MINUTES OF CABLE TV COMMISSION MEETING
March 10, 2021
VIRTUAL MEETING
MEMBERS PRESENT: Pauline Maloney (Vice-Chair), Jennifer Tigges, Ron Tigges, Garrett
Heidenreich
MEMBERS ABSENT: Alan Vincent
OTHERS PRESENT: Randy Gehl, City of Dubuque
• JTigges called the meeting to order at 4:41 p.m.
Acceptance of the Agenda
• Upon a motion by RTigges, seconded by Heidenreich, the agenda was accepted by a
vote of 3 - 0.
Approval of the Minutes of Jan. 8, 2020
• Upon a motion by RTigges, seconded by JTigges, minutes of the Jan. 8, 2020, meeting
were approved 2 — 0.
Oaths of Office
• Commissioners acknowledged that Heidenreich recited and signed the oath of office
before the meeting began (witnessed by RTigges, JTigges, and Gehl). Maloney and
RTigges recited and signed their oaths of office, witnessed by JTigges, Heidenreich, and
Gehl.
Election of Officers
• After discussion, RTigges moved to elect Maloney as Chair. The motion was seconded
by Heidenreich and approved 4 —0. Maloney moved to elect JTigges as Vice-Chair. The
motion was seconded by Heidenreich and approved 4 —0. The new officers will assume
their duties at the next meeting.
Public Input
• There was no public input.
Media Services Update
• Gehl provided an update on the City's Media Services noting that the two Media
Services positions will become part of the City's Public Information Office and will no
longer function as a separate, two-person division as part of an effort to increase
efficiencies and create cost savings. He said the City will soon begin the search process
to fill the vacancy created by former Cable TV Coordinator Craig Nowack's retirement
last April. Gehl acknowledged Video Producer Erich Moeller for his work covering Media
Services' core responsibilities over the last 11 months. Gehl said he is anxious to fill the
position so additional videos/programming can be created.
• Gehl reported that 102 COVID-19 update videos have been produced and broadcast
since the pandemic began and that a record-high number of City Council
events/meetings will be broadcast in the current fiscal year.
• There was some discussion of the changes made to the Cable TV Commission
Ordinance by City Council resolution in March 2020 with commissioners reviewing the
changes regarding commission size and meeting frequency.
PEG Fund Update
• Gehl reported that no PEG Fund requests have been received since the commission's
last meeting and the fund's balance now exceeds $1 million. He reminded the
commission that, as of June of 2020, Mediacom is no longer contributing to this fund.
Discussion followed with commissioners noting the large fund balance and asking if
funds could be reallocated for other benefits to taxpayers if not needed for PEG
programming support in the future. Commissioners asked Gehl to consult the City
Attorney's Office for information on restrictions on these funds. Gehl will do so and
report back at a future commission meeting.
