Council, stating ,that West Sixteenth
street is in bad condition, and asks
that a grade be established on said

A RESOLUTION.
Whereas, the contract heretofore
entered into by the City of Dubuque
for the gas connections in Jackson
street hereintofore described has
been completed and the City Engin-
eer has computed the cost and ex-
pense of said improvement amounts
to $158.07.
Therefore, be it resolved by the
City Council of the City of Dubuque
that to provide for the cost of mak-
ing gas connections in Jackson
street, from the north property line
of Eleventh street to the south prop-
erty line of Twenty-second street,
there be issued improvement bonds
to the amount of $158.07. Said bonds
shall be issued under the provisions
of Chapter 8, Title 5 of the Code of
Iowa and the amendments thereto,
shall bear date as of the 5th day of
July, A. D., 1922, shall be in the de-
nominations of $100.00 each, except
that there shall be one bond to the
amount of $58.07; they shall be num-
bered from 7285 to 7286, inclusive,
and shall be payable on the first
day of April, A. D., 1923.
Said bonds shall bear interest at
the rate of five per 'cent annum,
which interest shall be payable semi-
annually, in accordance with the
terms of the coupons thereto at-
tached; and said bonds shall be pay-
able out of the proceeds of the spec-
ial assessment levied for said im-
provement. Both principal and inter-
est shall be payable at the office of
the City Treasurer in the City of
Dubuque. Said bonds shall be sub-
stantially in the following form:

Bond
The City of Dubuque in the State
of Iowa promises to pay as herein-
after mentioned to the bearer here-
of, en the first day of April, A. D.,
1923, or at any time before that date
at the option of the City the sum of
one hundred dollars, with interest
thereon at the rate of five per cent
per annum, payable on the presenta-
tion and surrender of the interest
coupons hereto attached. Both prin-
cipal and interest are payable at
the office of the City Treasurer in
the City of Dubuque in the State
of Iowa. This bond is issued by
the City of Dubuque persuant to and
by virtue of Chapter 8, Title 5 of
the Code of Iowa and amendments
thereto, and in accordance with a
resolution of the City Council of said
city, duly passed on the 5th day of
June, A. D., 1922. This bond is one
of a series of two bonds, one of one
hundred dollars, numbered 7285, and
one for fifty -eight and 07 -100 dollars,
numbered 7286, all of like tenor and
date, and issued for the purpose of
defraying the cost of making gas
connections in Jackson street, from
the north property line of Eleventh
street to the south property line of
Twenty- second street, and described
in said resolution; which cost is
assessable and levied along said im-
provement, and is made by law a
lien on all abutting or adjacent prop-
erty, and payable in seven annual in-
stallments, with interest on all de-
fered payments at the rate of five
per cent per annum, and this bond
is payable only out of money de-
rived from the collection of said
special tax, and said honey can be
used for no other purpose.
And it is hereby certified and re-
cited that all the acts and condition
and things required to be done pre-
cedent to and in the issuing of this
series of bonds, have been done, hap-
pened and preformed in regular and
due form as required by said law
and resolution; and for the assess-
ments, collections and payment here-
on of said special tax, the faith and
diligence of said City of Dubuque are
hereby irrevocably pledged.
In witness whereof the City of
Dubuque by its City Council, has
caused this bond to be signed by
its Mayor and countersigned by its
City Clerk, with the seal of said City
affixed this 5th day of July, A. D.,
1922.

