Request for Agency Coordination and Invitation to Virtual Agency Scoping Meeting
Dear Adrienne Breitfelder,
The purpose of this letter is to request your coordination in the development of the Northern
Dubuque County Watershed Work Plan — Environmental Assessment (Plan -EA) and invite you
to an agency-Scoping meeting. The Watershed Protection and Flood Prevention Act (PL 83-
566) authorizes the USDA, Natural Resources Conservation Service (NRCS) to cooperate with
State and local agencies in planning and carrying out works of improvement for soil
conservation and for other purposes. The watershed program includes the development of
physically, environmentally, socially, and economically sound project plans of improvements
scheduled for implementation.
The Northern Dubuque County project area is the approximately the northern half of the
county, encompassing the Little Maquoketa River Watershed and portions of the Headwaters
of the North Fork Maquoketa River Watershed (see attached map). Potential project purposes
include flood prevention, with potential secondary benefits to water quality. JEO Consulting
Group (JEO) has been retained by Dubuque County to assist in developing the Plan -EA.
Dubuque County is hosting an agency Scoping meeting for all interested agencies to support
development of the Plan -EA. To allow for more convenient participation, the agency Scoping
meeting will be held virtually via Microsoft Teams. Agencies are invited to provide insight,
present questions, and discuss project development with the project team.

An in -person public meeting at a separate meeting facility will follow the agency meeting to
obtain public feedback. Project information will be presented and personnel from the project
team will be available to answer questions and receive comments.
The Plan -EA is being prepared to fulfill National Environmental Policy Act (NEPA)
responsibilities pertaining to federal financial assistance received through the NRCS's
Watershed and Flood Prevention Operations (WFPO) Program. As part of our coordination
efforts, we are contacting you because of your agency's or organization's area of expertise
and/or jurisdiction by law. If applicable, we invite you to comment on the proposed project
and its impact on your agency's resource(s) and permitting requirements. Any input or
comments that your organization may have will be greatly appreciated and addressed as
needed. We kindly request any written comments you have prior to the meeting. An
environmental assessment document will then be prepared to comply with environmental
regulations.
