Communication of Miss Cole, rela-
tive to condemned building on
Central Avenue between Sixteenth
and Seventeenth Streets, presented.
Councilman Brede stated that he
would take this matter up with Mr.
Lang, the tenant, who promised to
take care of this building.
Councilman Gabriel entered and
took his seat at 4:40 P. M.

Gentlemen:
Last year when a sanitary sewer
was laid in Seminary Street I pro-
tested against the assessment for
same which was levied against Lots
3, 4 and 5 and East 27 feet of Lot
6 of Littleton and Sawyer's Add.,
because these lots from point of
actual value would stand but a very
small assessment, and from point of
benefit derived, being from 20 to 30
feet below the street, these lots
would derive no benefit f rom the
sewer.
The amount assessed against each
lot is $58.11, or a total of $213.56.
I paid the full assessment o none
lot above the street.
I would ask you to accept $50.00
in full settlement of the aforesaid
assessment as against said Lots 3,
4 and 5 and East 27 feet of Lot 6
of Littleton and Sawyer's Add.

the condemned buildings on south-
west corner of Central Avenue and
Seventeenth Street, presented, stat-
ing that she is very anxious to have
buildings stand until the 1st of
Regular Session, January 2, 1922 1
March, 1922, for the following rea-
sons: There is an old lady in the
residence on the South side that is
dependent upon the County for a liv-
ing and the owner does not receive
any rent for her, and the other build-
ing is only rneted for $5.00 per
month, and if that you will allow
her to retain the buildings until the
above time stated, she will have the
buildings moved promptly at that
tune. We have the selling of this
property and we write you this let-
ter with full understanding that she
shall comply with your instructions
in the matter.

Communication from Dubuque Nat-
ional Bank.
December 20th, 1921.
Honorable Mayor and City Council
of the City of Dubuque.
Gentlemen:
I have been requested by the
Board of Directors of the Dubuque
National Bank to advise you that
since its purchase of part of Lot 21
at the northeast corner of Main and
Sixth Streets, the Board has made
the repairs and improvements to
the building on the premises which
have been suggested by the Chief of
the Fire Department to make the
building secure and safe until the
Bank shall erect its proposed build-
ing on the site. The Board has also

notified all tenants in the building,
occupying rooms at night, to remove
therefrom and no tenant will be per-
mitted in the future to sleep on the
premises when the present tenants
have been disposed of.
In rsponse to your request for
definite information as to when the
building will be wrecked and re-
moved, we can only say that a writ-
ten lease of the first floor of the
building will not expire until Octo-
ber, 1922. Our lease of the build-
ing now occupied by the bank will
expire February, 1924. The removal
of the building and the erecting of
the new structure will undoubtedly
occupy more than a year. So at
some time between the two lease
periods the building will be removed,
but we assure you, however, that it
cannot and will not be unnecessarily

Gentlemen: Some time ago a pe-
tition regarding the straightening of
Alta Vista Street where the angle in
the same just south of Julien Ave-
nue was filed with the City Council
and referred to the City Manager.
The plat has been prepared show-
ing the property necessary to ac-
quire as well as the plans for the
straightening of said street, a copy
of which is submitted herewith.

A Resolution.
Be it resolved by the City Coun-
cil of the City of Dubuque, That it
is deemed necessary and advisable
to straighten Alta Vista Street, just
south of Julien Avenue. To do so,
it is necessary to acquire a strip of
Lot 46, Oxford Heights Addition, be-
longing to Mr. E. Muntz.
Be it further resolved that the
City Engineer be and he is hereby
instructed to make a plat and sur-
vey of the land and lots through or
over which the improvement will ex-
tend, and file such plat in his office
for public inspection.
That after such plat and survey is
prepared and filed, said City Engi-
neer shall give the owner of the
property through which this im-
provement is to be made notice of
said improvement as provided by
Section 251 of Ordinance No. 43 of
the Revised Ordinance of the City of
Dubuque.