Whereas, the contract heretofore
entered into by the City of Dubuque
for the improvement of east Twenty -
first street and Lincoln avenue, by
Session, June 5, 1922
installation of sewer, water and gas
connections hereinafter described
has been completed and the City
Engineer has computed the cost and
expense of said improvement
amounts to $787.14.
Therefore, be it resolved by the
City Council of the City of Dubuque
that to provide for the cost of in-
stalling sewer, water and gas con-
nections in East Twenty -first street
and Lincoln avenue, from the east
property line of Central avenue to
the south property line of Hamilton
street, there be issued improvement
bonds to the amount of $787.14. Said
bonds shall be issued under the pro-
visions of Chapter 8, Title 5 of the
Code of Iowa and the amendments
thereto, shall bear date as of the
5th day of July, A. D., 1922, shall
be in the denominations of $100.00
each, except that there shall be one
bond to the amount of $87.14; they
shall be numbered from 728T to 7294,
inclusive, and shall be payable on
the first day of April, A. D., 1923.
Said bonds shall bear interest at

Gentlemen: The matter of a fur -,
ther development of the water sup-
ply at Eagle Point has been before
the City Council for some time. The
method of the development of this
supply as recommended by Mr.
Maury of Chicago, was deferred to
Mr. Mead of Madison, who was un-
able to endorse the plan as pro-
posed by Mr. Maury, but instead,
recommends the securing of the ad-
ditional supply from the deep wells
and not from the shallow wells.
A difference in opinion between
these two experts in water supply
development increases the difficulty
in deciding on the procedure. It
remains for the City to consider care-
fully the reports of each of these
authorities and to decide which in
their judgement is the safest advice
to follow.
The report. of the Water Works
superintendent shows an average
daily pumpage of 2,974,392 gallons
for the past year, of which 2,385,612
gallons come front Eagle Point; at
the same time the Water Works es-
timate of flow from the four artesian
wells is 1,664,000 gallons per day.
The water secured from the shallow
wells is more or less variable de-
pending on the stage of the river,
but has been ascertained to be ap-
proximately 1,500,000 at a low river
stage, giving a total available water
supply at present at Eagle Point of
3,164,000 in. g. per day.
From the above statements it is
apparent that the necessity for in-
creased supply is not to take care
of the present need but in order to
be ready to take care of an emer-
gency and to provide for the future
growth. So regardless of the
method decided on for development

