CITY OF DUBUQUE LONG RANGE PLANNING ADVISORY COMMISSION
REGULAR SESSION
5:30 p.m.

Commissioners Present: Chairperson Alan Vincent; Commissioners Amy Eudaley,
John Krayer, Beth McGrath, and Mark Ward.
Commissioners Excused: Tyler Stoffel
Commissioners Unexcused: None.
Staff Members Present: Wally Wernimont, Chris Happ Olson, and Jason Duba.
CALL TO ORDER: The meeting was called to order by Chairperson Vincent at 5:30 p.m.
MINUTES: Motion by Krayer, seconded by Vincent, to approve the minutes of the
January 20, 2021 Long Range Planning Advisory Commission (LRPAC) meeting as
submitted. Motion carried by the following vote: Aye — Krayer and Vincent; Abstain —
Eudaley, McGrath, and Ward; Nay — None.

Welcome to New Members
Assistant Planner Olson welcomed the new members Amy Eudaley, serving as a
representative from the Housing Commission, and Beth McGrath. Each staff member
and commissioner then introduced themselves, mentioning their work and interest in
long range planning.
Overview of Powers and Purposes of LRPAC
Olson reviewed the memo on the purpose and powers of the LRPAC prepared by
Planning Services Manger Wernimont. She discussed the history of planning efforts in
Dubuque, focusing on the Imagine Dubuque Comprehensive Plan. She described the
commission's role in helping to endorse budget decisions and goal setting that
promotes implementation of the plan's recommendations. She discussed progress
toward implementing the plan, including challenges posed by COVID. She mentioned

the plan's website, which tracks progress and lists accomplishments related to the
recommendations. She described the commission's role in reviewing urban renewal and
urban revitalization plans, which have been created infrequently, leading to intermittent
meetings.
Planning Services Manager Wernimont further discussed the purpose and powers of
the commission. He described efforts to market and promote the plan, including roles
commissioners could play in this, such as presenting to community groups. He
discussed the plan's role in aiding Council budgeting and goal setting and promoting
community involvement.
Chairperson Vincent commented that most people don't know there's a plan, so we
need to help people understand that. Wernimont stated that the plan was generated
with 12,500 ideas from community members and that it incorporates other city plans
related to poverty and climate, so there are many interests represented by the plan and
ways community members could get involved.
Commissioner Ward asked about the expectations for the commission related to budget
review. Wernimont stated that the commission would have the opportunity to review
Capital Improvement Plan (CIP) budget for alignment with the plan to assist the City
Manager in preparation of the budget for Council review.
Other topics of discussion included:
• Grant applications being tied to plan recommendations,
• Updating the plan 5-7 years after adoption; this plan was adopted 4 years ago,
• Assistance with promoting the plan,
• Affordable housing, and
• Overview of new reporting section of www.ImagineDubuque.com.
Election of Officers
Staff Member Olson explained the terms of by-laws, which state that elections are to be
held in July or at the first meeting after and that officers serve one year terms and can
serve two consecutive terms.
Motion by Ward, seconded by McGrath, to elect Vincent to the role of Chairperson. Motion
carried by the following vote: Aye — Eudaley, Krayer, McGrath, and Ward. Nay — None.
Abstain — Vincent.
Motion by Vincent, seconded by Eudaley, to elect Krayer to the role of Vice Chairperson.

Motion carried by the following vote: Aye — Eudaley, Krayer, McGrath, Ward, and Vincent;
Nay — None.
A discussion followed to confirm the commissioners' contact information and their
preferred method of contact.
ADJOURNMENT: Motion by Eudaley, seconded by Ward, to adjourn the October 20,
2021 LRPAC meeting. Motion carried by the following vote: Aye — Eudaley, Krayer,
McGrath, Ward and Vincent; Nay — None.
The meeting adjourned at 6:40 PM.