City Council, Dubuque, Iowa.
Gentlemen: Some weeks ago a
report was received from Mr. Dab-
ney Maury, Consulting Engineer, in
regard to improvements at the Eagle
Point Water Works Station.
In line with these recommenda-
tions, I would recommend that the
City proceed with the rehabilitation
of the large eight -foot well. This
well, when first put into service,
tested three million gallons of water
a day. It is now flowing at the rate
of fifty thousand gallons a day. Mr.
Maury assures us that at an expense
of approximately eight thousand dol-
lars this well can be made to pro-
duce not less than two million gal-
lons a day. This would mean prac-
tically that much of a permanent wa-
ter supply. Mr. Maury also advises
that if this work is done it should
not be done by contract, but through
force account, as it is quite difficult
to contract for work to be done, not
knowing exactly the nature of the
work until the same is started. The
present season of the year is the
best time to do the work. I would
therefore recommend that the City
Manager be instructed to proceed
with the rehabilitating of this well
along the lines as recommended by
Mr. Maury.

An Ordinance requiring the Chief

or notices from said Chief of the
Fire Department or members there-
of, and prescribing a penalty for vio-
lation thereof, presented. Council-

sidered the first reading of the Or-
dinance. Seconded by Councilman

Ordinance Number 115.
An ordinance requiring the Chief
of the Fire Department and the mem-
bers thereof to make periodical in-
spection of all buildings and pre-
mises within the City of Dubuque
for the purpose of eliminating fire
hazards therefrom, and requiring the
owners and tenants of inspected
premises to comply with orders or
notices from said Chief ofthe Fire
Department or the members thereof,
and prescribing a penalty for viola-
tion thereof.
Be it ordained by the City Council
of the City of Dubuque:
Par. 815. Sec. I. That from and
after the adoption of this ordinance,
it shall be a part of the duties of
the Chief of the Fire Department
and the members thereof to make
or cause to be made periodical in-
spections of buildings and premises
within the City of Dubuque for the
purpose of eliminating fire hazards
therefrom under such rules and reg-
ulations as may be adopted and put
into effect by said Department.
Par. 816. Sec. II. That when any
building or premises is found to be
liable to fire by reason of the ac-

cumulation of debris, paper or other
inflammable matter therein, a writ-
ten notice shall be given by the
Chief of the Fire Department t othe
owner or tenant of the premises to
remove or remedy • such hazardous
condition within a stated time.
Par. 817. Sec. III. Should the
owner or tenant of any premises to
whom a notice has been given as
provided for in the preceding sec-
tion, fail or refuse to comply with
said notice within the time pre-
scribed therein or fail or refuse to
remove the hazardous condition com-
plained of, said owner or tenant
shall be guilty of violating this ordi-
nance and he shall be fined a sum
not to exceed Twenty -Five Dollars
($25.00) or imprisoned in the City
jail not to exceed Thirty (30) days.
Par. 818. Sec. IV. This ordinance,
being deemed urgent and of imme-
diate necessity and in the interest
of public safety, health and conveni-
ence, shall be in force and effect
from and after its passage by the
City Council and publication as pro-
vided by law.

An Ordinance amending an Ordi-
nance entitled An Ordinance chang-
ing the names of Streets and Ave-
nues within the City of Dubuque,"
the same being Ordinance Number
Ninety -Nine (99), by changing the
name of Poe Street to Pinard Street.
Be it ordained by the City Coun-
cil of the City of Dubuque:
Section 1. That an Ordinance en-
titled "An Ordinance changing the
names of Streets and Avenues with-
in the City of Dubuque," the same
being Ordinance Number Ninty -Nine
(99), be and t he same is hereby
amended by changing the name of
Poe Street to Pinard Street and
hereafter Poe Street shall be known
as Pinard Street.
Section 2. This Ordinance shall
be in force and effect ten (10) days
from and after its passage by the
City Council and publication as re-
quired by law.