of water supply, the Cost of furnish-
ing water from Eagle Point up to
three and one quarter million gal-
lons ped day will not be increased
but may be diminished by changed
plans.
Mr. Maury in his report recom-
mends overhauling the eight foot
shallow wells at an estimate cost
of $8,500.00 as I understood to pro-
vide two million gallons of water
from this source. He also recom-
mends the construction of a new
twelve foot shallow well at an esti-
mate cost of $27,000.00. The capac-
ity of the new twelve foot well is
figured by Mr. Maury at 3,000,000
gallons per day. The capacity of
these two wells as above set forth
are shown in the closing paragraph
of Maury's report.
Mr. Mead in his report proceeds at
some length to prove that the sand
in which these wells are located
could not be expected to produce so
much as 5,000,000 gallons per day.
Mr. Maury then states that he never
led the city of Dubuque to believe -
that 5,000,000 gallons of water could
be produced from the eight foot well
and the proposed twelve foot well
when both were pumped at the same
time. I must confess that I was led
into the error with Mr. Mead, of
believing that the two wells as re-
commended were to be expected by
Mr. Maury to produce not less than
5,000,000 gallons per day. If the two
wells cannot both produce more than
one it would seem to be the heighth
of folly to construct two wells as
recommended by Mr. Maury.
Mr. Mead and Mr. Maury apparent-
ly are in accord on the desirability
of the construction of a new twelve
foot well, in case the city decides to
secure additional supply from the
shallow walls rather than to attempt
to rehabilitate the old eight foot well
in such a way as to produce any-
thing like 2,000,000 gallons of water.
This plan however, leaves the city
with the old eight foot well which
is not now producing water to any-
thing like its estimated capacity.
Mr. Mead's repore on the costs
of securing water from the shallow
wells adds two items to these in-
cluded by Mr. ,Maury making the
total cost of securing additional
water supply from shallow wells
$62,000.00. There is also the ques-
tion as to being able to secure water
in the quanity desired though the
fine sand encountered. Mr. Mead's
estimate of the cost of securing
water by the installation of air lifts
in the present wells amounts to
$50,600.00. These figures in my judg-
ment are too high rather than too
low. Also there is almost a certain-
ty of securing 5,000,000 gallons of
water per day from this source..
The report of the Water Works
for the past year shows a cost of
$27.87 per million gallons pumped.
I assume this is a cost of the pump-
ing. Mr. Mead in his estimate fig-
ures the cost of operating the air
lift at $11.80 per million gallons ex-
clusive of labor. He also figures
the cost of pumping the shallow
wells at $19.50 per million gallons
pumped exclusive of labor. The cost
of course would be the same in
either case in pumping from the
Eagle Point reservoir to the Third
street reservoir. It is probable that
through other economics to be in-
troduced in connection with the oper-
ation of the pumping plant that the
present pumpage cost would not be
exceeded regardless of which install-
ation is installed.
Mr. Mead is the foremost author-
ity in this part of the country in
regard to hydro - electric propositions.
I have entire confidence in his abil-
ity to estimate as accurately as any-
one can, the costs of operating any
mechanical equipment. I am there-
fore, inclined to favor Mr. Mead's
proposition for the increase of our
water supply at Eagle Point through
the installation of air lift equipment
in the existing artesian wells for
the following reasons: there are
fewer uncertainties in connection
with the development of the supply
as contemplated; as large an in-
crease in the water supply is prom-
ised as through the construction of
the two large wells; the first cost of
the air lift equipment promises to be
somewhat less than is the cost of
the construction of the large wells
and necessary equipment for their
operation; the estimate cost of pump-
ing water from the artesian supply
promises to be slightly less than
cost of pumping water from the
shallow well supply; in my judgment
the prospect of a continued supply
without interference is better from
the artesian source than from the
shaIlow' wells.
I would therefore recommend that
Mr. Mead' be retained to go ahead
with the development of additional
water supply through the aid lift
method, and also to prepare the nec-
essary plans for altering the pump-
ing station in order to best take care
of present and prospective demands
on the equipment of this' station.

higher bidder namely Even- Uhlrich-

ORDINANCE.
An ordinance regulating billiard
and pool saloons in the City of Du-
buque, and providing a penalty for
violation hereof.
Be it ordained by the City Council
of the City of Dubuque:
Par. 826. Billiard and pool
saloons defined. Section One. A
billiard and pool saloon is hereby
defined to be any place where bil-
liard or pool taables are kept and
which the public is invited to play,
and where the same is carried on
as a separate business or in con-
nection with any other business.
Par. 827. License. Section two.
No billiard and pool saloon shall be
established or conducted within the
City of Dubuque without first hav-
ing procured from the Manager a
license for that purpose, and such
License shall be paid in the amount
provided for in the general license
ordinance of said city.
Par. 828. View not to be ob-
structed. Section three. Any place
where a billiard or pool hall or sa-
loon is conducted, except as here-
inafter provided, shall be so con-
structed and maintained that a
clear v■ew of the interior of such
place may be had from the street on
which said business is located and
shall be free from any screens,
curtains, partitions or other ob-
struction which prevent a clear
view from the street.
Par. 829. Other rooms prohibit-
ed. Section four. Said business
shall be, except as hereinafter pro-
vided, be conducted in a single
room, constructed as provided in
Section three hereof and any other
room into which entrance may be
had from the main room where
such business is conducted, or to
which patrons may have access, is
hereby prohibited. Provided, how-
ever, that a basement is permitted to
which access may be had by the
proprietor of his duly authorized
employees only for the purpose of
storing fuel and heating the room
used for the purposes herein provid-
ed for. Provided, further, where
such business is carried on in con-
nection with some other business in
the same room or part thereof, all
of the provisions hereof with refer-
ence to bstruction shall apply, and
there shall be no curtain, screens or
partitions separating said business-
es, but the entire business con-
ducted and considered, for the our-
pose of this ordinance, as one bus-
iness.
Par. 830. Hotels Excepted. Sec-
tion five. The preceding provis-
ions with reference to conducting
a pool and billiard or saloon in a
single room and requiring the in-
terior of such room to, be unob-
structed from the street shall not
apply to hotels where a pool or
billiard hall is used in connection
therewith. With reference to such
places, however, such room must
be so constructed and maintained
so that an unobstructed view of the
interior may be had from the en-
trance thereto.
Par. 831. Closing hours. Section
six. It shall be unlawful to keep
open to the public or to conduct a
pool or billiard hall or saloon on
any day between the hours of
twelve P. M., to six A. M., provided,
however, that this section shall not
be constructed to prevent regular
employees from performing neces-
sary work during these hours to
maintain the premises in a sanitary
condition and in heating the same.
Par. 832. Removal of Obstruc-
tions. Section seven. Any billiard
• or pool hall or saloon now being

