To make connection to the corporate limits of Dubuque, the City of Dubuque is concurrently requesting annexation of 51.56-acre territory that is comprised of the western on and off ramps of the intersection of the Southwest Arterial and US HWY 151/61 and the intersection of Tamarack Drive and the Southwest Arterial. The request is being filed by the River City Development Group, LLC for approximately 156.25 acres of property. The resolution, maps, and other supporting documentation are enclosed. DISCUSSION The City received a written application from River City Development Group, LLC for voluntary annexation of approximately 156.25 acres of property. The annexation territory is located west of the Southwest Arterial and north of Tamarack Business Park. The property is farmland and consists of five (5) platted lots. To make connection to the corporate limits of Dubuque, the City of Dubuque is concurrently requesting annexation of 51.56-acre territory that is comprised of the western on and off ramps of the intersection of the Southwest Arterial and US HWY 151/61 and the intersection of Tamarack Drive and the Southwest Arterial. This annexation is: 1) Consistent with the City's Comprehensive Plan; and 2) the future growth and development of the City of Dubuque, Iowa makes it desirable that the annexation territory be made part of the City of Dubuque, Iowa; and 3) the City of Dubuque has the capacity to provide substantial municipal services to the annexation territory; and 4) the annexation is in the public interest By Iowa Code, the annexation will be approved upon acknowledgement by the Secretary of State that the legal description, map and resolution have been received. Purpose/Reason for Annexation: The annexation territory is in close proximity to the city of Dubuque corporate limits and encompasses farmland located west of the Southwest Arterial (SWA), and north of Tamarack Business Park. Due to its location with the Southwest Arterial (US HWY 52) and US HWY 151/61, adjacency to an existing industrial park, and the future growth and development of the City of Dubuque, the annexation territory provides land for future industrial development. Physical Characteristics: The subject property is comprised of five parcels totaling approximately 156.25-acres. The annexation territory is located west of the Southwest Arterial (SWA) and north of Tamarack Business Park. The property has rolling topography and stormwater sheds north and south from the site eventually flowing Annexation Staff Report — Great River Development Group, LLC Page 2 under the highway(s) into Granger Creek. The property is presently used for agricultural purposes (row crops). The SWA/US 151/61 interchange is located immediately east of the subject property. A high-pressure gas main extends through a portion of the property. Impact of Request on: Utilities: Presently, city water is available in Tamarack Business Park. The water main is adequate and can be extended to serve future development of the subject parcel. City sanitary sewer service is stubbed across US HWY 151 /61 to Tamarack Business Park and can be extended to provide service. The sewer main is adequate to serve a proposed development. There is a high-pressure gas main that extends through a portion of the property Traffic Patterns/Counts: Because the area is newly developed, there are no traffic counts available for the Southwest Arterial and Tamarack Drive. Tamarack Drive, a 24-foot-wide paved street, provides access to Tamarack Business Park. Katie Cove is a 22-foot-wide paved, private county residential street that serves Wertzberger Acres Subdivision. Katie Cove provides access to a stub street into the subject property. Public Services: Existing public services are adequate to serve the site. Environment: Staff does not anticipate any adverse impact to the environment provided that any future development of the property is in compliance with established City standards for storm water management and erosion control. Adjacent Properties: Tamarack Business Park lies directly to the south of the subject property and the Southwest Arterial/151/61 lie directly to the east of the subject property. The proposed annexation directly abuts Wertzberger Acres, a residential subdivision comprised of 13 residential lots and two farmsteads. If developed for industrial or commercial uses, the Unified Development Code requires the property to be screen from the adjacent residential property. CIP Investments: Future extension of city water, sanitary sewer, storm sewer and streets. Staff Analysis and Recommendation: The City received a written application for a 100% voluntary annexation of approximately 156.25 acres that is located west of the Southwest Arterial and north of Tamarack Business Park. The subject property is located immediately west of the U.S. HWY 151/61/SWA interchange. Tamarack frontage road, a 24-foot-wide paved public street, provides access from the interchange to the subject property. A stub street with a 66-foot wide right of way, provides access to the site from Katie Cove (private road). Annexation Staff Report — Great River Development Group, LLC Page 4 The construction of the Southwest Arterial and its interchange with U.S. Highway 15/61 has been anticipated for several years. Planning staff anticipates that the area around the interchange will generate additional annexation & zoning requests and development in the coming years. The future development of the site requires subdivision and site plan reviews. These reviews will be conducted by city departments (Fire, Water, Engineering, Planning and Construction & Inspection Division) to ensure compliance with the Unified Development Code, Building and Fire Codes and SUDAS (Statewide Urban Design and Specifications). If the annexation is approved, the property will be brought into the city with an AG Agricultural zoning classification. The City of Dubuque has the capacity to provide substantial municipal services to the annexation territory. By Iowa Code, the annexation will be approved upon acknowledgement by the Secretary of State that the legal description, map and resolution have been received. My property is in the area, noted by the City of Dubuque, that will be impacted by this development. I have previously reached out with my concerns via email to the Mayor as well as all 6 council members. As of the writing of this letter, I have received responses from four council members. This communication largely reflects the concerns outlined in my email. Firstly, I am concerned that the City of Dubuque agreed to pay $4.2 million for 156 acres currently zoned A-1. That comes out to near $27,000 per acre. The land currently holds a very poor CSR (Corn Suitability Rating) on each individual parcel. Why did the city purchase agricultural land that is considered poor for its zoned use at that price? I am aware that although the city council approved this purchase, it has not been completed. Another concern is the location of the planned development. If the intent was to have proximity to the airport and major highways — why were none of the available acres closer to the airport considered? That would also move industrial growth further from populated areas and closer to Maquoketa and Cascade which would allow future employers to tap into a larger workforce area. This seems like an easy choice when there is currently available land, for less money, and far less impact to neighboring communities. Continuing, was the city council ever informed of the estimated costs to grade this land, install infrastructure, and prepare the land for development? In speaking with individuals in the industry, the estimated costs to prepare the sites for development range from $2-$4 million. This cost estimate is prior to listing lots for sale. An additional question that was raised was if the city council was made aware of how industrial properties affect the land and horse values of adjacent residential areas? How will this development affect nearby conservation land? How does this development affect nearby timber acreage? Another issue brought to my attention is that there have been discussions regarding the connection of future roads in the planned development to Katie Cove. Katie Cove is a private road that is not designed for more traffic than the existing home infrastructure, Finally, has the city council considered impacts to county residents from 3 shifts operating, noise pollution, light pollution, odor pollution, and contaminate pollution? I would implore the city council to consider the impact to hundreds of people. Residents of Dubuque County often choose to live in quieter areas, outside of population centers. I understand that development and growth will grind on, but it needs to be considered thoughtfully and responsibly. Dubuque County has continued to see growth over the last 20 years. Most of the growth is due to the excellent planning and implementation of projects by the city of Dubuque. However, Dubuque is running into the same issues that many midsize communities face as they grow beyond their borders. How Dubuque chooses to address these issues if of paramount importance as this will not be the first, nor the last time, that new development runs into established neighborhoods and communities outside the city of Dubuque. I look forward to constructive conversations that can help Dubuque expand responsibly while also retaining the environment in which people live, and have lived in, many for generations.