from the North property line of
Eighth Street to the South property
line of Eleventh Street has been.
Completed and duly accepted by the
City Council of the City of Du-
buque; and
Whereas, pursuant thereto there
was prepared a schedule of assess-
ments showing the property which
was to be assessed to pay for said
improvement, including the portion
of said street which is occupied by
railroad tracks and right -of -way of
the Illinois Central Railway Com-
pany, and on the 17th day of Novem-
ber, 1921, the City Council levied a
special tax upon the property as
shown in said schedule in the
amounts therein stated, as well as
the amount charged agayinst the Il-
linois Central Railway Company on
account of the portion of said street
occupied by its tracks; and
Whereas, subsequent to said levy
it has been determined that the
special tax and assessments therein
provided for were invalid by reason
of non - conformity to law and the
the ordinances of the City of Du-
buque, and also by reason of omis-
sions, informalities and irregulari-
ties therein; and
Whereas, it is deemed necessary
and advisable to correct said assess-
ment and relevy the same according
to law and the ordinances of the City
of Dubuque; now, therefore,
Be it resolved by the City Council
of the City of Dubuque, That the
levy of the special assessment to
pay for the improvement of Wash-
ington Street from the North prop-
erty line of Eighth Street to the
South property line of Eleventh
Street as made on the 17th day of
November, 1921, be and the same is
hereby rescinded, and that a relevy
be made of said assessment, which,
when made, shall supercede and
take the place of said original as-
sessment; and
Be it further resolved, That the
City Engineer be and he is hereby
instructe dto prepare a plat and
schedule showing the lots and par-
cels of real estate subject to assess-
ment for said improvement, as well
as the amount legally charged
against the Illinois Central Railway
Company on account of the improve-
ment between its tracks and one foot
outside thereof, and file the same in
the office of the City Clerk, subject
to public inspection, and that the
City Clerk shall, upon receipt of
such plat and schedule, publish the
notice of such reassessment and re-
levy as is required by law; and
Be it further resolved that in any
case where an assessment or por-
tion thereof has been paid based
January 2, 1922
upon the original levy, the City
Council, after the relevy herein pro-
vided for has been made, shall have
the power and authority to adjust
such assessment in conformity with
the assessments contained in said
relevy or reassessment.

is hereby given to the alley running

Avenue and Klingenberg Terrace,
said alley running Westerly from
Kline Street Two Hundred Seventy -
Two (272) feet, which alley shall
hereafter be known as Chapel Court.

Mayor Alderson read the call and
stated that service thereof had been
duly made and that this meeting is
called for the purpose of considering
the straightening of Alta -Vista Street
and acting on any other business
that may come before the meeting.
Notice, certified to by the pub-
lisher, that a proposition is now
pending before the City Council for
the establishment of a street across
Lot 46, Oxford Heights Addition, for
the widening of Alta -Vista Street,
presented. Councilman Brede moved
that the notice be received and filed.
Seconded by Councilman Melchior.
Carried by the following vote:

Petition of Edward Muntz, remon-
strating against the proposition of
widening Alta -Vista Street, pre-
sented.

Gentlemen: — I, the undersigned,
owner of Lot 46, Oxford Heights, in
the City of Dubuque, respectfully
oppose the changing of South Alta
Vista Street, as proposed, for the
following reasons:
First: It was a part of our dedi-
cation of said addition, and accepted
by the City Council of the City of
Dubuque, Iowa, and approved by
Mayor H. A. Schunk, November 30,
1907, that the City would open a
street as now located, and the build-
ing on the northeast corner of Lot
1 of Min. Lot 81, as shown on said
plat encroaching on said street, shall
not be removed without the consent
of the owner.
You will find hereto attached a
copy of said record, you will note
in said notice it states, if said street
would not be laid out as said plat
indicated by the City Council, then
said dedication would be null and
void.
Second: It would depreciate the
value of said ground to a great ex-
tent, if said proposed street would
be opened or changed according to
present plat —in fact would not be
worth much of anything for building
purposes, levying only 48 feet deep.

Gentlemen:—I, the undersigned.
the owner of Lots 16, 17 and 18
Kringles' Sub., hereby petition your
Honorable Body to grant me a re-
duction in the special assessment
levied against these lots for the
construction of the sanitary sewer in
West 17th Street.
The assessment levied against
these lots was $128.91 each. The
value placed on them by the Sommer
System was $390.00 each. There is
a building on Lot 18 valued at
$300.00, bringing the value of that
lot to $690.00. The assessment on
this lot is within the required 25 %,
but on the other two lots it is $30.00
in excess of the 25 %. Even with the
bringing of this assessment within
the limitation of the law, I feel that
the amount is far in excess of the
benefits conferred, and would re-
spectfully ask that the amount of
said assessment be placed at $300.00.

