The IMT also consists of City of Dubuque Health Services Department Environmental Sanitarians Tim Link and Sydney Moquin. We are coordinating our response efforts in conjunction with the Iowa Department of Public Health (IDPH), and with guidance from CDC via weekly webinars and direct contact with our regional IDPH epidemiologist. Randy Gehl serves as the Public Information (PIO) officer for the IMT. Data Via CDC: https://covid.cdc.gov/covid-data-tracker/#datatracker-home Vaccination scheduling and access information can be found at https://www.cityofdubugue.org/2965/COVID-19-Vaccinations and Vaccinate.lowa.gov, and at https:Hvaccinefinder.org/ County Vaccination data: https://covid.cdc.gov/covid-data-tracker/#county-view State Public Health Disaster Emergency Proclamation Expiring The IDPH met with local public health agencies on Feb 3, 2022 to explain the changes that will occur with the Governor not renewing the state Public Health Disaster Emergency Proclamation. The following was provided: The State Public Health Disaster Emergency Proclamation will expire at 11:59 p.m. on Tuesday, February 15, 2022. For nearly two years, the proclamation waived specific provisions in Iowa code that allowed the state to shift resources to respond to the public health emergency. As such, the state publicly reported information that was more detailed and frequent than what the agency would typically produce. This allowed the state to respond and shift resources appropriately. The expiration of the proclamation will result in operational changes related to the state's pandemic response. State agencies, including IDPH, will now manage COVID- 19 as part of normal daily business and reallocate resources that have been fully dedicated to the response effort to serve other important needs for Iowans. IDPH remains committed to doing the work we've always done around disease surveillance to protect the health of all Iowans. Moving forward we will continue to provide critical data to understand COVID-19 prevalence in Iowa. Changes in Published Data: • Both the coronavirus.iowa.gov and vaccinateiowa.gov websites will be decommissioned. • Weekly reports that include several COVID-19 data points will be published on the IDPH website beginning February 16, 2022. • COVID-19 prevalence reporting will be available on the IDPH website. • IDPH is no longer requiring Long Term Care facilities to notify the department when they have three or more infections in residents, therefore this will no longer be reported publicly by IDPH. Instead, IDPH will use CMS data to identify facilities with positive cases and will assist in infection control. • The vaccine finder tool will no longer be available. Moving Forward the IDPH Website Will Include: • Positive Cases • Positive tests since March of 2020 (age/sex/race) • Deaths since March of 2020 • Case by county • Positive tests in past 7 days • Epi Curve since March of 2020 • Variant breakdown by week Vaccine Data Total series completed Booster completed County map Fully vaccinated (age/sex/race) Links to Additional Data: Downloadable data feeding website visualizations Hospital data is available through HHS Additional vaccination information is available through CDC Public Health Work Continues • First data upload to website will be February 16, 2022 • Access to testing and vaccine remain unchanged. • At this time, Test Iowa at Home will continue unchanged. • IDPH will continue to monitor and report disease prevalence as outlined above. • Vaccine and therapeutic allocations continue. Dubuque VNA VNA continues to operate the public call center for Dubuque County 7 days/week for general COVID questions. To date VNA has fielded over48255 calls/contacts from the community and administered 11,016 vaccines. VNA distributes home Testlowa COVID test kits to anyone needing a test, free of charge. VNA has currently given out over 1049 test kits. VNA offers vaccinations through community events as applicable. VNA will continue to direct individuals to Friday walk- in clinics at the VNA office to be responsible with inventory, however any individuals seeking a vaccine at VNA on any day will not be turned away. VNA offers COVID vaccine to all age eligible children participating in VNA Vaccines For Children (VFC) immunization clinics. COVID-19 Contact Tracing The Dubuque Visiting Nurse Association has been responsible for contact tracing in Dubuque County since August 12, 2021. As of January 10, 2022, the VNA attempted to contact 9,606 positive COVID-19 cases for contact tracing activities. Dubuque County schools also assist with contact tracing. On January 19, 2022 the Board of Health approved the IMT recommendation to discontinue contact tracing in Dubuque County and move forward with a new approach in lieu of contact tracing. Health care providers and test sites are utilizing printed and electronic isolation and quarantine guidance that the IMT created to their patients and customers. The COVID-19 hotline staffed by VNA seven days a week has resulted in 102 calls from the community regarding isolation and quarantine. Emergency Management Agency (EMA) The EMA distributes N95 masks, procedure masks, masks for the public and rapid tests based on requests. We are making regular trips to the node in Cedar Rapids for supplies as long as the supplies last. The state is also having trouble filling requests for rapid tests. With the end of the disaster proclamation, it is not yet clear how we will receive additional supplies and if they will continue to be available from the node. Without