Accomplishments:
Mary Rose Corrigan has worked for the City of Dubuque Health Services Dept since 1985 and in her current role as Public Health
Specialist since 1989. She has been involved in the delivery of many public health programs and services, along with initiating
many new programs and policies, including a childhood lead poisoning prevention program and the Crescent Community Health
Center. Since 2001, she has been involved with community emergency preparedness education and planning, including pandemic
influenza planning. She serves on several community based organization boards and also hosts nursing and public health
students for public health experience and internships. She received her bachelor of science degree in nursing from Mt. Mercy
College and her master of science in nursing from Clarke University.
There are particular moments in public service careers that public servants have been preparing for their entire lives. The COVID-
19 pandemic was that moment for many public servants, no more so than Mary Rose. Miriam -Webster defines a "Kairos Moment"
as a time when conditions are right for the accomplishment of a crucial action: the opportune and decisive moment." Under Mary
Rose's expertise and leadership, government and public health professionals have worked tirelessly to protect our community
from COVID-19 since the pandemic began. As the pandemic evolved, she kept a team of professionals informed and nimble to
adjust as information changed, sometimes by the hour. She is a true public servant and has, and continues to, work countless
hours to guide our community through the pandemic.
As a leader on the Dubuque County Public Health Incident Management Team, she has served in a critical leadership role in the
county response to the COVID-19 pandemic, serving as a liaison between city and county public health, local health care
providers, and state public health officials. She has been a key voice throughout the pandemic, providing daily video updates for
months, delivering updates on the pandemic response to city council, giving countless media interviews, and personally
responding to numerous personal contacts. She was instrumental in establishing and expanding COVID testing capacity early in
the pandemic and has played a major role in the success of COVID vaccinations in Dubuque County.
I can think of no other person who played a bigger role or worked more tirelessly in the emergency response to COVID-19 in our
community and for this reason I believe she deserves the Woman of the Year Award.
Leadership:
Mary Rose is a collaborative, pragmatic leader and passionate advocate. She has tremendous public health knowledge but
always listens to others and does not hesitate to seek advice from those who may have more expertise than her in certain subject
areas.
Her leadership roles throughout her career have earned her the respect of many which made her a trusted voice in conveying
critical information and expert advice to local elected officials and healthcare and community leaders, as well as the general
public, throughout the campaign.
I think the video updates she provided to residents, on a daily basis for months and then twice weekly, exemplified her leadership
style. She calmly presented factual information on the pandemic's impact, gave expert advice in an easy -to -understand way, and
mixed in encouragement and humor.
In her role as public health specialist for the city and manager of the city's health services department, she has established the
City's swimming pool/spa inspection program, retail food store inspection program, childhood lead poisoning prevention program,
encephalitis surveillance program, HIV/AIDS case management, urban deer management program tattoo/tanning facility
inspection program, and the Healthy Homes/Green and Healthy Homes program.
Mary Rose is a founding member and past chair of the Crescent Community Health Center Board of Directors and was one of the
driving forces behind its creation. She is the current chair of the University of Iowa College of Public Health Board of Advisors and
also serves on the Clarke University Board of Trustees.
Mary Rose also works with local, state, and federal partners on public health policy and programs, including health promotion and
disease prevention.

Women in Management Board of Directors, Dubuque County Society for Special Needs, Dubuque Regional AIDS Coalition,
Dubuque Rescue Mission Volunteer, Little Cloud Girl Scout Council Board of Directors, American Heart Association - Dubuque
County Board of Directors, Dubuque Community School District Student Services Advisory Committee, Finley Hospital Women's
Health Advisory Committee, Iowa Department of Public Health Director's Advisory Committee, Bi-Hospital Infection Control
Committee, Mercy Medical Center's Public Policy and Community Relations Committee, Hillcrest Health Advisory Committee,
Dubuque County Early Childhood Board, March of Dimes Local Board, and the Dubuque County Public Health Preparedness
Coalition.
MENTORING/COACHING
Mary Rose regularly hosts nursing and public health students for public health experiences and internships.