City Council,
Dubuque, Iowa.
Gentlemen: —At a meeting of the
City Council held January 2, 1922,
the petition of property owners on
Fourteenth Street, between Algona
Avenue and Atlantic Avenue, asking
for water and sewer, was referred to
the City Manager for investigation.
I beg to advise that there is a sewer
in lgona and Atlantic Avenue which
runs to the middle of Fourteenth
Street. I would recommend that the
above petition for extension of the
sewer be granted and that the Engi-
neer be instructed to prepare the
necessary plans for the same. The
sewer is to be placed from Atlantic
Avenue to within about one hundred
feet of Algona Avenue. The sewer
in Algona Avenue already serves the
property adjacent.
The matter of extending the wa-
ter mains has been considered. The
same is needed in West Fourteenth
Street to bolster up the service on
Delhi Street. I think that it is a
matter the City will be able to take
care of during the coming year.

Gentlemen: —Peter M. Herber was
assessed on December 5, 1912, on
account of the paving of Eagle Point
Avenue. One payment on this as-
sessment was made. The balance of
$125.35 remains, with interest ac-
cumulated to the amount of $30.08.
The City bought the tax title certif-
icate on this property at the sale
held in June, 1920. At the same time
the improvement tax levied on June
3, 1915, on account of the improve-
ment of the alley between Queen.
and Prince Streets was included in
the tax certificate as above mention-
ed. This assessment amounts to
$49.18 with interest amounting to
$11.80.
Mr. Herber has a large family and
is not able to earn a large salary.
He wishes to pay the amount of the
special assessment remaining un-
paid, namely $174.53 plus the adver-
tising costs and cost of the tax cer-
tificate and to have the City waive

the $41.81 interest charge. This is,
I believe, in line with the suggested
settlement made to the Council some
time ago in the above connection.

Gentlemen: —At the tax sale on
January 3, there was certain prop-
erty offered for sale on which the
taxes should be cancelled as the
same belongs to the City and is used
by the City for street purposes. Lot
2 of Subdivision 3 of Mineral Lot
141, supposed to belong to Mary
Hennig and has taxes from 1915 to
1920, inclusive, charged against it.
This property was sold in 1891 to
the City by Mr. Jacobs and has since
that time been occupied by Fremont
Avenue.
Also the west 20 feet of Lot 1
and the west 20 feet of Lot 2 in
Ung's Subdivision was given to the
City for street purposes several
years ago.
The City Council, I believe, should
direct the County Treasurer to can-
cel taxes against this property as
the same belongs to the City and is
used for street purposes.

Gentlemen:—Your committee ap-
pointed at a meeting of the City
Council on January 2, 1922, in re-
gard to the reduction of the special
assessment levied in 1920 on account
of the construction of a sanitary
sewer in Seminary Street, have in-
vestigated the conditions and beg to
advise as follows: Lots 3, 4, 5 and
Special Session,
east 27 feet of Lot 6 of Littleton &
Sawyers' Addition, covered in the
petition of J. E. Kemler, lies much
below the level of Seminary Street,
and the sanitary sewer in Seminary
Street is about, eight feet deep at
that location. It is too high to serve
properly more than forty feet of the
property in question.
We would therefore recommend
that the special assessment be re-
duced from $213.56 to $52.12 on ac-
count of the performance of this
work and that the County Treasurer
he hereby authorized to accept the
sum of $52.12 plus interest and ad-
vertising costs as payment in full
for the assessment as levied in 1920
against Lots 3, 4, 5 and the east 27
feet of Lot 6 in Littleton & Sawyers'
Addition on account of the con-
struction of the sanitary sewer in
Seminary Street.

Gentlemen: —About a year ago,
the pay, of firemen on entrance was
fixed. at $100.00 per month. Just at
that time it seemed as if conditions
would rapidly adjust themselves to
something like the pre -war level.
The entrance pay was kept down on
account of the difficulty of reducing
pay at a later time. The cost of
living has not continued to decline
as rapidly during the pats year as
it did' the last few months of 1920.
We have now nineteen lien who
have been on the force less than a
year. Among this number are some
of our very best men. These men
are working for $100.00 per month.
I have also recently made a com-
parison of rates of pay in the var-
ious cities in Iowa and find that the
City of Dubuque pays less on en-
trance than any other city over
10,000 excepting Council Bluffs and
Muscatine.
Dubuque may well be proud of her
Fire Department in every way. The'
energy,, intelligence and efficiency of
her firemen are worthy of recogni-
tion in the way of a mere adequate

