Van Milligen, City Manager SUBJECT: US Highway 61-151 Bridge Abutment Replacement Project Iowa Department of Transportation - Local Road Detour Agreement Iowa DOT Project No. MB-061-6 (530) 189-77-31 DATE: January 12, 2022 Assistant City Engineer Bob Schiesl recommends City Council approval of an agreement with the Iowa Department of Transportation for the use of local roads as an authorized detour route for the US Highway 61-151 Bridge Abutment Replacement Project. The Iowa DOT is proceeding with a Bridge Abutment Replacement Project on the overhead US Highway 61-151 bridge structure in proximity of the Salina Street and Railroad Avenue intersection. Due to the required construction staging and the head -to -head 2-way highway traffic lane shift work zone, this will require the temporary closure of the US 61-151 / Grandview northbound on ramp. Due to the temporary on ramp closure, South Grandview Avenue between US61-151 and US20 will serve as the designated detour routes for vehicular traffic. It is anticipated that the local road detour will be in effect from approximately July to October 2022. Due to the head -to -head 2-way highway traffic lane shift work zone near the Locust Connector intersection, this will require the temporary closure of the US 61-151 / Central Avenue on ramp at Fourth Street. Due to the temporary on ramp closure, southbound Central Avenue commercial truck and vehicular traffic will be detoured on East 9th Street eastbound to US 61-151 southbound ramp. Should traffic miss the 9th Street detour, a secondary detour will be in -place for southbound Central Avenue vehicles to take 4th Street to northbound White to East 9th Street. Breitfelder, City Clerk Form 810012wd 06-14 QIOWADOT AGREEMENT FOR DOT-INITIATED DETOUR OF PRIMARY HIGHWAYS ONTO LOCAL ROADS This Agreement is entered into by and between the Iowa Department of Transportation, hereinafter known as the Department; and the City of Dubuque . hereinafter known as the Local Public Aaencv /LPA). WHEREAS, the Department has determined the necessity to temporarily close primary highway I US 61/151 Central Avenue on ramp from N I A to N I A --------------------------for the purpose of construction, reconstruction, maintenance , natural disasters, or other emergencies; and WHEREAS, it is necessary to provide a detour for the primary highway closure period ; and WHEREAS, the LPA agrees to penmit the use of its roads as a detour, more particularly described as follows: Southbound Central Avenue truck traffic will be detoured on East Ninth Street eastbound to US 61/151 southbound ramp and Southbound Central Avenue small vehicle traffic will be detoured on eastbound Fourth Street to northbound White Street to East Ninth Street truning right onto East Ninth Street to the US 61/151 southbound ramp. ; and WHEREAS, Authorized representatives of both the Department and the LPA shall jointly execute and sign a written report concerning the condition of the proposed detour, after jointly inspecting said road, the subject of the proposed detour; said report to be in sufficient detail as to reasonably reflect the condition of the roadway base, surface, shoulders and bridges ; and WHEREAS, the Department will review , and inspect when necessary , the bridges on the detour route and determine the maximum vehicle weight (up to 156,000 pounds) that can be safely carried on these bridges and submit this information to the LPA for its review. The LPA may choose to restrict detour traffic to only vehicles of legal weight or size. If the LPA allows oversize or overweight loads, it shall notify the Department in writing. The Department shall approve the routing of overweight vehicles on the detour route , up to the limits specified by the LPA; and WHEREAS, the Department agrees to perform the following pre-detour maintenance, if any : construction None, but the LPA will video the corridors before WHEREAS, the Department agrees to maintain the detour and provide all traffic control devices required by the Manual of Uniform Traffic Control Devices (MUTCD), as adopted by the Department pursuant to 761 IAC 130 , including the marking of no-passing zones during the period the local agency road(s) and structure(s) are being utilized as a primary road detour; and ; and WHEREAS, Prior to revocation of the detour, the Department shall restore the local agency road to as nearly as possible as good condition as it was prior to its designation as a temporary primary road, or adequately compensate the local agency for excessive traffic upon the local agency road during the period it was used as a temporary primary road, in accordance with Section 313.28 or Section 313.29 of the Iowa Code and Iowa DOT Policy 600.05; and WHEREAS, The detour period is estimated to begin July 5 , 2022 and end October 31 , 2022 ; and (date) (date) WHEREAS , the parties agree to the following additional provisions , if any : NOW, THEREFORE, BE IT AGREED that the described road be used as a detour under stipulations outlined above .