a State Disaster proclamation in effect, any new requests for assistance from local EMAs on behalf of their communities cannot be acted upon by the state, except for that assistance that can be provided under an agency's "normal" authorities. HSEMD will begin demobilization efforts and recovering supplies from the district nodes, if appropriate there may be release of these assets locally, the local EMA will receive direction and guidance from HSEMD but will not accept new requests for state supplies. In partnership with Hartig Drug, we are awaiting a shipment of N95 masks which will be distributed throughout the community based on need and requests. Hospital Capacity Planning With the expiration of the Governor's Disaster Proclamation, the State data reporting requirements will also expire. However, the US Dept of Health and Human Services will continue to require hospital data reporting. Iowa hospitals will transition to reporting these required data directly to the US Department of Health and Human Services. The Iowa Hospital COVID-19 Mandatory Reporting Order will not be extended. Therefore, effective February 16th, 2022 IDPH will not collect or submit any hospital data to support the IDPH website. The IDPH website will direct all data interests to the Health and Human Services Public Health Protect Website: https://protect-public.hhs.gov/pages/hospital-utilization The IMT will continue to monitor hospital capacity and capability and communicate with MercyOne and UnityPoint Finley Hospitals weekly and as needed. Public Information The City Public Information Office (PIO), in conjunction with the Incident Management Team (IMT), continues to provide weekly COVID-19 updates and frequent social media posts, responds to frequent news media requests for interviews and information, and assist with general messaging/communication needs. The PIO continues to track multiple metrics for the IMT and update the COVID-19 webpage on the City website. Videos featuring Public Health Specialist Mary Rose Corrigan are produced when needed and distributed through all available channels. In addition to continued marketing of vaccinations, PIO staff are promoting booster doses and the public clinics planned for the POD and other locations. COVID- 19 Vaccination The IMT continues to manage the IDPH vaccine allocations and distribution. To prepare for the potential Emergency Use Authorization (EUA) of a Pfizer COVID-19 vaccine for children 6 months through 4 years of age, the IMT is working in conjunction with IDPH to assess and order vaccines for Dubuque County providers which will ensure the timely distribution and administration of Pfizer pediatric vaccine pending FDA approval and ACIP recommendations are received. To date 33,001 booster doses have been administered in Dubuque County (increased from 31,427 reported on Jan 18, 2022) and 54% of fully vaccinated eligible individuals have received their booster dose. To facilitate access to vaccination appointments, the Dubuque County Sleeves Up phone line at (563) 587-4950 continues, staffed by the City Manager's Office. Call takers facilitate vaccine clinic locations, appointment making and internet navigation though inbound and outbound calls to connect people to vaccines. Testing The Iowa Department of Public Health (IDPH) and State Hygienic Lab (SHL) continue to provide at-home test kits free of charge to Iowa residents through a mail order system or via pick-up locations at healthcare and public health sites in communities. Information about where to obtain these free in- home test kits can be found at: https://www.testiowa.com/en Federal test mail is now live: https://www.covidtests.gov/ Dubuque County in home testlowa pick-up sites include: https://www.cityofdubugue.org/2940/Local-COVI D-19-Testing-Options Testing options are updated regularly and posted at https://www.cityofdubugue.org/2940/Local-COVI D-19-Testing-Options As the need for COVID testing remains high and COVID testing supplies, particularly rapid testing supplies, are limited, quarantine is still a necessary step while awaiting test results in order to prevent the further spread of COVID-19. Rapid test kit supplies are limited for healthcare providers, and they continue to be on "allocation" from suppliers. Over the counter rapid test kit are available at numerous retail stores, but supplies fluctuate daily and are limited With the expiration of the Governor's Public Health disaster proclamation, negative COVID-19 Tests will not be required to be reported, similar to some other acute infectious disease negative test results. IDPH is transitioning to a flu -like surveillance model. With the increase in home antigen testing kits, the reported negative and positive data will become a less reliable indication of COVID-19 activity. IDPH will still collect and share numerous data points regarding COVID-19 cases and transmission. The Variants SARs COV2 variant Omicron emerged November 23, 2021 and continues as the dominant strain in Iowa and Dubuque County. The State Hygienic Laboratory (SHL) continues to sequence approximately 300 positive samples per week for variants. With high community spread continuing, and vaccinated individuals experiencing break through infections due to waning immunity, ongoing public health mitigation strategies are important and necessary. Continued spread will allow time for further mutation of the virus and additional variants developing. Omicron accounts for 96% of the positive COVID tests in Dubuque County that are sequenced for variants by the SHL.