compensation. I would recommend
the following rates of pay:
First year men $110.00 per month
Second year men $120.00 per month
After two years $125.00 per month
Lieutenants —Engi-
neers in charge
of pumpers $130.00 per month
Captains $140.00 per month
The above recommendation would
mean an increase of $10.00 per
month for the first year, over the
present schedule; an increase of
$10.00 for the second year men, be-
yond their compensation for the first
year; an increase of five dollars for
men after two years; an increase of
five dollars for third year men who
are lieutenants and engineers in
charge of pumpers, and an increase
of ten dollars, for captains over lieu-
tenants. This means no increase, for
the regular third year men.
Inasmuch as there are seven cap-
tains and three pumping engineers
who would be given an increase of
five dollars per month, and nineteen
first year men who will be increased
ten dollars per month, the total in-
crease will amount to $240.00 per
month. We will have on the first of
April, a balance of approximately
$4,000,00 in the salary division of the
Fire Department funds. If the above
recommendation is agreeable to the
City Council, I will be glad to place
the same into effect as of January
15:

National Bank relative to repairs on

rational Clothiers, presented. He
reports that he has investigated the
matter and finds that the Dubuque
National Bank officials have caused
certain repairs to be made, their
object being to safeguard the btiild-
ing from immediate danger. These
repairs while not those originally
recommended may serve until such
time until the removal of said
building;

Gentlemen: — During the present
term of court the cases of Lester
Hahn vs. City of Dubuque, Law
20136; Harry Stevens, Law 20240,
and Daisy Martyr, Law 20145, were
set for trial and I deemed it advis-
able to effect a settlement in each
one of these cases. These cases
arose out of snow and ice accidents
and in each instance some injury
was received.
In the case of Hahn against the
City, I settled for the sum of Eighty -
Three ($83.00) Dollars and the costs
of suit. In the case of Harry Stev-
ens, I settled for One Hundred
Twenty -five ($125.00) Dollars and the
costs. The case of Daisy Martyr
against the City I settled for One
Hundred ($100.00) Dollars, the plain-
tiff to pay the costs. This makes a
total settlement in the three cases
of Three Hundred Eight ($308.00)
Dollars.
In my judgment these settlements
are very advantageous to the City
and it was proper to make them. If
you approve my action in this mat-
ter kindly have awarrant drawn in
favor of Walter Koerner, attorney
for Lester Hahn in the sum of
Eighty -Three ($83.00) Dollars; also a
warrant in favor of Walter Koerner,
attorney for Harry Stevens in the
sum of One Hundred Twenty -five
($125.00) Dolars; also a warrant
drawn in favor of Lattner & Pais-
ley, attorneys for Daisy Martyr, in
the sum of One Hundred ($100.00)
Dollars.
I trust these settlements are satis-
factory to you.

their attorney, D. J. Lenehan, pro-
testing against the relevy of a spec-
ial assessment for the improvement
of Washington Street presented, and
giving the following reasons:
1st. Because the assessment le-
vied against its property is unequal-
ly distributed upon the lots not
abutting upon the street improved,
not spread over the entire taxable
area and properly apportioned ac-
cording to benefits as required by
the statute, but is assessed accord-
ing to linear frontage of the adja-
cent property.
2nd. The relevy of the assess-
ment for the improvement of Wash-
ington Street is illegal and defective
in that the assessment of the rail-
road company has been reduced as
- excessive, and the increased cost of
the improvement made necessary by
the manner of the construction of
the railway company's tracks is im-
posed upon the owner of abutting
and adjacent property without auth-
ority of law.
3rd. The improvement of Wash-
ington Street in front of the Klauer
Mfg. Company's property is improp-
erly and unfairly constructed, not
upon the established grade or pro-

