Subject: First Amendment to CDBG Subrecipient Agreement between the City of
Dubuque and Mount Pleasant Home
Date: February 14, 2022
BACKGROUND
The City of Dubuque entered into a Community Development Block Grant (CDBG)
Subrecipient Agreement with Mount Pleasant Home on January 18, 2022, to assist with
the rehabilitation of the elevator that is in disrepair. Increased project costs have
necessitated an increase in funding to make this project viable. This memorandum
transmits a resolution to amend the Subrecipient Agreement to reflect increased project
costs.
DISCUSSION
The original Subrecipient Agreement specified the funding amount to be $25,000, based
on an estimate that was provided in February 2021. Due to incidental costs that were
previously unknown for this project, including a temperature -controlled control room for
the new equipment, Mount Pleasant Home has requested an additional $11,000 to
cover the project costs up to $36,000.00.
The CDBG Annual Action Plan has available funding, so this increase can be
accommodated without a budget amendment.
RECOMMENDED ACTION
I recommend the City Council approve the first amendment to the Subrecipient
Agreement with Mount Pleasant Home and authorize the Mayor to execute the
amendment on behalf of the City.
