Falk Park: Resident Letters and PetitionCopyrighted January 18, 2022 City of Dubuque Consent Items # 16. City Council Meeting ITEM TITLE: Falk Park: Resident Letters and Petition SUMMARY: Correspondence and petition submitted by Mark Gilligan regarding a request for lighting and video cameras in Falk Park. SUGGESTED Suggested Disposition: Receive and File; Refer to City Manager DISPOSITION: ATTACHMENTS: Description Type Resident Letters and Petition on Falk Park Supporting Documentation Hello, I am Mark J. Gilligan, I live at 1575 Earl Drive, Dubuque Iowa. I have lived here for 28 years. I would like to speak for my neighbors, about Falk Park. We the residents of Earl Drive, Ideal Lane, and Ruan Drive would like consideration for a city security camera & more lights, in Falk Park. This neighbor is of all ages and we love and use Falk Park. Some neighbor have had to build fences, to slow down on the inappropriate activities, inappropriate language , such as sexual acts out in the open, drug exchanged. We feel we need assistance to take back our park and feel safe in our neighborhood. Last July, 2021 1 reached out to OFC. NUGENT badge #38, for more police protection in our neighborhood. I know other neighbors have had communication with other officers. Falk Park is secluded, it borders with Butterfield Apartments ( which has 64 rental spaces) & also a century old family farm, still is being worked. So crops are in their field, and plenty of places to hide in their wooden land. I am including a few pictures, in hope for you, to get the feel of the set back from the city street to the playground equipment. And the wide open area of a city park on the corner of a "U" shaped street. Now a days cameras are everywhere, and honest people feel safer, where other people know where there is no camera coverage, and inappropriate activities will take place. Thank you for your time. u _ n Z. lJJ CD m s LU _j COCA L r, ('/ Mark .!: Gilligan 1 /10/2022 563 5808278 (cell) 1575 earl drive Dubuque, Iowa January 6, 2022 To: The Honorable Mayor of Dubuque and Dubuque City Council RE: PRIORITY USE OF AMERICAN RECUE ACT FUNDS The Butterfield Apartment/Falk Park area has seen an increase in nuisance calls, inappropriate and criminal behavior, and escalating vandalism in the park over the past months. Safety has been a concern. Our neighborhood has asked for increased police presence and surveillance. Susan Farber, our Councilperson, has been supportive and responsive and has toured our area. We would welcome you to do the same. This has resulted in increased police support, which is much appreciated. We have requested cameras and increased lighting in the park. This issue has, thus far, not been addressed. With the recent publication in the Telegraph Herald of $1.7 million in allotted American Rescue Plan Act funds, we are again requesting installation of security cameras and additional lighting in Falk Park. This is a very appropriate utilization of funds for "projects related to infrastructure and maintenance" of our city parks. We will appreciate your response to our request for PRIORITY USE of available funds. My name is Katie Schoop I live at 1590 Earl Dr. my husband and I have 5 children our oldest is 11 and youngest 2. We live 5 houses up the street from Falk park and have a direct view from our front yard. Over this past summer there were times it got so loud and rowdy basically out of Controll down towards the park area I didn’t feel safe even having my kids in our backyard. I don’t feel safe taking my children to this park we should be able to utilize. It’s only gotten worse and is something many of us feel would improve with cameras and more lighting. Thank you