operated where the View from the
street is obstructed by screens,
curtains, partitions or other con.
structions, or which have other
rooms in connection therewith, the
proprietor thereof shall cause such
obstructions and partitions to be
taken down and removed on or be-
fore July 1, 1922, and all other
rooms herein prohibited shall be
closed and abandoned upon the
final passage and adoption of this
ordinance.
Par. 833. Persons prohibited. Sec-
tion eight. No person under the
age of eighteen years shall be per-
mitted to play any game or games
upon the pool or billiard tables kept
in such pool and billiard halls, nor
shall any such person be permitted
to loiter around or be engaged as
an empoyee in any such place of
business. Children shall not be per-
mitted to congregate of gather in
front of such places of business,
and it shall be the duty of the pro-
prietor thereof to see that these pro-
visions are complied with.
Par. 834. Penalty. Section Nine.
Any person or persons violating
any of the provisions of this ordi-
nance shall be deemed guilty of a
misdemeanor and fined not to ex-
ceed One Hundred ($100.00) Dol-
lars, or imprisoned not to exceed
Thirty (30) days, and in addition
to such fine or imprisonment, the
license to operate pool and billiard
tables in the City of Dubuque may
be revoked at the will of the man-
ager.
Section Ten. Publication Clause.
This ordinance shall be in force
and effect ten days from and after
its final passage and adoption by
the City Council and publication is
phovided by law.

CATING LIQUORS AND BEVER-
AGES ARE SOLD, COMMONLY
CALLED "SOFT DRINK PAR-
LORS," IN THE CITY OF DU-
BUQUE, AND PRESCRIBING A
PENALTY FOR VIOLATION
HEREOF.
Be it ordained by the City Council
of the City of Dubuque:
Par. 835. — "Soft Drink Parlor" de-
fined. Section One. A "Soft Drink
Parlor," for the purposes of this
Ordinance, is defined to be a. place
conducted or proposed to be con-
ducted for the sale or offering for
sale at retail for consumption on
the premises where sold, as a sep-
arate business, of any malted or
vinous beverage, any soft drink (ex-
cept tea, coffee, milk, chocolate and
cocoa), any carbonated beverage or
any other beverage or liquor pro-
duced by the process by which beer,
ale, porter or wine is produced.
Par. 836.—License. Section Two.
A refreshment business, as herein
defined, shall not be established or
conducted within the City of Du-
buque without first having procured
from the Manager a license for that
purpose and such license shall be
paid in the amount provided for in
the general license Ordinance of
said City.
Par. 837. —View not to be obstruct-
ed. Section Three. Any room in
which a "Soft Drink Parlor," as
herein refined, is conducted shall be
so constructed and maintained that
a clear view of the interior of such
place may be had from the street
on which said business is located,
and shall be free from anyg screens,
curtains, partitions or other obstruc-
tions which prevent a clear view
from the street.
Par. 838. —Other rooms prohibited.
Section Four. Said business shall

