The City received four responses to a Request for Proposals for engineering design
services for the Tamarack Sanitary Sewer Extension Project. The review committee
individually reviewed the proposals and then met to discuss the RFP responses. The
consensus of the review committee was that Fehr Graham demonstrated the highest
level of professional competence, had a proven track record in the design of wastewater
collection systems and had the best understanding of the City's overall objectives for
the project and the sanitary sewer system.
City Engineer Gus Psihoyos requests City Council authorization to negotiate and enter
into a contract with Fehr Graham for an estimated fee of $43,750 to provide engineering
design services for the Tamarack Sanitary Sewer Extension Project.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memo is to seek authorization to negotiate and enter into a contract
with Fehr Graham to provide engineering design services for the Tamarack Sanitary
Sewer Extension Project.
BACKGROUND
Over 60 years ago the City of Dubuque started to invest in sanitary sewer infrastructure
to protect the health of its citizens and to serve the growth that had occurred and was
occurring along its western City limits. The Catfish Creek Interceptor Sewer (CCIS) was
constructed in 1956, which allowed the City to extend sanitary sewers to property
owners within the sewer shed. The Catfish Creek Pump Station (CCPS) and Water
Pollution Control Plant, now referred to as Water Recourse Recovery Center (WRRC),
were constructed in the late 1960's. Since the late 1960's, the community has grown
and expanded to the west. The City has invested in renovations and replacements at
WRRC and CCPS to meet state and federal regulations, and to adequately serve its
expanding community.
In 1998 the City began to extend sanitary sewer along Granger Creek, to the Dubuque
Technology Park. The Granger Creek Interceptor sewer extension consisted of the
Granger Creek Pump Station and approximately 17,600 LF of both 20 inch and 18"
diameter pipe. In 2015, the City extended the interceptor sewer along Granger Creek
and U.S. Highway 151/61, to the Dubuque Regional Airport. The GCIS extension
increased Sewer Shed 4 to approximately 6,300 acres. Tamarack Business Park and
adjacent parcels are now able to be served by GCIS
The City entered into a Pre -Annexation Agreement with the developer / owner of
Tamarack Business Park on October 17, 2016. Section 7 of the agreement states,
"Within seven (7) years of the execution date of this Agreement or within two (2) years
of Owner's written request, whichever date is sooner, City will complete sanitary sewer
collector highway boring originally proposed as part of City's Airport Utility Extension
project to the Real Estate.". The City is obligated to complete this extension by no later
than October of 2023.
The City of Dubuque submitted a facility plan to Iowa Department of Natural Resources
(IDNR), in September of 2021, which identified three projects related to the Granger
Creek Interceptor Sewer System. One of the three projects is to extend sanitary sewer
to Tamarack Business Park, which will allow multiple commercial and industrial
businesses to connect to sanitary sewer.
The facility plan is based on the results of an intensive evaluation of the existing
interceptor collection and pumping systems that convey sewage to the Water Resource
Recovery Center (WRRC).
DISCUSSION
The City received four proposals by the December 22, 2021 deadline. The respondents
to the RFP consisted of: Fehr Graham (Manchester, IA), WHKS (E. Dubuque, IL),
Snyder & Associates (Cedar Rapids, IA), and Delta 3 (Dubuque, IA).
The proposal review committee (Committee) consisted of Engineering Technician Todd
Irwin, Water & Resource Recovery Center Manager William O'brien, Civil Engineer
Deron Muehring, Project Manager Steve Sampson Brown, and Water Department
Manager Christopher Lester.
Having reviewed the proposals individually, the Committee met on December 28t" and
29th, 2021, to discuss and score the RFP responses. The Committee's evaluation and
subsequent scoring was based on each firm's qualifications, experience with projects of
similar scope, interest in the project, and availability. Points were awarded (0 thru 100)
based on the evaluation criteria identified in the RFP. The estimated fee component of
the submittal was not revealed to the committee prior to the initial evaluation and
scoring.
The committee's evaluation results are as follows:
Fehr Graham: 86.67%
WHKS 83.00%
Snyder & Associates 77.33%
Delta 3 64.33%
The consensus of the Committee was that Fehr Graham demonstrated:
• The highest level of professional competence and a proven track record in the
design of wastewater collection systems.
• Thorough knowledge and understanding of the project scope.
• Experience of the team working with the City on similar projects.
• High level of interest in the project along with creativity and problem -solving
ability.
• Best understanding of the City's overall objectives, for the project, and the
sanitary sewer system.
RECOMMENDATION
The proposal review committee recommends that the City negotiate a final project
scope of services and enter into a contract with Fehr Graham for the engineering design
of the Design of the Tamarack Sanitary Sewer Extension Project.
BUDGETIMPACT
The engineering design fee, estimated at $43,750, and additional engineering expenses
will be funded by reallocating $92,000 from the Fiscal Year 2022 appropriation for the
Sanitary Sewer Extensions to Existing Developments (CIP#7101350) in the amount of
$500,000.00. Revenue for the project design is from the State Revolving Fund (SRF)
loan.
ACTION TO BE TAKEN
I respectfully request the authorization to negotiate and execute a contract with Fehr
Graham for engineering services for the design of the Tamarack Sanitary Sewer
Extension Project.
