CITY COUNCIL PROCEEDINGS
SPECIAL SESSION

The Dubuque City Council met in special session at 6:30 p.m. on August 9, 2021, in
the second-floor Council Chambers of the Historic Federal Building, 350 W. 6 th Street.
Present: Mayor Pro Tem Sprank; Council Members Farber, Jones, Resnick, Rous-
sell; City Manager Van Milligen.
Absent: Mayor Buol; Council Member Cavanagh; City Attorney Brumwell.
Mayor Pro Tem Sprank read the call and stated this is a special session of the City
Council called for the purpose of conducting a work session on the Imagine Dubuque
Implementation.
WORK SESSION
Imagine Dubuque Implementation
Planning Services Manager Wally Wernimont, Assistant Planner Chis Happ Olson,
and Planning Technician Jason Duba made a presentation providing an update on the
implementation of the Imagine Dubuque Comprehensive Plan. Topics included:
• Planning with Sustainability
• Purpose of Comprehensive Plan
• Partnerships for a better Dubuque
• Collective Impact Model
• Imagine Dubuque Implementation: Roles and Responsibilities
o Connectors, Coordinators and Champions
• Plan Recommendations at a glance
• Categories:
o Economic Prosperity
o Sustainable Environment
o Social and Cultural Vibrancy
o Livable Neighborhoods and Housing
o Community Facilities
o Transportation and Mobility
o Land Use
• Next Steps
Mr. Duba displayed the Imagine Dubuque website, imaginedubuque.com/progress,
and discussed recent updates to the website. Mr. Wernimont stated that final updates to
the website will be completed in September.
Responding to questions from the City Council, Mr. Wernimont stated that the Imag-
ine Dubuque website will provide an opportunity to track progress on recommendations
and that additional Champions are needed to assist with implementation of the plan.
Responding to a question from the City Council about how the plan could algin with City
Council goals, City Manager Van Milligen summarized the planning process for City

Council goal setting sessions. City Council members expressed support for the plan and
the progress that has been made thus far on the recommendations.
There being no further business, Mayor Pro Tem Sprank declared the meeting ad-
journed at 7:19 p.m.
