SUBJECT: City Council De -Escalation Training
DATE: December 27, 2021
The Dubuque Police Department has conducted training in de-escalation for the police
officers for several years. Within the last year, the department has received numerous
requests to educate and/or train other City departments and businesses in
de-escalation concepts. Since City employees often interact with individuals who are
agitated, etc. it is a skill that is needed among employees. It was thought this could be
of value to City Council. Interim Chief of Police Jeremy Jensen advises lead de-
escalation instructor, Rick Fullmer, can conduct an informational training that includes
self-awareness, concepts and tactics that can be used by the City Council Members.
Jeremy Jensen requests the City Council schedule De -Escalation Training for the City
Council for February 7, 2022 at 5:15 p.m.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
This memo will briefly describe the De -Escalation Training that was requested by the
City Council.
BACKGROUND
The Dubuque Police Department has conducted training in de-escalation for our officers
for several years. Within the last year, the department has received numerous
requests to educate and/or train other City departments and businesses in de-
escalation concepts. Since City employees often interact with individuals who are
agitated, etc. it is a skill that is needed among employees, to include our elected officials
on the City Council. Our lead de-escalation instructor, Rick Fullmer, can conduct an
informational training that includes self-awareness, concepts and tactics that can be
used by the Council members.
CONCLUSION
De -Escalation training to be conducted via work session at the first City Council meeting
in February.
ACTION REQUESTED
To have a one -hour City Council work session to provide de-escalation training.