and heating the room used for the
purposes here in provided for.
Par. 839. — Removal of obstruc-
tions. Section Five. Within ten
days from the final adption and
passage of this Ordinance, all ob-
structions, partitions and rooms, as
herein prohibited, shall be removed,
taken down and closed.
Par. 840.--Closing hours. Section
Six. It shall be unlawfully to keep

soft drink parlor, as herein defined,
on any day between the hours of
Twelve p. m. and Six a. m., provid-
ed, however, this ,section shall not
be construed to prevent regular em-
ployees from performing such nec-
essary work during these hours to
maintain the premises in a sanitary
condition.
Par. 841.— Intoxicated person not
allowed. Section Sev=n. It shall be
unlawful for any person owning,
conducting or in charge of any soft
drink parlor to harbor or allow in-
toxicated persons on the premises
or to permit the drinking of intox-
icating beverages therein, or to al-
low intoxicated or partially intoxi-
cated persons to resort thereto, or
to permit any disorderly, indecent,
immoral or unlawful conduct on or
in such premises.
Par. 842. — Liquor on premises
prohibited. Section Eight. No per-
son to whom a license is granted
under the provisions of this Ordi-
nance shall receive, possess, give
away or sell, have or permit upon
the premises, any liquor or bever-
age which contains alcohol in ex-
cess of the amount permittded by
law.
Par. 843. —Not to endanger health.
Section Nine. No person, either as
principal or agent, shall sell any
beverage containing ingredients det-
rimental or .delerious to health.
Par. 844. — Penalty. Section Ten.
Any person or persons violating
any of the provisions of his Ordi-
nance shall be deemed guilty of a
misdemeanor and fined not to ex-

It is agreed by the undersigned
that the City may in the course of
the construction of said improve-
ment, raise the curb grade in front
of and opposite their respective prop-
erties and they do hereby consent
to such change in grade and waive
any right that they might have to
object to the assessment to be levied
against the property by reason of
such change in grade.
The City of Dubuque agrees,
through its Manager, to replace the
sidewalks which will be in any way
disturbed by the change of grade
herein proposed and also to relay
all sod and do all necessary work
and supply all necessary materials
to place the properties of the under-
signed in as good condition as they
were before such change in grade
was made by said City of Dubuque.

Gentlemen:
In accordance with your request,
bids were duly advertised for the
construction of a sanitary sewer in
Holly Street and in Rush Street con-
necting with the existing sewer in
Bryant Street. Bids were to have
been received at 2 o'clock Tuesday,
June 6th. No bids were received.
This work required a depth of
something like twenty feet on Rush
Street. I believe the uncertainty of
the soil prevented the contractors
from bidding on this work. I would
therefore recommend that this work
be deferred until such a time as a
sanitary sewer is ,constructed in
Railroad Avenue and Southern Ave-
nue to take care of the drainage in
this whole district. When this work
is done it will be possible to supply
sewerage in this street without go-
ing so deep.

Gentlemen:
On September 17th, 1920, an as-
sessment was levied on account of
the improvement of Grandview Ave-
nue against Lots 4, 5, and 6, Whelan's
Subdivision, then belonging to T. J.
& L. Paisley. This special assesss-
ment remained unpaid. The tax sale
certificates were bought by the City
of Dubuque on account of delinquent
assessments on January 3rd, 1922.
The assessment as levied ainount-
,ed to $429.91 on each lot. At the
tune this assessment was levied,
other adjustments were made on the
basis of $400.00 per fifty -foot lot and
somewhat less for lots where filling
was necessary to bring the lots up
to grade. •
These three lots lay somewhat
low. I would therefore recommend
a reduction of the original assess-
ment to the sum of $375.00 per lot,
provided the sane is settled in full
within thirty days.
I understand these lots have been
sold and that all delinquent assess-
ments and taxes will be paid in a
few days.