linquent personal property taxes the
sum of Sixty -one Dollars Ninety -
three Cents ($61.93), the same being
represented by my check which is
hereto attached and which is in pay-
ment thereof. The taxes which I
have collected are as follows:
At the January Terni of the Dis-
trict Court I started suit for the
CCity for the collection of the taxes
assessed to B. Tenner for the year
1917 and 1918 in the total sum of
Forty -one Dollars Forty -eight Cents
($41.48). After suit was started Mr.
Tenner made settlement with me by
paying to me the sum of Forty -one
Dollars Forty -eight Cents ($41.48)
and the court costs and the action
was thereupon dismissed. Of this
sum of Forty -one Dollars Forty -eight
Cents ($41.48) Ten 'Dollars Sixty -
eight Cents ($10.68) represents in-
terest and the remaining Thirty Dol-
lars Eighty Cents ($30.80) is the tax
which was certified to me.
I have also collected Twenty Dol-
lars Forty -five ($20.45) from M. D.
Cooney et al for the assessment
against one E. W. Smith. Upon the
list which was certified to me E. W.
Smith owed taxes for the years 1917,
1918 and 1919 which with the inter-
est amounted to Fifty -eight Dollars
Eleven Cents ($58.11). In 1920 Smith
sold out his interest in his business
to Mr. Cooney and others and they
were not aware that there was any
unpaid taxes. The property which
came into their possession was of
very small value since all the re-
maining property was covered by
liens and incumbrances. Mr. Cooney
has been willing to pay the 1919
tax which was the tax due in 1920
when he became one of the owners
of the property. This tax amounts
to Seventeen Dollars Five Cents
$17.05) plus Three Dollars Forty
Cents ($3.40), or a total of Twenty
Dollars Forty -five cents ($20.45). In
view of the fact that the property
which the purchasers acquired from
Smith was of small value and be-
cause of the further fact that Smith
has no property of his own and a
judgment - against him would be of
little value, I consider it advisable
to accept the sum of Twenty Dollars
Forty -five Cents ($20.45) for the 1919
taxes and cancel the 1917 and 1918
taxes as unavailable.
I would therefor recommend that
the taxes assessed to E. W. Smith
be cancelled by the payment to the
City of the sum of Twenty Dollars
Forty -five Cents $20.45) and the
taxes of 1917 and 1918 be declared
unavailable. My check hereto at-
tached covers these amounts.

Report of the City Engineer on the
petition of Elizabeth Teal, asking for
a reduction in the assessment
against her property, Lots 16, 17 and
18, Kringle's Sub., for the construc-
tion of a sanitary sewer in West
17th Street, presented and approved.
The assessment as levied against
these lots was $18.91 each. The
value placed on the ruby the Som-
mers System was $390.00 each.
There is a building on Lot 18 valued
at $300.00, bringing the value of that
lot to $690.00. The assessment on
this lot is within the required 25
per cent but on the two other lots
it is $30.00 in excess of the 25 per
cent. Even with the bringing of this
assessment within the limitations of
the law, I feel that the amount is
far in excess of the benefits con-
ferred, and would respectfully ask
that the amount of the assessment
be placed at $300.00.

defining his powers and duties, pre-
scribing rules and regulations for,
the installation of electric light and
power wiring, electrical fixtures and
appliances and electrical work and
materials providing for the inspec-
tion of such work and the manner
of instalation and imposing a pen-
alty for the violation thereof.
Be It Ordained By the City Council
of the City of Dubuque:
Par, 819. ELECTRICAL INSPEC-
TOR, APPOINTMENT, QUALIFICA-
TIONS, SALARY, BOND. Sec. 1.
There is hereby created and estab-
lished the office of Electrical Inspec-
tor. The Electrical Inspector shall
be appointed by the City Manager
and shall hold office at his pleasure.
No person shall be appointed to such
office who is not a practical electric-
ian of at least five (5) years exper-
ience. The City Manager shall fix
the salary of the Electrical Inspector
and may require him to file a bond
as provided by Ordinance.
Par. 820. PERMIT FOR ELEC-
TRICAL WORK. Before commencing

