Presentation - Request for Work Session
DATE: February 1, 2022
The requested March 7, 2022, Work Session at 5:30 p.m. will provide an overview of
the two major federal legislative initiatives passed since the Biden Harris administration
took office in January of 2021. Both the American Rescue Plan Act (ARPA) and
Bipartisan Infrastructure Law (BIL) provide hundreds of billions of dollars in grant
opportunities for local governments across the country. ARPA and BIL provide for the
City of Dubuque and our partners in the private and nonprofit sectors with the
opportunity to bring federal dollars to city priorities and community projects and
programs.
The ARPA and BIL work session presentation will provide Mayor and City Council with
an update on important grant opportunities, account for grant funds secured for the city
and community partners and describe the process and tools in place to assist city staff
and community partners with the support needed to write successful grants. We will
provide Mayor and Council with a comprehensive look at the organizational foundation
created for the respective legislative initiatives and grants.
