DATE: October 27, 2021
A Public Hearing is currently scheduled for November 15, 2021, on the Old Mill Road
Pump Station and Force Main Project.
On Tuesday, October 26, 2021, the City was made aware that an archeological report
was received by the Iowa Department of Natural Resources (IDNR) identifying the
potential need for additional studies. Due to the archeology report findings, further
studies may be warranted. The next steps are being discussed with IDNR at this time.
The City cannot present a complete overview of the project's potential environmental
impacts at this time. Once the IDNR completes its full review and provides an
Environmental Information Document, the environmental review public hearing will be
rescheduled. It is anticipated that this may be in February or March of 2022.
City Engineer Gus Psihoyos recommends City Council approval of a resolution
rescinding Resolution No. 344-21, which would cancel the public hearing for an
environmental review associated with the Old Mill Road Pump Station and Force Main
Project.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolution provides for City Council rescind of Resolutions No. 344-21
resulting in the cancellation of the public hearing for an environmental review as provided
by SRF Department of Natural Resources, for the Old Mill Road Pump Station and Force
Main project.
BACKGROUND
The Public Hearing is currently scheduled for Monday, November 15, 2021, during the
regular meeting of the City Council.
DISCUSSION
The environmental review process requires a Public Hearing to share information with the
City Council and the public about the potential environmental impacts related to the
proposed improvements. It also is an opportunity for the community to provide input for
consideration and inclusion in the environmental review. On Tuesday, October 26, 2021,

RECOMMENDATION
I recommend that the City Council approve the attached resolution rescinding Resolution
No. 344-21 which would cancel the public hearing for an environmental review associated
with the Old Mill Road Pump Station and Force Main project.
REQUESTED ACTION
I respectfully request adoption of the attached resolution rescinding the public hearing
scheduled for Monday, November 15, 2021, for an environmental review for the Old Mill
Road Pump Station and Force Main project.

RESOLUTION NO. 376-21
RESCINDING RESOLUTION NO. 344-21
WHEREAS, on 4th day of October 2021, the City Council of the City of Dubuque,
Iowa adopted Resolution No. 344-21 for approving Fixing the Date for the Public Hearing
for an environmental review as provided by SRF Department of Natural Resources, for
the Old Mill Road Pump Station and Force Main Project; and
WHEREAS, City staff became aware of an archeological report from the Iowa
Department of Natural Resources, which may require further studies in the project area;
and
WHEREAS, the current environmental review as provided by SRF Department of
Natural Resources process must stop and rescheduled for a future date.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF DUBUQUE,
IOWA:
Resolution No. 344-21 are hereby rescinded.
Passed, approved and adopted this 1st day of November 2021.

NOTICE IS HEREBY GIVEN: The City Council of the City of
Dubuque, Iowa will hold a public hearing on the environmental
review as provided by State Revolving Funds (SRF) Department
of Natural Resources for the Old Mill Pump Station and Force
Main Project, in accordance with the provisions of Chapter 26,
Code of Iowa at 6:30 p.m. on the 15th day of November, 2021 in
the Historic Federal Building, Council Chambers, 350 West 6th
Street, Dubuque, Iowa.
At the meeting, the City Council will receive oral and
written comments from any resident or property owner of said
City to the above action. The official agenda will be posted
the Friday before the meeting and will contain public input
options. The City Council agenda can be accessed at

Written comments regarding the above public hearings may be