or proceeding with the installation,
alterations in or repair of any wiring
system through or by which is con-
veyed or intended to be conveyed,
electric current for power, heating
or illuminating purposes including
devices used for the generation,
transmission, conduction, absorption,
transformation, reduction or con-
sumption of electric current in any
building or structure, a permit
therefore shall first be obtained by
the contractor or person in charge
of the work from the Electrical In-
spector, or other official authorized,
to issue such permits, and it shall
be unlawful to commence or pro-
ceed with such work unless such per-
mit shall have first been obtained.
The Electrical Inspector may in his
discretion require that plans and
specifications of the proposed in-
stallation and materials be submit-
ted to him for his examination and
approval.
Sec. 2. WHEN PERMIT NOT RE-
QUIRED. No permit will be requir-
ed for the installation of wires to
operate electric bells, gas lighting
apparatus, call bells, burglar alarms,
telephone, telegraph, district mes-
senger, fire alarms or other similar
installations when a transformer is
not required and where the voltage
as used is not over fourteen (14)
volts. -
Par. 821. RULES AND GENER-
AL REQUIREMENTS. Sec. 1, The
installation of all electric light and
power wiring, all electrical fixtures
and appliances and all electrical
work and materials shall comply
with and conform to the latest rules
and requirements of the National
Electric Code of the National Board
of Fire Underwriters and any revi-
sions thereof and amendments and
additions thereto and the same is
hereby made a part of this Ordi-
nance and shall govern in all cases
not otherwise covered by the provi-
sions hereof. All existing electrical
apparatus, wiring, fixtures and ap-
pliances shall be made to conform to
the requirements of this Ordinance
when so ordered by the Electrical
Inspector.
Sec. 2. CONDUCTORS. All con-
ductors however well insulated shall
always be treated as bare to the end
that under no conditions existing or
likely to exist can any short circuit
occur a.nd so that all leakage from
conductor to conductor or between
conductor and ground shall be reduc-
ed to a minimum.

advisable to improve Hill Street,
from the south property line of
West Third Street to the south
property line of Wooten Street, by
resetting old stone curb where re-
quired, curbing with new cement
curb where required and by paving
with Vibrolithic, sheet asphalt or
Bitulithic pavement on the present
macadam foundation; in the event
a bituminous pavement is selected,
a cement gutter is to be construct
ed; also by placing sewer, water
and gas connections to property not
connected with same.
- The above resolution was approv-
ed and ordered placed on file for
Special Session, January 24, 1922

final action and the notice of the
pendency ordered given this 24th
day of January, 1922.
The above resolution will be con-
sidered by said City Council for pas-
sage at a meeting to be held on the
14th day of February, 1922, at 4:30
P. M., in the Council Chamber, at
which time the owners of property
subject to assessment for the cost of
said improvement may appear and
make objections to the contemplat-
ed improvement, and passage of said
proposed resolution may at that time
be amended and passed or passed as
proposed.

Some time ago we made applica-
tion for the construction of driveway
entering property which we purchas-
ed from Dr. Slattery, corner of Jul-
ien Avenue and Nevada Street. On
account of difficulties with tax, you
suggested that we delay until same
had been adjusted properly. Bradley
and Maclay have turned over to us
Abstract of Title which has been for-
warded to our general office for ap-
proval, with the advice that agree-
ment has been reached with the City
for the payment of these taxes and
upon return of the papers from our
general office it is our intention to
make a final payment on purchase of
lot, after which Bradley and Maclay
will clear up the taxes due.

City Manager and Council of the
City of Dubuque.
Gentlemen: Lots 3 -4 -5 and the
East 27 ft. of lot 6 of Littleton and
Sawyers sub. were advertised to oe
sold at the last tax sale for the 1920
taxes. No mention being made of
due for any prior year. Wishing to
clear the title of lots 5 and 6 at once
L paid the 1920 tax thereon. Then
the abstracor on making his search
told me he had found tax for 1914 to
1919 appearing on the books to be
unpaid, also an old charge for re-
pairing sidewalk. I looked on the
City tax book for 1920 and on the
1921 County tax book and find no
entry of such unpaid tax for those
years nor any other notation of
same.
If, as Iam advised, this means
that the omitted taxes' aro therefore
no longer a lien and the property
cannot be legally sold for same. I
would ask that proper action be tak-
en by you to show all old taxes can-
celled on the records. Respectfully,

Gentlemen:
It is my request that your atten-
tion be called to the assessment for
the improvement of Dodge street
levied against Lot Sub. 5, of City Lot
730, Lot 1 Union Add., $47.95, re-
corded as owned by Frank Baule.
The first installment of this assess-
ment I have paid under protest.
The improvement of Dodge street
has added no value to this proper-
ty, which consists of a rocky hill-
side, upon which no dwelling can be
built, and is of no value for quarry
or pasture purposes. I therefore
ask that the assessment be annull-
ed or at least reduced to half he
amount, which I believe you will
agree is ample for such a piece of
ground.