construct a six inch tile sanitary
sewer in the alley between Elm
street and Pine street, from Twelfth
street to Thirteenth street.
Said sewer to be provided with
manholes and any other appurten-
ances that may be necessary.
Said sewer to be constructed in
accordance with the plans and speci-
fications ,prepared by the City En-
gineer and now on file in the office of
the City Clerk, having been duly
approved by the City manager and
submitted to the State Board of
Health for its approval.
That the cost and expense of mak-

GGentlemen: In accordance with
your instructions, bids were received
at two o'clock Tuesday, June 20th,
for the construction of the city gar-
age on Elm street at Fourteenth
street, garage to be 140 feet in
length and 60 feet in width. The
following bids were received:
Braun Bros. $20,364.00
James A. Gregory 21,700.00
Anton Zwack 21,979.00
Uhlrich Willy 22,800.00
Albert Ney 24,531.00
Architect's Estimate 17,000.00
The amount oppropriated for this
structure in the 1922 budget was
$17,000.00.
The architect suggest that we se-
cure from the low bidders, a re-
duction in prices bid on account of
certain changes in the plans such
as the elimination of the brick walls
around the office, a reduction in the
depth of the footing and in the
heighth of the building. .
The above figures cover the cost
of the main contract alone. The
additional cost of the plumbing,heat-
ing and wiring would prob-
ably amount to between two and
three thousand dollars, which makes
our total cost rather higher than
had been anticipated.

Gentlemen: In connection with
the laying of a sewer in Rush street
east of Bryant street, for which a
petition was presented some time
ago, asking that the sewer also in-
cluded Holly street, and for which
bids were not received when the
same were called for, I find that
a sewer can be built to serve a
number of the people who are most
anxious to have it, for a distance
of about 360 feet east of Rush street,
at a comparatively small expense.
I would therefore recommend
that the City Council adoption a
resolution looking toward the con-
struction of this sewer, and otther
property included ini our :original
plan to be served by a sewer down
Valley street and through Southern
avenue.
A resolution of necessity is here-
with presented.

Be it resolved by the City Council
of the City of Dubuque, that it be
deemed necessary and advisable to
Construct a six inch. sanitary sewer
in Rush street for a distance of ap-
proximately three hundred and sixty
feet east of Bryant street.
Said sewer to be provided with
manholes and any other appurten-
ances that may be necessary.
Said sewer to be constructed in
accordance with the plans and speci-
fications prepared by the City En-
gineer and now on file in the office

to the heighth of curbs on Caledon-
ia place, is just at hand.
I think that the city is perfectly
warranted is .assuming any liability
which may be incurred by the own-
ers of property abutting Caledonia
Place on account of the damage to
their property by the reduction in
the curb' heighth from eighteen
inches to five inches. Inasmuch as
the grade of Caledonia place is about
twelve per cent and also inasmuch
as no water finds its way on .Cale-
donia place except the water which
falls on the ;street itself and on -the
abutting property, 1 am unable to
see any reason why one-half of dive
inches will be required at any time
for a waterway,
Then too, the property on one
side of , Caledonia place is some
twelve of fifteen feet above the
heighth of the roadway and on the
other side of the street, I believe
your house is as low as any to be
found and your house is some four
Or five feet above the elevation of
the roadway. I therefore feel that
the city would be assuming no lia-
bility if She assumes the responsi-
bility on account of an overflow
of the curb and :damaging property.

Gentlemen: After consideration 1
have decided to accept the in.crease
in salary with which you surprised
me last Thursday, and in so doing
I accept the conditions under which
the increase is made.
I have always felt that Dubuque
was paying all that a city of her
size should pay a City Manager here.
I appreciate the feeling on the part
of the Council which caused them to
unanimously take this action, more
than I do the money involved.
I wish to say further that if at
anytinie the Council feel that the
best interests of the City would
be served by a a reduction in the
salary of the Manager to that paid
previously, that such a reduction will
be accepted by me without any re-
sentment whatever. The reduction
will simply serve to release me from
the obligations incurred by this in-
crease.
The entire success of the admin-
istration in Dubuque has been due
to the complete harmony and co-
operation between the Council and
the various municipal departments
June 19, 1922.
and the absolute devotion of the
Council to the best interests of the
City without regard to politics or
personalities.

