Van Milligen, City Manager SUBJECT: Amending Precinct 15 Boundary Description DATE: February 1, 2022 Dubuque All -America City IN 2007.2012.2013 2017*2019 Planning Services Manager Wally Wernimont is recommending approval of ordinance amending the Precinct 15 boundaries. At a December 6, 2021, City Council public hearing, the City Council approved Ordinance 43-21 which adopted the 2021 Redistricting Plan for City Wards and Precincts. After approval, as required by state law, Planning Staff provided the Plan (Ordinance) to the Secretary of State for final approval. After reviewing the documents, it was found that there was a minor error in the boundary description for Precinct 15 which includes portions of Dubuque County and City of Dubuque. The boundary of Precinct 15 should be adjusted by moving the western boundary from John Deere Road to Gardners Lane. The ordinance and supporting documentation are enclosed. BACKGROUND At a December 6, 2021 City Council public hearing, the City Council approved Ordinance 43-21 which adopted the 2021 Redistricting Plan for City Wards and Precincts. After approval, as required by state law, Planning Staff provided the Plan (Ordinance) to the Secretary of State for final approval. After reviewing the documents, it was found that there was a minor error in the boundary description for Precinct 15 which includes portions of Dubuque County and City of Dubuque. The boundary of Precinct 15 should be adjusted by moving the western boundary from John Deere Road to Gardners Lane (See Attached Map). After discussion with the Secretary of State's Office and the Dubuque County Auditor's Office, it was determined that the boundary description for Precinct 15 would need to be amended. RECOMMENDATION Staff recommends the City Council approve ordinance amending the Precinct 15 boundaries.
