TO: The Honorable Mayor and City Council Members
FROM: Michael C. Van Milligen, City Manager
SUBJECT: Dubuque Industrial Center: Crossroads - Consultant Selection for Design
DATE: January 12, 2022
On September 20, 2021, the City Council approved the purchase of 156.25 acres of
agricultural land from River City Development Group LLC at the intersection of
Highways 151/61 and Highway 52 (the Southwest Arterial).
The property is near existing water and sanitary sewer infrastructure that was extended
along the south side of Highway 61 to serve the airport. However, grading, paving, and
utility infrastructure improvements are needed in order to fully serve the property as an
industrial park. These improvement projects are being added to an ongoing list of
needed infrastructure improvements throughout the city, some of which may be eligible
for federal funding under the American Rescue Plan Act and/or the infrastructure bill.
The City received five responses to a Request for Proposals for a design contract for
the Dubuque Industrial Center: Crossroads Project at the U.S. Highway 151/61/52
Interchange. Following review of the proposals, two firms were selected for an
interview.
Based on the scores for both the written proposal and the interview, as well as a lower
proposed fee, the Committee recommends negotiating a contract with Origin Design.
Economic Development Director Jill Connors recommends City Council authorization for
the City Manager to negotiate and execute a contract with Origin Design for design of
the entire Dubuque Industrial Center: Crossroads Project, with an estimated cost
between $550,000 and $700,000.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: Dubuque Industrial Center: Crossroads — Consultant Selection for
Design
DATE: January 10, 2022
INTRODUCTION
The purpose of this memo is to seek authorization to negotiate and enter into a design
contract with Origin Design for the Dubuque Industrial Center: Crossroads project at the
U.S. Highway 151/61/52 Interchange.
BACKGROUND
On September 20, 2021, the City Council approved the purchase of 156.25 acres of
agricultural land from River City Development Group LLC at the intersection of
Highways 151/61 and Highway 52 (the Southwest Arterial),
The property is near existing water and sanitary sewer infrastructure that was extended
along the south side of Highway 61 to serve the airport. However, grading, paving, and
utility infrastructure improvements are needed in order to fully serve the property as an
industrial park. These improvement projects are being added to an ongoing list of needed
infrastructure improvements throughout the city, some of which may be eligible for federal
funding under the American Rescue Plan Act and/or the infrastructure bill.
DISCUSSION
In order to prepare for the needed improvements, staff are recommending design for the
entire site begin sooner rather than later. This design work prepares us for identification
of and eligibility for potential local, state, and federal funding sources.
The scope of the contract includes design of the entire Dubuque Industrial Center:
Crossroads project located at the U.S. Highway 151/61/52 Interchange. The selected
firm will develop the overall industrial park design to a 60% complete level, and then
proceed with finalizing contract documents for developing Phase I grading, roadway, and
utility projects, which will provide the City with a development -ready 30-acre building pad.
Having a building pad at -the -ready provides the City the opportunity to welcome a
business expansion as soon as one would arise.
Once the Phase I grading design package is complete, the consultant will continue
working toward a 100% complete design for the entire 156-acre development. Based on
the completed design, subsequent construction bidding packages will be prepared,
finalized, and bid as development opportunities arise and funding allows. The design
contract will place the City in a position to have a progression of multiple "Shovel Ready"
projects available when funding becomes available, including possible federal funding
under the infrastructure bill.
An RFP for the needed design services was released December 7, 2021. City staff
received proposals from five (5) firms by the submission deadline: Delta 3 Engineering,
Inc.; Fehr Graham Engineering & Environmental; MSA Professional Services, Inc.; Origin
Design; and Willett Hofmann & Associates, Inc.
The following staff members reviewed the proposals to formulate a recommendation as
a Committee.
1. Jill Connors, Economic Development Director
2. Todd Irwin, Engineering Technician
3. John Klostermann, Public Works Director
4. Christopher Lester, Water Department Manager
5. William O'Brien, Water & Resource Recovery Center Manager
6. Marie Ware, Leisure Services Manager
7. Wally Wernimont, Planning Services Manager
Having reviewed and scored the proposals individually, the Committee met on December
27th to discuss the RFP responses. The Committee's evaluation and scoring was based
on each firm's qualifications, experience with projects of similar scope, interest in the
project, and availability. Points were awarded (0 thru 100) based on the evaluation criteria
identified in the RFP. The estimated fee component of the submittal was not revealed to
the Committee prior to the initial evaluation and scoring.

The Committee proceeded to conduct a short interview with MSA and Origin Design to
clarify information they had provided in the written proposal.
The Committee's evaluation of the interviews are as follows:
MSA Origin

Based on the scores for both the written proposal and the interview, as well as a lower
proposed fee, the Committee recommends negotiating a contract with Origin Design.
BUDGETIMPACT
The complete design fee will be funded over multiple fiscal years, beginning with a
requested Fiscal Year 2022 appropriation in the amount of $1,343,400, for design of the
Phase I Grading of Dubuque Industrial Center: Crossroads. The Engineering Department
has requested a new CIP in FY23 which includes $42,500 for engineering the sanitary
sewer system at this site. Water has requested a new CIP in FY23 which includes
$107,805 for design of the on -site water improvements.
RECOMMENDATION/ ACTION STEP
I respectfully request City Council authorization for the City Manager to negotiate and
execute a contract with Origin Design for design services, with an estimated cost between
$550,000 and $700,000, for the complete design of the entire Dubuque Industrial Center:
Crossroads Project.
