but primarily due to the COVID-19 pandemic. In late March of 2021, the City was notified by the IDNR that Tribal consultation had taken place, Section 106 of the National Historic Preservation Act was complete, and National Environmental Protection Act (NEPA) requirements have been met. The start date of the grant was established as March 25, 2021. Grant-related expenses that occur after the start date are eligible for grant reimbursement. DISCUSSION Plans and specifications for the Bee Branch Railroad Culvert Trail Project (Project) have been developed and are ready for bidding. The Project improvements consist of the construction of approximately 5,853 square feet of concrete trail, trail lighting and security camera system, concrete repair and staining of 173 lineal feet of existing 11'x10' double concrete box culvert, and miscellaneous electrical components, pavement marking and signage, and restoration. PROJECT SCHEDULE The schedule for the project is as follows: Initiate Public Bidding Process May 17, 2021 Publish Notice to Bidders, Advertise for Bids May 18, 2021 Publish Public Hearing Notice on Plans & Specs May 21, 2021 Public Hearing on Plans & Specifications June 7, 2021 Receipt of Bids (Bid Letting) June 24, 2021 Award Construction Contract July 6, 2021* Final Project Completion Date October 31, 2021 *Award or the contract could be delayed until August 2, 2021 to coincide with execution of the Land and Water Conservation Fund grant agreement with the State. 2 RECOMMENDATION I recommend approval of the plans, specifications, form of contract, and construction estimate for the Bee Branch Railroad Culvert Trail Project.