Whereas, the contract heretofore
entered into by the City of Dubuque
for the improvement of Caledonia
Place, hereinafter described, has
been completed and the City Engi-
neer has computed the cost and ex-
pense of said improvement, which
amounts to $4,370.95;
Therefore, be it resolved by the
City Council of the City of Dubuque
that to provide for the cost of im-
proving Caledonia Place from the
north property line of Hill Street to
the south property line of West
Eighth Street there be issued im-
provement bonds to the amount of
$4,370.95. Said bonds shall be is-
sued under the provisions of Chapter
8, Title V, of the Code of Iowa and
the amendments thereto, shall bear
date as of the 29th day of July, A.
D. 1922, shall be in the denomina-
tions of $300.00 each, except that
June 29, 1922 239
there shall be one bond to the
amount of $170.95; they shall be
numbered from 7295 to 7309, inclu-
sive, and shall be divided into ten
series, of which the bond numbered
7295 shall constitute the first series,
and shall be payable on the first day

The City of Dubuque in the State .

at the option of the City the sum of
three hundred dollars with interest
thereon at the rate of five per cent
pier annum, payable on the piesent-
ation and surrender of the interest
coupons hereto attached. Both prin-
cipal and interest are payable at the
office of the City Treasurer in the
City of Dubuque in the State of
Iowa. This bond is issued by the
City of Dubuque persuant to and

by virtue of Chapter 8, Title 5 of
the Code of Iowa and amendments
thereto, .and in accordance with a
resolUtion of the City Council of
said city, duly passed on the 29th
clay of June, A. D. ,1922. This bond
is one of a series of fifteen bonds,
fourteen for three hundred dollars
each, numbered from 7295 to 7308
inclusive and one bond for one hund-
red and seventy dollars and ninety -
five cents, numbered 7309, all of like
tenor and date, and issued for the
purpose of defraying the cost of im-
proving Caledonia place, from the
north property line of Hill street
to the south property line of West
Eighth street and described in said
resolution; which cost is assessable
and levied along said improvement,
and payable in ten annual install-
ments, with interest on all defered
payments at the rate of five per cent
per annum, and this bond is pay-
able only out of the money derived
from the collection of said special
tax, and said money can be used for
•no other purpose.
And it is hereby certified and re-
cited that all the acts and condition
and thigs required to oe done pre-
cedent to and in the issuing of this
series of bonds, have been done,
hapened and preformed in regular
and due form as required by said
assessments, collections and pay-
ment hereon of said special tax, the
faith and diligence of said City of
Dubuque are hereby irrevocably
pledged.
In witness whereof the City of
Dubuque by its City Council, has
authorized this bond to be signed by
its Mayor and countersigned by its
City Clerk, with the seal of said
City affixed this 29th day of July,
A. D., 1922, and has authorized the
use of their facsimile signatures on

Several property owners abutting
on First street addressed the Coun-
cil, stating that First street in their
opinion is a water -way, and that
they take the opportunity at this
time to call the attention of the

in Pierce street, from West Locust
street to Angella street and west

street. The following bids were re-

given by Even - Uhlrich Company
making a price of 64 cents per foot
for sewer and an additional price
of $3.90 for the rock as encountered.
Engineers estimate as to the total
cost of the work, $5,218.95.
I would respectfully recommend
that this contract be awarded to
the Even - Uhlrich- Staner Co., at their
bid of $1.95 per foot and $58.00 for
manholes, as this is, in my judge-
ment, the lowest bid received.
